The meeting, held every five years, mapped out development plans for the financial sector in the upcoming five years. The financial system is running steadily. We should strengthen our awareness of risks and responsibilities in order to push financial work to new levels," he said.In the future, China will stick to the principal of having the financial industry serve the real economy to prevent virtual bubbles from inflating the economy, he noted.Wen voiced his support for the development of financial innovation, but stressed that this should not escape supervision. "Risk-aversion should be the lifeline of our financial work," he said.He pledged to allow market forces a greater say in deciding fund allocation and to more clearly define the government's role.Financial oversight will be tightened and improved, and banks should establish a more complete and prudent supervision system, he said.According to a statement released after the meeting, China's assets in the financial industry totaled 119 trillion yuan (18.8 trillion U.S. dollars) at the end of November 2011, a 149-percent increase from that at the end of 2006.As of the end of September 2011, the banking capital adequacy ratio stood at 12.3 percent, 5 percentage points higher than that at the end of 2006, while the non-performing loan ratio was 0.9 percent, 6.2 percentage points lower than that at the end of 2006.

MANILA, Jan. 9 (Xinhua) -- Philippine telecommunication companies cut off the signal of mobile phones in parts of Manila where millions of people are expected to converge for the feast of the Black Nazarene on Monday.Philippine Deputy Presidential Spokesperson Abigail Valte said that the move was part of the precautionary measures that the government has been undertaking following terror threats."Malacanang (Palace) confirms that the government asked the telcoms to temporarily disconnect their services in the route of the Black Nazarene procession as part of the security measures agreed upon during the meeting on Sunday," she said in a regular news briefing.She said that the disruption in mobile services would last for the entire duration of the procession of the Black Nazarene.She admitted that the signal of the cellular phones was disconnected in the past, and terrorists used the mobile phones as triggering device for bombs.Asked if the government considered the possible losses of telecommunication firms due to the disconnection of signals, Valte said, "as holders of a franchise, the public safety is paramount."President Benigno Aquino III personally warned on Sunday the public to be cautious in joining the feast of the Black Nazarene amid possible terrorist attacks. The government is expecting 9 million devotees to participate in the celebration.The Black Nazarene is the patron saint of Quiapo church. The statue was brought to Manila by a Spanish priest in 1607. It was aboard a ship that caught fire, the image was burned, and it came to be known as the "Black Nazarene" which people have since decided to preserve and honor.

XUZHOU, Dec. 13 (Xinhua) -- Three critically injured students died in hospital in east China's Jiangsu Province early Tuesday, the government said, bringing the toll of Monday's school bus overturn to 15.The accident was the third serious one involving a school bus in China in less than a month.At least eight other children are still hospitalized, a government spokesman of Fengxian County said, without elaborating on the conditions of their injuries.A bus carrying 29 students on their way home fell into a roadside ditch when the driver tried to avoid a pedicab in the rural areas of Fengxian at 5:50 p.m. on Monday.The bus belonged to a primary school in Shouxian township. The government said the bus, designed with a maximum carrying capacity of 52 persons, was not overloaded.Also on Monday, another school bus carrying 59 students was badly hit by a truck in the city of Foshan, Guangdong Province, injuring 37 students, Guangzhou Daily reported Tuesday. Seven of the injured had been hospitalized.The accidents occurred only a day after the State Council moved to strengthen school bus safety after a deadly crash killed 19 pupils about a month ago.The nine-seat school bus illegally carrying 64 people collided head-on with a coal truck in northwestern Gansu Province on Nov. 16, killing 19 preschoolers and two adults, and injuring 43 others.Schools are few in numbers in the vast and sparsely populated rural areas of China. School bus is a relatively new thing in some rural areas as for decades children from the countryside had been trekking on rugged countryroads on foot to attend school. But rural school buses varied on quality and safety.Chinese Premier Wen Jiabao had called on government departments to "rapidly" draft safety regulations and standards for school buses while further improving the design, production and distribution of the vehicles.

BAGHDAD, Nov. 15 (Xinhua) -- Iraqi President Jalal Talabani told the newly-arrived Chinese ambassador Tuesday that Iraq is willing to expand cooperation and strengthen ties with China.Talabani made the statement when receiving the credential from Ni Jian, China's new ambassador to Iraq, in his presidential palace.The friendship between Iraq and China can be traced back to more than a millennium ago and endured the test of time, Talabani said.The recent years have seen increasing cooperation and exchanges between the two countries in multiple fields, bearing positive results and breakthroughs, he said.Ni Jian said that China attaches great importance to the Chinese-Iraqi relations and is willing to broaden friendly ties with Iraq on the basis of equality and mutual benefit.
