SAN DIEGO (KGTV) — The man accused of driving into a bicyclist and taking off will have to face a jury. The Oct. 2 crash on State route 67 in Ramona left the victim, Michelle Scott, on life support. Police say the man behind the wheel was Chase Richards, who allegedly kept driving for two miles with the bike lodged in his car. Prosecutors say he dismantled and disguised parts of his car to conceal the evidence. "Her condition has not really improved greatly in any way. However, its very, very small changes and we’re continuing to be hopeful and provide the best care that we can." SAN DIEGO (KGTV) -- Surveillance video captured the moment after a thief stole a woman's wallet inside a Midway District grocery store.According to San Diego Crime Stoppers, the theft happened on Sept. 23 inside the Ralph’s grocery store located at 3345 Sports Arena Blvd.While the 73-year-old female victim was in the freezer section, the man waited for the victim to open a freezer door and then approached her shopping cart. The suspect quickly removed the victim's wallet from her purse, which was placed at the top of the shopping cart.The victim was right next to the cart but was looking inside a freezer when the theft occurred.The suspected thief walked away without the victim realizing what had happened. The total loss of the wallet and cash inside it is over ,500.Investigators reviewed store surveillance footage, which showed the man following the victim throughout the store and appearing to target her.The suspected thief is described as a white male, approximately 5’10“ tall, 175 lbs., with tanned skin. SAN DIEGO (KGTV) -- The city is backing state legislation that would change when police can use lethal force. The bill would authorize officers to use deadly force only when it is necessary to prevent imminent and serious bodily injury or death. Currently, police can shoot to kill when an objectively reasonable officer would do the same.Democratic Assemblywoman Shirley Weber, who represents the South Bay, co-authored the legislation."The current standard hits communities of color especially hard," she said. "Young black men are 20 times as likely to be killed by police as their white peers." More than 100 people spoke in favor of the bill Tuesday as dozens of officers looked on.San Diego Police Chief David Nisleit called the bill well-intentioned but based on flawed data. He noted while officers killed 172 people in 2017 and only half had guns, more than 90 percent had other potentially lethal weapons. "Officers must make the best call they can with the information available to them at a critical time, and sometimes factors like human limitations in processing information will cause them to make decisions that turn out to be wrong," he said. SAN DIEGO (KGTV) -- The ACLU is threatening to sue ICE over a policy that forbids detention center volunteers from speaking with the press.Souls Offering Loving and Compassionate Ears, also known as SOLACE, is not allowed to help at the Otay Mesa Detention Center until they sign a form promising not to speak with the media.In August, ICE discovered SOLACE wasn’t in compliance with their protocol before asking the group to resubmit the paperwork for their volunteers.ICE says the code of ethics is in place for the safety of the detainees. “These are often folks who don't have any family or friends in the United States so even if they could write or call they don't have anyone to connect with,” said Angela Fujii, a social justice coordinator with the First Unitarian Universalist.SOLACE volunteers are ready to help, but they want to make sure they can share with others about the place where things are kept pretty tight.SOLACE was also briefly barred from visiting during the Obama Administration but the compromise was met.Other groups are providing detainees with services, but SOLACE was the only one allowed to regularly visit. 1148
