XI'AN, May 20 (Xinhua) -- Chinese Vice President Xi Jinping has urged local officials to help solve living difficulties for people who have suffered from a major earthquake.     Xi made the call during his inspection to northwestern Shaanxi Province, in which some counties were seriously affected by the deadly quake in neighboring Sichuan Province on May 12.     At Xujiaping village, Xi comforted villagers and encouraged them to resume production as early as possible. Among all 146 households of the village, 126 were affected by the quake and half of their houses were either damaged or flattened.     Xi urged local officials to offer whatever they could to help the people with rebuilding their homes.     The Vice President later came to a middle school, where he told the students and teachers the government had planned for the reconstruction of all quake-ravaged areas across the country.     He reminded local governments to carry out serious epidemic prevention, especially the safety of water and food after the disaster. BEIJING, Oct. 1 (Xinhua) -- China will give more efforts to strengthen quality supervision of dairy products in rural areas, said Chen Deming, the minister of commerce, on Wednesday.     "The Ministry of Commerce (MOC) always gives food product supervision in vast rural areas a priority, although it is not an easy job to carry out as in urban areas," said Chen.     Chen said the MOC has urged local authorities to take tangible measures to regulate and stabilize the dairy markets in such areas.     The local governments were asked to launch strict supervision and inspection over dairy products in rural shops, enterprises and wholesale markets. Tainted milk products should be removed from shelves in time.     "The MOC will continue to work together with local governmental organs to ensure a sound market order, and help farmers get more knowledge about dairy products," said Chen.     Meanwhile, Chen noted the country should adopt concrete measures to lift consumer's confidence. "The government should enhance inspection over product quality, while enterprises should take on more social responsibility."     China's food quality has been criticized recently, as 13,000 infants nationwide were hospitalized with kidney problems and at least three were killed after drinking baby formula tainted with melamine. The chemical, which was added illegally, makes the protein content of milk appear higher than it actually is.     After the Sanlu formula's problem exposure, the General Administration of Quality Supervision, Inspection and Quarantine conducted a nationwide examination of baby milk powder to find 22 companies whose formulas were tainted.

BEIJING, Oct. 10 (Xinhua) -- A new-generation short haul passenger aircraft solely developed in China has completed a successful trial flight, paving the way for commercial production next year, the manufacturer announced on Friday.     The Xinzhou-600, developed by Xi'an Aircraft Industry Company (XAC) of the China Aviation Industry Corporation I (AVIC I), flew on Thursday in Xi'an, capital of northwest China's Shaanxi Province, said the AVIC I.     The turboprop aircraft was a new version of the Xinzhou-60 that can carry 50 to 60 passengers. The Xinzhou-600 had been updated with a more comfortable cabin and better designed body structure and maintenance system, said Geng Ruguang from the AVIC. A new-generation short haul passenger aircraft solely developed in China has completed a successful trial flight, paving the way for commercial production next year, the manufacturer announced on Friday    It was also designed for inter-island flights, which would helpit in the Southeast Asia and island nation markets, Geng said.     XAC took about three years to develop the Xinzhou-600, which would be delivered to clients from the second half of 2009, he said.     The company has orders for 136 Xinzhou-60s and has exported them to Zambia, the Republic of Congo, Laos, Zimbabwe and Bolivia since 2006.     This would give China the edge to compete in the global market for turboprop aircraft, where demand is expected to reach 1,900 in20 years.     Geng said the company had started to plan the development of the next generation aircraft, the Xinzhou-700.

BEIJING, Oct. 14 (Xinhua) -- China will work diligently to maintain an effective and smooth communication channel with citizens who want to submit complaints, a senior Party official said here on Tuesday.     "We should try to adopt every open, convenient and easy method to guarantee the public's right to express their requests to the government," said Zhou Yongkang, a member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee, at a video tele-conference on government officials receiving citizens and visiting grassroots people.     In the past nine months, asked by the central government, senior officials of the city, county and district governments met with ordinary citizens in person regularly, listening to their requests and complaints and helping solve their problems. They also paid more frequent visits to grassroots people.     "Their work eased serious problems that were closely related to people's interests and threatened social stability," Zhou said. "Their visits at grassroots levels contributed to the implementation and improvement of central government policies."     The country will formulate the measures into a system and continue improving them, he said. Supervision will be tightened upon the implementation of the measures.     "Senior officials of local governments will receive serious penalty according to laws and Party disciplines if problems and conflicts worsen and linger because they ignore people's requests, harm their rights and interests, breach their duty."     Officials were also urged to well inform people about expressing their requests through legal and rational ways.     Governments at all levels should adopt a scientific and democratic way of decision making, pay more attention to public service and try to prevent new problems from emerging, Zhou said.     They should also find out the cause and solution to existing problems, he said. "They should focus on well solving people's legal requests timely."
