SAN DIEGO (KGTV)- With the rainy season ahead, the City of San Diego is offering ways for residents to save money on their water bills by removing lawns and installing rain barrels. The City is offering .25 per square foot for lawns that are converted to turf that can capture rainfall for reuse. Homeowners that convert their lawn into drought resistant landscape can apply for financial rebates.Customers may receive  per gallon of barrel storage capacity for residential rainwater collecting up to 400 gallons or 0 per property. Rain barrels are a great way to conserve water and reuse for irrigation purposes as well as preventing pollution, according to city officials. Applications are available for Rainwater Harvest, to apply click here. For more information on the types of rebates and water conservation tips visit the City's website. 949

SAN FRANCISCO (AP) — A California man convicted five years ago of defrauding several local governments in the state has been charged with trying to steal million from the Paycheck Protection Program. Federal prosecutors announced Friday that Attila Colar of Richmond submitted nine loan applications and falsified payroll tax documents. He received .1 million from one of the applications, but his defense attorney said the money was never spent and was later seized by the FBI. Colar, who goes by several aliases including Dahood Sharieff Bey, is the former leader of a Black Muslim temple in Oakland. He was convicted in 2015 of submitting bogus documents to win security contracts. 698

SAN DIEGO, Calif. (KGTV) - A proposal to build a four-story, 48 unit apartment complex in Carmel Valley has riled some neighbors, to the point where hundreds of them have now signed a petition asking the San Diego City Council to abandon the project.The complex would be at 10211 Rancho Carmel Drive, just off the 15 Freeway near Ted Williams Parkway. It's less than a half-acre. Right now, a two-story parking structure sits on the plot of land.Plans from developer New Pointe Communities say they would build the complex on top of the parking garage, essentially creating a six-story building.People who live in the nearby Provencal community say it doesn't fit the neighborhood. They've started an online petition to stop it."That’s pretty tall, and that just doesn’t fit in" says Eric Von Waldner, who signed the petition."It’s going to take away our view, take away our privacy. There will be balconies looking right at us. I just don’t like the idea of it," he adds.Von Waldner says neighbors worry the added units will overwhelm the area's electrical, water and sewage grid.They also say it will cause traffic headaches at the signal light on Rancho Carmel Drive and Provencal Place."You got Starbucks over there. You got people that live in my community. If you add 48 more units, it’s going to be crazy," says Von Waldner.They plan to send the petition to District 5 City Councilmember Mark Kersey, asking for a new plan. The Council already has an agreement with New Pointe to sell the land.“A number of residents have contacted me about the proposed project on Rancho Carmel Drive, and I continue to welcome feedback from my constituents. Any redevelopment plans for the site will go through an extensive public process with numerous opportunities for input from the community,” Kersey said in a statement to 10News.According to Eric Edelmen, the chair of the Carmel Mountain Ranch Community Council, the developer still has to submit a formal proposal to the city. They also have to ask for the area to be re-zoned to allow the extra units.Right now, Edelman says the land is only zoned for eight units.He says the last time they heard from New Pointe was at a November 14th meeting. The 92-page summary says PG&E's corporate culture elevated profits over safety and encouraged shortcuts in delivering highly dangerous power. SAN DIEGO, Calif. (KGTV) - Christmas morning, more than 700 families drove through a toy and food distribution at the Jacobs Center on Euclid Avenue in San Diego. Families were given boxes of food from the San Diego Food Bank, plus every child was able to get out of their car to receive at least three wrapped gifts. There were also free gift cards available.“My little one smiled. He was so happy,” said Elsa Sarabia, a mom of five who drove through.Sarabia said she works as a chef, and both she and her husband have lost hours at work this year. This event meant more gifts for her children that she might not have otherwise been able to afford.“We don’t have a lot of money to buy stuff for the kids and we appreciate everything you do for us,” she said, thanking the organizers.This is the fourth time this event was held. It’s hosted by Shane Harris and the People’s Alliance for Justice, with support from Supervisor Kristin Gaspar and the San Diego Lifeguards.The event had to adapt this year to be safe due to coronavirus, but Harris said they knew they had to make those changes to continue to fill this need. The breakfast would usually take place in a big hall, but organizers designed a drive-through format for 2020.“Really just trying to make sure the needs of the community are met particularly at a time where COVID-19 has made it really difficult for a lot of families economically,” said Harris.One volunteer was dancing through the whole morning as she distributed food, saying she was glad to give up her Christmas morning if it meant helping those in her community who needed it this year."A lot of these people do appear to be in great need.
