(KGTV) -- Police are investigating after a car slammed into an El Cajon power pole Tuesday afternoon, leaving some residents without power.The crash happened on Madison Avenue and 3rd Street near Madison Avenue Elementary School."It was just kind of like a loud boom," said Julia Jorgensen, who heard the crash.  "The car was smoking at the front for a little bit, so I was really scared that it was going to blow up."According to police in El Cajon, the crash caused extensive damage.  In photos from the scene, the power pole appears to be split in half. SDG&E turned off power approximately 120 residents in the area as a precaution.  Power was restored for most residents by 4:30 p.m.The crash also closed Madison Avenue between 3rd Street and Macon Street, creating traffic as parents picked up their children from one of several schools in the area.Police say the incident is being investigated as a DUI crash. A witness described the driver as stumbling out of the vehicle shortly after the crash."I ran up to him.  I said, 'Who was in the car, like who's in there?' and he was really really out of it.  His eyes were rolling in the back of his head," Jorgensen said. (AP) — A man suspected of gunning down a liquor store owner near Los Angeles leaned out a car window during a chase and blasted away with a handgun before being dragged wounded from the car Friday.There was no word on his condition as he was taken away in an ambulance.He is believed to be the gunman who walked into a Downey liquor store on Tuesday night and shot down Gurpreet Singh, 44, of Cerritos, Sgt. Mark Haxton said.Police have said nothing was taken from the store and there was no immediate word on a motive for the attack.On Friday afternoon, police and Los Angeles County sheriff's deputies began chasing a black Toyota Prius in Downey, southeast of Los Angeles.The high-speed chase stretched along a freeway and surface streets, during which video showed a passenger in a black T-shirt lean halfway out of the front passenger's window and fire two-handed at pursuing patrol cars.Video showed the man using a distinctive long-barreled revolver strikingly similar to one that was used in the store killing.The chase ended at about 3 p.m. in neighboring Vernon when traffic trapped the car and the passenger again fired. A car behind the Prius managed to back away, and police who pulled up in the next lane riddled the Prius with gunfire, shattering windows.A short time later, a bloodied woman driver got out and surrendered. EL CAJON (KGTV) - A San Diego woman said she paid thousands for an SUV she picked up from an East County used car dealership, but she still can't get behind the wheel. Chika Starks said she currently does not have the vehicle because the business shut down.She moved to San Diego with her toddler shortly after her husband died.“I’m a single mother,” Starks told Team 10. “Having a car was for my convenience. To help my life, my son’s life.”She and her mother-in-law found a 2007 Jeep Commander in January on Craigslist, sold by Carbox, Incorporated on El Cajon Boulevard.“The price was right,” Starks said.It cost her ,500. Starks said there was an unusual way to process the payment--an employee ran the credit card through a La Jolla restaurant, Olive and Basil. She said the employee told her it was a family business.Starks told Team 10 there were problems shortly after she paid for it. First, she said the key fob was not working correctly. Then, with the car driven about 40 miles, there were more issues. She said a mechanic told her the catalytic converter needed to be replaced, along with the vehicle’s computer. On top of that, she was told the smog check failed. Starks also said the title was never transferred to her name.When Team 10 checked the car’s registration in September, it was still registered to Carbox, Inc. Starks blames the owner for broken promises.“It’s stressful. A lot of money,” Starks said.  According to the DMV, a used car dealer has 30 days to transfer title to the new owner. The penalty is if it is not transferred. A DMV spokesman said it is an additional if the total application does not clear within a certain time. The DMV confirmed there is an open investigation into Carbox.“This place is not really honest to us,” Starks told Team 10.There is now a new car dealership in the old Carbox location. The man who runs the new business told Team 10 he worked for Carbox’s former owner, Peyman Abdipoorzahandeh. Abdipoorzahandeh's name is listed on the Secretary of State filing for Carbox.Team 10 contacted Abdipoorzahandeh in mid-October. The former owner would not grant an in-person interview until mid-November, but told Team 10 over the phone that he is working with a DMV investigator and that this is “not a normal situation.” He did not explain the title transfer delay of nearly 10 months. He said he is not doing anything illegal and said he is trying to help Starks get her money back.That is what Starks hopes for.“I don’t want other people to go through what I went through,” she said.Hal Rosner with Rosner, Barry & Babbitt specializes in auto fraud.
