 SAN DIEGO (CNS) - The union representing more than 25,000 University of California service workers and medical technicians announced plans today for a three-day strike, citing what it calls stalled contract negotiations.Officials with AFSCME Local 3299 said last week that more than 97 percent of its members had voted to authorize a strike if no progress was made in negotiations. UC officials, however, said the union had rejected an offer of "fair, multi-year wage increases and excellent medical and retirement benefits."In light of the impasse, the university system imposed contract terms on the union for the 2017-18 fiscal year, including 2 percent pay increases.The UC's latest contract offer to the union had included annual 3 percent raises over the next four years, according to the university.The union on Thursday issued a 10-day notice of their intent to conduct a three-day strike, beginning May 7."We've bargained in good faith for over a year to address the widening income, racial and gender disparities that front-line, low-wageworkers at UC are living every day," AFSCME Local 3299 President Kathryn Lybarger said. "Instead of joining us in the effort to arrest these trends, UC has insisted on deepening them -- leaving workers no option but to strike."UC officials issued a statement saying they "strongly disagree with AFSCME's decision to strike, which will negatively impact patients, students and the UC community.""AFSCME service employees at UC -- including custodians, gardeners, food service workers and facilities maintenance staff -- are compensated at or above the market and in some cases, but as much as 17 percent higher than comparable jobs, according to the university. What the union demanded was a 6 percent annual wage increase, which we think unfair to other UC employees, bothrepresented and non-represented. This is twice what other UC employees have received."University officials said their final officer included, in addition to the pay raises, a lump-sum payment upon contract ratification, healthbenefits consistent with those of other workers and continuation of pension benefits for existing employees. New employees would be given a choice between a pension or 401(K)-style retirement plan.Lybarger, however, accused the university of "subverting" the bargaining process by imposing contract terms on workers."Administrators are already showing us that we can expect more unequal treatment if we don't stand up, fight back and hold UC accountable to its hollow claims of `pioneering a better future,"' Lybarger said.According to the union, the strike will involve 9,000 service workers, joined by more than 15,000 Patient Care Technical workers.The union represents workers such as security guards, groundskeepers, custodians, respiratory therapists, nursing aides and surgical technicians.  The scooter-sharing startup Lime continues to clash with its suppliers amid questions about the safety of its scooters.Chinese company Okai is pushing back on claims that it's the source of flawed Lime scooters.Earlier this month, Lime said it removed all of its scooters manufactured by Okai following reports that the baseboard where users stand can snap in half and endanger riders. Some riders have suffered injuries, and an Okai scooter may have contributed to a fatality. Lime uses scooters from multiple manufacturers, but doesn't reveal exactly how many.In late October, Lime stated the baseboard on its Okai models could break if ridden off a curb at high speeds.Okai said Friday Lime's claims are "groundless" and the faulty scooters come from another supplier."We feel it necessary to make cautions to the public on the credibility of such statements made by Lime," Okai said in a statement sent to CNN Business on Friday. "Obviously, Lime has other suppliers whose scooters broke."Lime declined to comment on whether it has recalled scooters from other manufacturers.Photos on social media and in news reports revealed Lime scooters with broken floorboards -- some of which match images of the scooter model Okai says it provided to Lime. But not all looked the same. The Okai model has a distinct set of lights and screws, the manufacturer said in its statement.Okai said it sold 32,000 scooters to Lime, but the company has not revealed how many scooters it has removed from streets. When it recalled some scooters over battery concerns earlier this year, the issue impacted less than 0.01% of its fleet, Lime said.The company said it is working with the US Consumer Product Safety Commission to investigate its Okai scooters.In 2017, Lime launched as LimeBike, a dockless bikesharing startup. But this year it shifted its focus to scooters after Bird, a Santa Monica startup, pioneered a popular scooter-sharing service. Lime has since raised hundreds of millions of dollars, including from Uber. Lime operates in 10 countries and more than 85 US cities.Scooters have been shown to reduce car trips, earning praise from environmentalists and city experts. But safety questions have followed the company's rapid expansion. In September, a Dallas man died shortly after a crash while riding a Lime scooter. Police discovered the scooter was broken in half, but the company hasn't said if the man was riding an Okai scooter.Along with fellow Lime supplier Ninebot, Okai is calling on scooter companies to do more to protect scooters from the wear-and-tear of daily use."It is the operator's responsibility to ensure proper and prompt management and maintenance of the scooters it puts into the co-sharing market," Okai said.Lime has already taken some steps to tackle safety concerns. It announced a million program to distribute 250,000 helmets and educate riders on safety practices. Lime recently unveiled a new scooter with safety improvements, such as larger wheels, intended to better handle potholes and uneven roads.Companies are racing to meet demand and expand to new cities.But the Silicon Valley-backed companies have grown at a?breakneck pace, which has drawn criticism for introducing problems at a scale that wouldn't occur with steadier growth. Some view scooters as clutter because they're sometimes parked incorrectly, such as blocking sidewalks.According to Tony Ho, vice president of business development at the Chinese company Ninebot, which makes a majority of the shared scooters in use worldwide, the scooter-sharing industry is so new that issues continue to pop up.He said Ninebot plans to release a new model later this year that's better designed for harsh conditions. Shared scooters are typically ridden a half-dozen times a day on roads of varying quality, and in inclement weather. Scooters are often thrown to the ground, or tossed in the back of trucks to be charged. And minor cracks can expose components, leading to malfunctions."There's room to improve in how to operate, and how to train chargers," Ho said of the scooter-sharing startups. "This is almost like a new test for us. The product needs to sustain a real industrial type of environment."Segway is also shifting the battery in its scooters to the baseboard. SAN DIEGO (KGTV) — The San Diego Planning commission Thursday voted to recommend a zoning change for a massive office complex along State route 56 in Torrey Highlands.The site in question is an 11-acre site just south of SR-56 near Camino Del Sur, surrounded on three sides by the Del Mar Mesa Preserve. Cisterra Development plans to build a 450,000-square-foot office complex, including a 7-story parking structure."Right now, San Diego is on the verge of a shortage of employment-suitable land for the kinds of innovation economy jobs that ... are coming to San Diego now. We need large lots of space for companies like Apple, Google, and Microsoft ... We try to bring homes near jobs, but we also need to bring jobs near homes. There are thousands of homes in the area," said David Dick of Cisterra Development.According to Cisterra, the project will lead to more than 1,900 jobs, described as "permanent and high-wage."Darshana Patel, a member of the Rancho Penasquitos Planning Board, is skeptical. She points to a nearby, even-larger office complex approved in 2013."It's approved, graded, and no one's interested. Also, these jobs are highly specialized. It's no given that our neighbors will fill these positions," said Patel.What Patel is sure of are the other impacts of the project, from more traffic in a highly congested area, to environmental impacts. One by one, dozens sounded their concern at a Planning Commission meeting, including members of planning, environmental and recreational groups. The connected preserves include protected vernal pools."It will permanently negatively impact one of the last remaining untrampled areas of native habitat and open space in San Diego," said Susie Murphy, Executive Director of the San Diego Mountain Biking Association."We are going to have human activity in the preserve. We'll have animal activity that will have to maneuver around it. It's a big concern," said Patel."It doesn't intrude into the preserve. The way it's designed protects against intrusion into preserve," said Dick.The developers point to natural barriers, including trees, and other project features aimed at reducing runoff and bird strikes. Opponents say those provisions don't go far enough.In the end, the commission unanimously voted to recommend the project with a modest reduction to the size. The proposed zoning change now moves on to the full council for a vote. Opponents say the size reduction is not adequate and say all options, including legal action, are on the table. 2524
