WILMINGTON, Del. – Joe Biden is calling for a nationwide mask mandate.“Every governor should mandate mandatory mask wearing,” said the presumptive Democratic presidential nominee, citing estimates from experts who say a mandate could save 40,000 lives over the next three months.Biden’s remarks came after meeting with public health experts with newly announced running mate Kamala Harris on Thursday.He said they spoke about schools reopening, the distribution of possible vaccines, the existence of racial disparities, and the lack of testing capacity. It is arguing that doing so would be disruptive to its Election Day operations and that it had “physical and operational limitations.”THE SIGNIFICANCE:Disputes about mail ballots, particularly those received after Election Day, could be the fuel for court fights over election results in some states.THE BACKGROUND:U.S. District Judge Emmet G. Sullivan’s order came after weeks of bruising court decisions for an agency that has become heavily politicized under its new leader, Postmaster General Louis DeJoy. DeJoy, a major GOP donor, made a series of controversial policy changes in the summer that delayed mail nationwide, fueling worry about the service’s ability to handle the unprecedented crush of mail-in ballots.At the same time, President Donald Trump has baselessly attacked mail voting as fraudulent throughout his campaign.Much of Sullivan’s order hinged on postal data showing roughly 300,000 mail-in ballots in several states had not received scans showing they had been delivered. The agency has disputed the accuracy of the figure, saying it has pushed to ensure same-day local delivery of ballots by circumventing certain processing steps entirely, leaving them without the final delivery scan.WHAT’S NEXT:Sullivan had given the agency until Tuesday afternoon to search 27 facilities in several battleground areas for outstanding ballots and send out those votes immediately.The Postal Service said it had already conducted rounds of morning checks at all its processing hubs. With Georgia playing a key role in this year’s presidential election, Democrats in the state are reminding voters to check the status of their ballot before a 5 p.m. Friday deadline.Voters in Georgia have until then to “cure” their ballot as the state has a rule that allows people who have their ballot rejected for administrative reasons, such as forgetting a signature, to fix their ballot. Ballots not cured by 5 p.m. Friday are thrown out.Georgia is not the only state that allows for ballot curing. According to the National Association of State Legislatures, 18 states have rules that allow voters to correct errors such as signature discrepancies. While in some states, the deadline to fix such discrepancies has passed, in other states, voters have up to three weeks to fix their ballot depending on the state.Other close states that allow ballot curing include Nevada and Arizona. Nevada gives voters seven days to correct a signature discrepancy. Arizona gives voters five days to make a correction.Pennsylvania is a state that does not have a process for ballot curing. According to WPVI-TV, some counties allowed voters to cure their ballot, prompting a lawsuit from Republicans. According to WPVI, nearly 1,600 voters in Bucks County had their ballot rejected, many for not properly placing their ballot inside of the “secrecy envelope," as voters in Pennsylvania are required to place their ballot inside an unmarked envelope, which is placed inside a marked envelope.In most states that permit ballot curing, elections officials are to notify voters of the discrepancy immediately. But with thousands of ballots being counted, there are questions on whether election officials are able to reach all voters.Stacey Abrams, a prominent Georgia Democrat who had an unsuccessful bid for governor in 2018, launched a website “CheckMyBallot.net” which allows voters in key battleground states to check the status of their mail-in or provisional ballot.What voters aren’t able to do through vote curing is change their vote. 2040

WHITESTOWN, Ind. -- Family and friends gathered Saturday to salute and lay to rest a Whitestown, Indiana veteran who was buried in the wrong grave for nearly 12 years. Family members discovered the casket of Charles Bovenschen missing when they went to bury his wife in the same burial plot earlier this year at the Lincoln Memorial Gardens. Bovenschen passed away in 2006. His wife, Mary, died on February 18. A few days later, the cemetery found Bovenschen's casket buried in the wrong plot. The cemetery covered the costs of Saturday's ceremony, even providing a new casket for Bovenschen for him to be laid to rest next to his wife. Charles and Mary are now together forever.The troubling discovery could be the result of the business practices of the previous cemetery operator which oversaw several sites including Lincoln Memory Gardens. 892
