BEIJING, March 24 (Xinhua)-- China's Ministry of Finance (MOF) announced Wednesday it would issue a batch of ten-year book-entry treasury bonds with a total par value of 26 billion yuan (3.8 billion U.S. dollars) starting on Thursday.The batch is the 7th of its kind the MOF has issued this year. The issue of this batch of T-bonds ends on March 29, according to a statement on the MOF's official website.The bonds would be traded on the interbank bond market and securities bond market from March 31.The bonds have a fixed annual interest rate of 3.36 percent, with the interests to be paid every half year, on March 25 and Sept. 25, respectively, according to the statement.The last interest payments and principals would be paid back together on March 25, 2020, statement said.　 Book-entry bonds are the bonds recorded in the investors' securities accounts called book entries. They can be traded on the open market, and their market prices can deviate from par value.

ISTANBUL, Jan. 26 (Xinhua) -- Chinese Foreign Minister Yang Jiechi, who attends a regional summit on Afghanistan here as the special representative of Chinese President Hu Jintao, pledged that China, as a neighbor that shares friendship dated back to antiquity, will continue to support Afghanistan's reconstruction."China has actively supported, promoted and participated in Afghanistan's post-war peace and reconstruction effort. Look ahead, China will continue to give support to Afghanistan within its capacity," Yang said in his remarks at the Istanbul Summit on Friendship and Cooperation in the Heart of Asia.Yang noted that since 2002, China has cancelled all mature debts owed by the Afghan government and provided a total of more than 900 million yuan (about 132 million U.S. dollars) grant assistance.He said China has launched a large number of assistance programs in Afghanistan to help improve people's lives, including a series of big projects such as the Jomhuri Hospital (Republican Hospital) and the Parwan irrigation project, which have made a positive impact in the country's reconstruction process.China has also trained more than 500 Afghan government officials in a broad range of areas, including diplomacy, economy and trade, medical and health care, finance, tourism, agriculture and counternarcotics, according to Yang.China announced last year it will turn all its previously committed 75-million-U.S. dollar concessional loans into grant assistance, to be provided to Afghanistan over a five-year period.Yang said the first tranche of funds was already delivered in 2009, and the remaining 60 million U.S. dollars will be made available in the coming four years."In addition, we will keep on assisting Afghanistan in such areas as vocational training and human resources development," Yang added.Hosted by Turkey, the Istanbul summit was also attended by Afghan President Hamid Karzai, Pakistani President Asif Ali Zardari, Turkish President Abdullah Gul, Iranian First Vice President Mohammad-Reza Rahimi and Tajikistan Foreign Minister Hamrohon Zarifi.Yang said China highly appreciates Turkey's efforts in addressing the issue of Afghanistan and supports the tripartite cooperation among Turkey, Afghanistan and Pakistan.He praised the progress Afghanistan has made in its reconstruction."Over the past eight years, we have seen how the Afghan people have risen to challenge and worked unyieldingly to rebuild their country. URUMQI, March 1 (Xinhua) -- Twenty-two women and children in China's far-western Xinjiang Uygur Autonomous Region were rescued on Sunday, one week after they were trapped by avalanches, the region's disaster response authorities said.Bad weather hindered rescue efforts Saturday, but on Sunday two military helicopters managed to take off and reach a coal mining area in Nilka County, Kazak Autonomous Prefecture of Ili, where 135 people were trapped.The helicopters brought the women and children to safe areas, while the rest were left with enough food, vegetables and medicines. They will wait until the road is reopened.Rescuers also airdropped food and medicine for 29 people trapped in an iron mining area in Nilka County.

BEIJING, March. 4 (Xinhua) -- Anti-corruption authorities of the Chinese government and the Communist Party of China (CPC) have been ordered to make sweeping investigations of all major state-funded construction projects begun since 2008.The order was issued at a conference on Thursday on cleaning up the construction sector in 2010.The investigations would cover the bidding and tendering processes, land use rights, construction quality and transparency of the entire process, said He Yong, deputy secretary of the CPC's Central Commission for Discipline Inspection, the CPC's anti-graft body, at the meeting.He, also head of the national team to stop corruption in construction projects, said 2010 would be a crucial year in stepping up the fight against corruption and misconduct in the construction sector.He warned anti-corruption authorities to take the investigations seriously."Those who are merely going through the motions will be held accountable," He said, according to a statement issued after the conference.The fight against corruption and misconduct in the construction sector would contribute to steady and relatively fast economic growth, he said.Since the initiation of a nationwide two-year campaign against the corruption and misconduct in construction sector in July last year, the country's discipline inspection authorities had investigated 5,803 cases linked to the construction sector, and had penalized 3,374 people, said the statement.
