DETROIT, Mich. -- The Detroit Police Department is responding to a video that shows an officer fatally shooting a dog in its own yard.Officers say it happened Aug. 3 on the east side of the Michigan city. The video shows the dog in a yard latching onto a police K-9's snout and not letting go. The officer then drew her weapon and shot the dog, which died from its injuries."It's unfortunate that it came to this. We do not like to see any animal hurt, especially these K-9 officers. They are truly dog lovers and champions for K-9s. But at this point, her dog was being severely injured and had no choice," Commander Darin Szilagy said.Detroit police did internally investigate and cleared the officer of any wrongdoing. That K-9 officer continues to be evaluated and treated for injuries. DPD will conduct further testing to see if the K-9 is suitable to continue serving. This story was originally published by staff at WXYZ. 933

DEL MAR, Calif. (KGTV) - Met with fierce opposition, a plan to install fencing along several miles of train tracks in Del Mar has been put on hold. The plan was put forth by the North County Transit District which operates the Breeze, Coaster and Sprinter train routes.NCTD said it had obtained grants to fund the project, with the goal of stopping people from crossing the tracks illegally. NCTD said the fence would also help prevent erosion. But at the Del Mar city council meeting Monday night, city staff announced the plan had been put on hold.“I had some specific conversations with the executive director. City staff also had some conversations,” said Dave Druker, a Del Mar city councilmember who’s also on the NCTD board. The plan had received criticism from Del Mar residents, who in letters to the council complained about the potential damage to the view as well as restricted access to the beach.City staff announced that NCTD’s executive director said the transit agency will be hiring a consultant to perform a safety study. A fence will be still considered but so will other alternatives like extra signs, public education and additional crossing points. That last point was already on the agenda. The city council voted to move forward on a 0,000 feasibility study that would look at four new crossing points and beach access trails. The crossings would still be a short-term solution. SANDAG has approved a plan to move the tracks off the bluff, which in addition to safety concerns also faces worsening erosion. It’s part of their 2050 plan and is estimated to cost 2 to 3 billion dollars. But so far, the money has not been secured. 1665

DENVER – Approximately 10,000 teachers are expected to gather at the Capitol building in Denver on Friday for the second day of walkouts and rallies calling for better pay, more school funding and pension reform.About 2,000 people took part in Thursday’s rally, chanting “Fund our schools!” and meeting with state lawmakers to discuss bills still being hashed out that will make changes to the state’s pension program and what most teachers said is an underfunded K-12 education system in Colorado. The teachers wore red as part of the #RedforEd campaign that has swept across states like West Virginia, Oklahoma and Arizona – where teachers also were holding rallies Thursday and Friday. PHOTOS: Colorado teachers walk off the job, rally at Capitol for better pay, school fundingIn all, the state’s 10 largest districts will be closed between Thursday and Friday, most of them on Friday. Approximately 502,000 students attend those districts, according to state Department of Education records.Friday’s events will kick off at 9 a.m. at Civic Center Park with activities planned throughout the day at the Capitol Building. Despite devastating wildfires that ravaged the California's Wine Country, a leading advocacy group for California's wine producers said on Wednesday that wine production was not significantly impacted by the wildfires. The Wine Institute said that close to 90 percent of winegrapes had already been picked and produced from California's top three wine producing counties before the wildfires struck. "The vast majority of California's 2017 winegrape harvest was unaffected by the wildfires and the vintage promises to be of excellent quality," said Robert P. (Bobby) Koch, president and CEO of Wine Institute. "The outpouring of support locally and from around the world for people in the impacted communities has been phenomenal."Wine production in 2017 was boosted by an end to California's five-year drought. Rain, plus a mid-summer heat wave, made for good conditions to help produce winegrapes. Cooler weather in the fall caused winegrapes to ripen more slowly, lowering overall yield. The October wildfires killed 43, and caused at least billion in damage.  1129

Democratic lawmakers are calling for Congress to rein in Big Tech, possibly forcing Facebook, Google, Amazon and Apple to sever their dominant platforms from their other lines of business and imposing new uniformity on the terms they offer users. The proposals in a report issued Tuesday follow an investigation by a House Judiciary Committee panel into the companies’ market dominance. Those kinds of forced breakups through a legislative overhaul would be a radical step for Congress to take toward a powerful industry that has come under intensifying scrutiny over issues of competition, consumer privacy and hate speech."To put it simply, companies that once were scrappy, underdog startups that challenged the status quo have become the kinds of monopolies we last saw in the era of oil barons and railroad tycoons," the committee's report reads. "Although these firms have delivered clear benefits to society, the dominance of Amazon, Apple, Facebook, and Google has come at a price. These firms typically run the marketplace while also competing in it—a position that enables them to write one set of rules for others, while they play by another, or to engage in a form of their own private quasi regulation that is unaccountable to anyone but themselves." 1271
