CHULA VISTA, Calif. (KGTV) - Chula Vista’s Police Chief and a city councilman hosted a public safety meeting in a community where most would think safety isn’t an issue. Chief Roxana Kennedy and Councilman John McCann met with several residents Wednesday night at the Montevalle Community Center.“I feel the balance is like this: Housing, people, lights, traffic, less parking and police protection and presence are here,” said Chula Vista resident Dianne Farsetta while holding one hand up and one hand down. “It is a little scary. We want to be in a safe environment.”Community groups on Facebook and Nextdoor appear to post more instances of crimes throughout the communities of Eastlake and Otay Ranch. Farsetta said the city is growing faster than its police force.However, Councilman McCann says the crime in his district is still less than half the crime level in other Chula Vista districts. Additionally, McCann said Chula Vista is still one of the safest cities of its size in the country. Nevertheless, McCann and Chief Kennedy listened to the community Wednesday night.“We want to make sure that we’re working with our police and our community to continue to make it as safe as it is,” he said.Farsetta and several others want to see more police on the streets and a police substation on the city’s eastern side. CINCINNATI -- The University of Cincinnati will pay former UC police officer Ray Tensing 4,000 in back pay and legal fees, the university president wrote Thursday.Tensing was the police officer who shot and killed Sam DuBose during a traffic stop in 2015. UC fired Tensing on July 29, 2015. However, the police union contract states that employees charged with a felony may be placed on paid leave until the court case is resolved. Tensing brought a contractual grievance to the university regarding his termination, according to UC President Neville Pinto.UC agreed to pay Tensing 4,230 in back pay and benefits for Tensing and 0,000 for his legal fees to resolve the grievance. In return, Tensing agreed to resign his position as a university law enforcement officer and to never return to employment at UC. "I realize this agreement will be difficult for our community," Neville wrote in a letter announcing the agreement. "I am nevertheless hopeful that we can focus on supporting each other as members of the same Bearcat family — even, perhaps especially, if we don’t agree."The case prompted Black Lives Matter Cincinnati and other groups to organize marches and rallies as the community waited to hear if Tensing would face charges and, later, what jurors would decide. "The tragic loss of Samuel Dubose in July 2015 was a trying time in the life of our University," Pinto wrote Thursday. "Our community came together to mourn, listen, support, heal and hope. That work continues as we strive to live our values into action."Authorities charged Tensing with murder and voluntary manslaughter in DuBose's death. (KGTV) -- A Chula Vista Police officer was honored with a Medal of Valor and Purple Heart from the Chula Vista Police Department Thursday morning after being stabbed while on duty in 2017.Officer David Sachs was honored with a Medal of Valor for his “extraordinary bravery and willingness to protect the lives of others, without regard for his own safety” the department said. He was also awarded a Purple Heart for his injuries while on duty.On September 19 of 2017, Officer Sachs along with Officer Leo Banales and Chaplain Wes Anderson responded to a home on Monterey Avenue after receiving a report that a man’s neighbor threw a large piece of concrete over his fence, injuring the victim.RELATED: Chula Vista Police officer who shot man recovering from stabbing?When officers arrived, the victim pointed out the suspect’s house. After knocking on the door, the suspect’s mother answered and invited the officers in.Police say, though they didn’t know at the time, the suspect, described as a 6-foot-tall man in his late 20s, was suffering from emotional or psychological distress.After stepping into the home’s kitchen, the suspect started attacking Sachs with a knife, stabbing him multiple times in the face, head and arm.Police say Sachs was able to knock the suspect to the ground while yelling “Knife! Knife! Knife!” to his partners.The suspect then lunged at Banales with a knife before he and Anderson went outside. According to police, Sachs drew his weapon and told the suspect to drop the knife before the suspect blocked the exit and attacked him again with the knife.RELATED: Officer stabbed, suspect shot three times in Chula Vista?Police say Sachs then moved the suspect’s mother behind him for safety and shot the suspect. The suspect collapsed in the dining room after being struck.After hearing the shots, Anderson went back to the home’s front door to help. CHULA VISTA, Calif. (KGTV) - This week Chula Vista Police shut down yet another illegal cannabis dispensary, an ongoing problem that's grown in recent years. While the city doesn't allow any cannabis sales at the moment, police believe there's roughly a dozen or more operating illegally in the city.“One of the challenges with unlicensed, illegal cannabis business is that they move and they change. The number of facilities is always changing, the location of facilities changes quite frequently," said Captain Phil Collum.Captain Collum says their most recent bust was one of the most egregious cases he's seen, from the number of cannabis products to security measures.“I was standing inside the facility and was shocked at what they had done," said Collum. "The windows were sealed shut with metal plating; the front door was actually, had a welded security grate that was locked closed, it had pretty much sealed off any emergency evacuation routes to this facility.”He says if there were a fire or sudden emergency in the building people could have been trapped. Captain Collum said they were alerted to the illegal operation by neighbor complaints. "It’s so important that community contact us and let us know where they believe an illegal cannabis for marijuana business might be located.”Chula Vista PD partnered with Chula Vista's Office of the City Attorney and the Code Enforcement Department to serve a civil abatement warrant for the illegal cannabis dispensary. “I’m not frustrated with the process, what’s frustrating quite honestly is people are taking advantage of our community.”Captain Collum urges the public to continue notifying authorities when they spot illegal businesses popping up in the city. 1731
CHULA VISTA (KGTV) -- After years of a growing demand for cafeteria lunches at South Bay middle and high schools, frustrated parents say the lunchrooms have become overcrowded.Some parents say the problem was predictable. The proliferation of housing developments and road congestion surrounding eastern Chula Vista schools were strong signals that campuses would be impacted. Others say the district’s multi-million dollar budget shortfall is to blame.However, while parents and students struggle to navigate the crowds during lunch, district officials say the current situation is routine early in the school year.“As students become more comfortable or reacquainted with the campus, class schedules, and learn to prioritize lunch, the flow of the meal service will improve,” says Manny Rubio, Sweetwater Union High School District spokesperson.That’s not so, say families at Otay Ranch High, Eastlake middle and high schools, and Rancho Del Rey. The problem has gotten worse over the years, according to these families. "Yes my kids never get to eat at Eastlake High they always come home with headaches not enough time to eat and by the time they make it thru the line theres no choices of food,” one parent told 10News on Facebook.Some hope to land a fourth-period class near the cafeteria to get to the lunch line quicker."My son mentioned that to mom yesterday. I was a bit skeptical so I downloaded the daily schedule for ELM [Eastlake Middle School]. How the ---- do they expect kids to get from their class, wait in line for food, and eat in 30 minutes?"Another parent said the overcrowding had left her students with few to no meal choices.“If your child shows up a few minutes late they're not going to get any food. My high schooler and middle schooler always brought their own food because of this,” said another parent.Rubio says that he hears the public's concerns but insists the current situation inside the lunchrooms and at various points of sale is only temporary. “At all of our schools we aim for about a 1.5-2 minute wait time. At most of our schools we see lines cleared within 10-15 mins – meaning that after that time there are no lines and wait time is less than 1 minute,” Rubio says.Given those figures -- plus factoring in the time it takes to walk to and from the cafeteria -- a student would have roughly have 5-10 minutes to eat, in a worst-case scenario. The American Academy of Pediatrics recommends that students get at least 20 minutes for adequate time to eat.“My high school graduate never had enough time to get a school meal. We had to send him food for him to eat because of the lines and wait times,” said one parent.Waiting it out is a risky strategy, according to some parents and students.“At Rancho del Rey Middle they run out of food while kids are still in line. We've been bringing lunch for a few years now, for my peace of mind,” said one mom.DISTRICT: FINANCIAL SCANDAL A NON-FACTORSome parents have speculated that the district's inability to properly tackle the problem is due to a financial scandal that came to light last year. They argue the district has reduced the issue of crowded lunchrooms to a low priority.Currently, SUHSD is working to climb out of a million debt and is facing a state audit for possible fraud.“There aren’t enough resources at the schools for the number of students they have going there! This needs to be corrected!,” one parent said.Rubio says the district’s financial shortfall has nothing to do with the perceived lunchtime problem, and that schools have the resources to ensure they are meeting student needs.SUHSD has routinely overspent its tax-supported Government funding to operate its food services, according to Ed-Data records. The district has spent nearly million more than it was granted between 2011-2018.By comparison, San Diego Unified School District, the county’s largest school district, received a total of 7.8M in funding and spent 3.1M.SUHSD’s most significant expenditure was recorded during the 2017-2018 fiscal year when the district spent .2M of the .9M it was granted for its Cafeteria Special Revenue Fund, according to Ed-Data.Rubio says the district is equally vulnerable to the rising costs in the food service industry, which includes an increase in vendor, menu item, and transportation costs. “We are constantly trying to negotiate lower prices for items, but overall we, like most others, have seen costs go up,” Rubio says.Data on three other San Diego County school districts -- La Mesa-Spring Valley, Fallbrook Union High, San Diego Unified -- show they either underspent or stayed within ,000 of their cafeteria funding between 2013-18. 4693
