SAN DIEGO (KGTV) - California Governor Gavin Newsom signed a State of Emergency Proclamation Friday clearing the way for firefighters to jump on projects meant to protect communities.Newsom said we're seeing larger and more dangerous wildfires than ever before and as a state we need to change our approach."Our world is changing, the wets are getting a lot wetter, the hots hotter and the dry, drier," he said.Alpine shared in the devastation last year; the West Fire leveled neighborhoods and left dozens homeless.CalFire Director Michael Mohler said ten crews across the state will be activated under the proclamation to clear brush and conduct controlled burns. They will also work with 110 members of the National Guard.The proclamation focuses on vulnerable communities. CalFire's Priority Fuel Reduction Project List includes two communities in San Diego County, Guatay and Crest. "Some of them have gone through some kind of environmental review," Director of the Sierra Club, Katheryn Phillips said.The U.S. Forest Service plans prescribed burns a year in advance to account for the environmental processes."We already know the areas of concern and we know how the fire is going to react to those areas, so we have a lot of biologists come in, a lot of fire experts come in and determine which areas are good for burning," Public Affairs Officer for Cleveland National Forest Olivia Walker said.Under the proclamation, environmental regulations are suspended, concerning environmentalists."If it's a butterfly mating season and it's an endangered species, it's not going to be the proper time to burn," Walker said."Could an unintended consequence be a mudslide?" Phillips added.Mohler said there's nothing to worry about, saying the proclamation solely streamlines the paperwork. Shane Harris, president of the People’s Alliance for Justice, and other San Diego leaders held a news conference after a meeting with UT publisher Jeff Light.San Diego Union Tribune cartoonist Steve Breen created a picture of authors James Baldwin and Toni Morrison, and actor Jussie Smollett, with the title “Famous African American Story Tellers," according to Harris' email. The image was published Friday, Harris said."It was egregious to us all," Harris said at his news conference.Smollett is accused of falsely reporting being attacked by two masked men in Chicago. SAN DIEGO (KGTV) — Border officials say they seized more than .1 million in narcotics in two days at ports of entry in San Diego and Imperial Valley counties.Monday, a 45-year-old Mexican citizen driving a commercial bus was stopped at the San Ysidro port of entry and underwent a secondary screening. A K9 officer detected narcotics in the vehicle's gas tank.Officers found 229 pounds of cocaine, 23 pounds of fentanyl, and more than six pounds of heroin in the gas tank. In a second incident, on Tuesday, agents stopped a 23-year-old U.S. citizen at the Calexico East port of entry and referred them to a secondary screening. The port's imaging system screened the vehicle and noticed an anomoly in the back seat. A K9 officer also made a positive detection.Officers discovered 73 wrapped packages of methamphetamine hidden in the back seat, firewall, glove box, and inside vehicle panels.Later that same day, at the Calexico West port of entry, a 35-year-old Mexican citizen was found to be smuggling narcotics in the same manner.Imaging and a K9 officer detected narcotics, leading officers to find 50 wrapped packaged of methamphetamine inside vehicle panels.CBP officials seized all of the narcotics, valued together at more than .1 million.“Seizing these 400 plus pounds of narcotics is not only about keeping drugs out of our communities,” said Pete Flores, Director of Field Operations for CBP in San Diego. “It’s also about keeping millions of dollars in profits away from transnational criminal organizations, and preventing the ensuing crime and chaos they cause on both sides of the border." 1617

SAN DIEGO (KGTV) — California Highway Patrol officers arrested a driver who knocked over a light pole on Interstate 5, causing it to fall into the path of oncoming traffic Friday night.It happened on the northbound lanes of I-5 just before the State Route 163 connector.The driver of a white Chevy Impala went off the road crashed into two light poles, knocking one of the light poles onto the right lane and into oncoming traffic.CHP says at least seven cars smashed into the downed light pole, damaging the vehicles. However, there were no injuries.The driver of the Impala told CHP he merely fell asleep behind the wheel, but after a sobriety test, he was arrested.“He was arrested for DUI,” said Steve Jio, with the CHP. “Possibly drugs, and we’re taking him to our station to be evaluated."Three lanes of I-5 were closed off for about an hour as crews removed the damaged vehicles and the downed light pole.Crews plan to replace the light pole Saturday morning. 974
