SAN DIEGO (KGTV) -- San Diego Mayor Kevin Faulconer Monday announced new limitations on public gatherings, as well as bar closures and restaurant restrictions. In the announcement, Faulconer echoed an declaration made earlier in the day by county health and elected officials. During that news conference, county officials announced that they would legally enforce new public health orders over COVID-19. Faulconer said he signed an executive order forcing all bars and nightclubs to close to the public. "This is not optional, this is mandatory," Faulconer said. The measures don't apply to grocery stores or restaurants located inside nursing facilities. All city public buildings will also be closed to the public. During the news conference, Faulconer discouraged residents from attending any non-essential gatherings. The order takes effect at 11:59 p.m. Monday and will last through March 31, unless otherwise extended. The city is set to maintain police, fire, water, trash and sewage services. SAN DIEGO (KGTV) - San Diego Police officers who fired shots at a man in Rolando last year were justified in their use of deadly force, the San Diego District Attorney’s office announced Monday. Body camera video recorded by San Diego Police shows the officers engaged in gunfire with Joe Darwish on June 23, 2018. Police responded to a disturbance call at the condo on Rolando Court. When they smelled smoke, they called firefighters to the scene, the DA’s office said in a news release. Firefighters forced entry into the home but were met with gunfire. Darwish shot one officer in the back with a large caliber weapon, according to the DA’s office. Two officers returned fire as they provided cover for the wounded officer, who couldn’t move for several seconds. The wounded officer eventually managed to roll onto his stomach and crawl away from the line of fire. Darwish also shot a second officer during the exchange of gunfire. Darwish had also been hit in the face and arm from one of the officers’ shotguns. “This harrowing incident shows just how quickly a routine call for service can turn deadly for police officers who suddenly found themselves in the line of fire, trying to protect their wounded fellow officers and keep the shooter from endangering members of the public,” said District Attorney Summer Stephan. “It’s a tribute to these officers’ bravery and quick response that the gunman didn’t injure more people or kill the officers and firefighters involved.” Darwish had been wearing a bulletproof vest. He was armed with two homemade guns: an assault weapon and a 9 mm semi-automatic pistol, according to the DA. Neither gun was registered. However, the Office of the San Diego County District Attorney did not attempt to get a search warrant. In the days after the shooting, 10News was tipped off by a law enforcement source that the FBI’s Joint Terrorism Task Force had wanted to search Darwish's home because they thought he had a weapon and was buying parts to make more weapons.Darwish wasn't supposed to own any weapons because of his criminal history. Our source said the FBI asked the District Attorney's Office to sign off on having a judge issue a search warrant, but the DA’s Office did not do so.For 7 weeks, 10News had been trying to confirm this with the DA’s Office. After our 10News attorneys got involved, the DA’s Office sent us a letter reading in part, “On June 13, 2018, the San Diego County District Attorney's Office received a request by law enforcement to review a draft of an affidavit in support of a search warrant to conduct a search of Mr. Darwish's person, property and residence. The District Attorney's Office determined that the warrant was legally deficient and so advised law enforcement.”June 13th was 10 days before the big shooting. 10News asked the DA’s Office why it turned down the FBI’s request to do a search warrant, but the DA’s Office stated it was "exempt from disclosure".This afternoon, we emailed the DA's Office for new comment. SAN DIEGO (KGTV) -- San Diego Police are searching for a suspect who they say tried to sexually assault a woman before stealing her car.According to police, the incident happened on the 1700 block of India Street at 4:33 a.m. Sunday.Police say the man walked into Cafe Italia while the victim was cleaning. The man then pushed the woman into a back room where he tried to sexually assault her while wielding a Bowie knife.The woman was able to fight the suspect off before he grabbed her car keys and drove out of the area in the tan, 1998 GMC Jimmy with California license plate 7VOY594.The man is described as a 25 to 30-year-old white male with a medium complexion who is five feet, five inches tall with a thin build, has dark, curly hair and is unshaven.The suspect was last seen wearing a white baseball cap with black stripes and stars resembling an American flag, a black short-sleeved t-shirt and tan shorts with dark, high-top tennis shoes.Anyone with information is asked to call San Diego Police’s Sex Crimes Unit at 619-531-2210. 1060

SAN DIEGO (KGTV) - San Diego Gas & Electric customers across San Diego County are on standby Thursday for possible power outages due to an increased risk of fire. About 34,000 homes and businesses received 48 hours' notice of the possible shut-off to lower the hazard posed by power lines, according to SDG&E. The utility company issued two additional notices Thursday and downgraded the number of affected customers to about 18,000 at 4:45 p.m."Notifications are made via multiple channels: outbound dialer calls, text messages, and emails. If you have not signed up for notifications, please visit sdge.com/MyAccount to subscribe to alerts," SDG&E said.Areas that could be affected include East Alpine, Banner Grade, Boulevard, Campo, Descanso, Fallbrook, Julian, Mesa Grande, Mount Laguna, Oak Grove, Palomar Mountain, Pine Valley, Potrero, Ramona, Rincon, Santa Ysabel, Valley Center, Viejas, Warner Springs, and Wynola. Like many others, he was at the pump filling up his gas can for his backup generator at home. Despite the per gallon cost, Desena gladly filled up, saying it's better to have it and not need it, than need it and not have it. "Gotta have it. What’s another few cents? You know?" Desena said. "You have to make sure that it [the generator] is working so that we have some power. Get us through this little event. Hopefully it doesn’t turn into a big event!"CSU San Marcos prepares for possible power outagesDesena said the last time he used his backup generator was during the Red Flag Warning last November.
