ENCINITAS, Calif. (KGTV) - The City of Encinitas announced a timeline Monday for its leaf blower ordinance restrictions. The rule, which bans all gas-powered leaf blowers and restricts hours of use, was adopted by the Encinitas City Council on Aug. 21. The ordinance took effect for city operations on Sept. 20. By Dec. 20, all commercial operators will be required to comply with the rules. All others have until Jan. 20, 2020 to adhere to the restrictions. The new ordinance includes the following restrictions: Prohibits the use of all gas-powered leaf blowers citywide by January 20, 2020; Allows for the use of electric or battery-powered leaf blowers; Requires responsible use of blower equipment to control dust and noise; Leaf blowers of all types may only be used between 8 a.m. and 6 p.m. Monday through Saturday, and between 12 noon and 5 p.m. on Sundays.Anyone who must purchase a new electric or battery-powered leaf blower can take part in a rebate program to partially subsidize the purchase. Roger Rowe School third-graders Grace Miller and Madison Stine set out to send a veteran to Washington D.C. with Honor Flight San Diego.They were so successful they ended up sending two veterans."That trip for me was the most fantastic trip of my life. I've been all over the world - and Honor Flight was the most fantastic trip I've been on," said George Sousa, a Korean War veteran who served in the U.S. Army.The girls also helped send U.S. Marine Corps Veteran Marshall Varano who also fought in the Korean War."It's great to see young people like this take care of older folks," said Varano.Fundraising is critical for Honor Flight San Diego. ESCONDIDO, Calif. (KGTV) -- A North County family is raising money for an Escondido Police officer with a brain tumor. According to the family, Brett Byler was found to have a large brain tumor on February 16. The family said in a GoFundMe that Byler had surgery Thursday to remove 80 percent of the tumor. Byler is scheduled to undergo chemotherapy for the remainder of the tumor. (KGTV) - A "corpse flower" is blooming for the first time in 11 years at the San Diego Botanic Garden in North County.The flower got its nickname because it smells like a decaying corpse. ESCONDIDO, Calif. (KGTV) - A car burglary led to more heartbreak for a grieving widow in Escondido after she discovered a priceless item missing. Peter and Brunie LaBozzetta were high school sweethearts and soulmates. They were married for 37 years before Peter passed away from kidney issues and a chronic heart condition in February."It was very, very hard. He was my everything," said LaBozzetta.In the depths of her grief, her future daughter-in-law gave her a gift, a silver pendant LaBozzetta filled with her husband's ashes. She hung it in her car. Peter was usually the navigator during a lifetime of drives together. "He was my co-pilot, and I wanted that to continue,' said LaBozzetta.Instead, the ride came to a halt Saturday afternoon in an apartment carport off Borden Road. She got in her car and immediately noticed the pendant was gone."Panic, scared, anger," said LaBozzetta.The flurry of emotions was sparked by a car break-in. LaBozzetta believes she locked the car, but isn't sure. Also stolen was her husband's disabled parking placard, which she was about to return to the state DMV. But it's the theft of that something priceless that's left her reeling.
