Faulconer, along with other regional leaders, Monday urged the Board of Supervisors to approve as part of its budget .4 million to fund behavioral health at new permanent supportive housing projects.The group -- which also included San Diego City Councilman Chris Ward, chair of the Regional Task Force on the Homeless (RTFH), and San Diego Housing Commission (SDHC) Executive Vice President Jeff Davis -- unveiled a strategy to provide intensive behavioral health and care coordination services on-site to support up to 400 new units at upcoming hotel housing projects.The board is scheduled to meet Tuesday to have a final discussion and vote on its .4 billion fiscal year 2020-21 budget.Starting in April, the city and county of San Diego teamed up with the RTFH and the housing commission to provide shelter and services to nearly 1,200 people experiencing homelessness with Operation Shelter to Home at the San Diego Convention Center. The county's Health and Human Services Agency has provided on-site behavioral health and care coordination services at the operation, expanding on the services provided at the city's bridge shelters.Now, the organizations are working to replicate and build on the same coordinated care model outside the shelter setting.According to the group, these types of services are critical to stabilizing individuals so that they can stay in permanent housing. In a survey conducted by the SDHC of clients at Operation Shelter to Home, nearly 70% of clients required permanent supportive housing level of services or higher for success."The county can tackle the debilitating cycle of homelessness by making behavioral health and care coordination services more readily available," Fletcher said. "Redirecting .4 million toward mental health and substance misuse treatment is a better way to use the funds, reduce the reliance on a broken crisis-care model, and ensure people's needs are being met. SAN DIEGO (CNS) - A would-be carjacker who didn't know how to drive a stick shift was foiled when he tried to steal a car with a manual transmission in San Diego's Fox Canyon neighborhood, police said today.Two teenagers were sitting in the car around 10:45 p.m. Thursday in a hilly residential area near Auburn Drive and Wightman Street when a young man approached the window and demanded the victims' phones, San Diego police Officer Robert Heims said. The man then demanded the victims, an 18-year-old man and 17-year-old boy, get out of the car."They got out and the suspect got in and tried to drive away,'" Heims said. SAN DIEGO (CNS) - A man climbed through a window of a Pacific Beach home Monday morning and attacked a woman in her bedroom before fleeing, police said.Dispatchers received a call around 5:15 a.m. from the victim, who reported that she found a man in her bedroom after he apparently entered through a window of her home on Grand Avenue near Olney Street, San Diego police public-affairs Officer Billy Hernandez said.The woman also reported that the man had attacked her, but she was able to get away and lock herself in her roommate's bedroom before calling police, Hernandez said.Officers arrived and searched the home, but found no one inside. Paramedics treated the victim for minor injuries, including a bloody nose, but she declined transport to a hospital, Hernandez said.No detailed description of the intruder was immediately available. 852

SAN DIEGO (CNS) - A lawsuit has been filed on behalf of 40 women against Pornhub's parent company for hosting videos produced by former San Diego-based website GirlsDoPorn.com, the owners and operators of which are facing federal sex trafficking charges.The plaintiffs, identified as Jane Does 1 through 40 in the lawsuit filed Tuesday in San Diego federal court, allege Montreal-based MindGeek owns and operates a multitude of pornographic sites that have hosted videos featuring the women, and maintained its business relationship with GirlsDoPorn even as the site came under scrutiny for allegations of videos made through coercion and fraud.The suit alleges MindGeek's business partnership with GirlsDoPorn continued through late 2019 and only ended because GirlsDoPorn ceased to exist amid a Department of Justice sex trafficking investigation and a civil lawsuit filed in San Diego Superior Court.The federal suit alleges that after the partnership ended, MindGeek's sites continued hosting victims' videos, including as recently as Dec. 12."MindGeek knew it was partnering with and profiting from a sex trafficking venture for years," the latest suit alleges. "MindGeek also knew of the significant harassment and trauma GirlsDoPorn's victims were enduring by its continued publication of the victims' videos. MindGeek simply did not care and continued to partner with GirlsDoPorn until it was no longer profitable because of the indictments and arrests."MindGeek did not respond for comment regarding the lawsuit.The company and its most popular site, Pornhub, were featured in a New York Times article this month alleging Pornhub hosts videos featuring rape and child abuse. In the article's wake, several major credit card companies -- including Visa, Mastercard and Discover -- cut ties with the website and Pornhub instituted a ban on videos uploaded by unverified users and removed millions of videos from the website this week.In the Superior Court case originally filed in 2016, GirlsDoPorn's owners were sued by 22 women who alleged they were coerced to film pornographic videos or led to believe their videos would only be distributed to private owners, rather than proliferated online on GirlsDoPorn's subscription website, as well as numerous free sites, many of which are owned by MindGeek.Several of the women alleged they were lured to San Diego with online advertisements that made no mention of nudity or pornography, much less the GirlsDoPorn business name.The women were awarded nearly million earlier this year by San Diego Superior Court Judge Kevin Enright, who ruled the defendants pressured the women to sign documents replete with "broad, vague releases couched in disorganized, complicated legalese," which obscured the victims' concerns over potential online dissemination. Other women hired as "reference models" allegedly spoke to uneasy victims over the phone and claimed they had been featured in prior videos without issue, falsely assuring victims that their videos would not end up on the internet.Once the women discovered their videos were posted online, the website owners ignored requests to take the videos down and cut contact with the women altogether, Enright ruled. The women also alleged GirlsDoPorn's owners shared links to their videos with people within the victims' social circles in order to drive up website traffic.Late last year, prior to Enright's ruling in the civil suit, federal prosecutors filed sex trafficking charges against the site's owners and operators, alleging many of the same claims presented in the civil case. SAN DIEGO (CNS) - An alleged drunken driver was going 121 mph when he caused a fiery freeway pileup that killed two men and seriously injured a woman on Interstate 15 last year, a prosecutor told jurors Tuesday, but a defense attorney claimed an off-duty San Diego police sergeant is actually to blame for the deaths.Jeffrey Brian Levi, 39, is charged with murder, gross vehicular manslaughter while intoxicated, hit-and-run and drunken driving, for the Jan. 2, 2018, deaths of 33-year-old Jesus David Dominguez and 19-year-old Isaac Felix, who were burned to death inside a Toyota Corolla that was struck at about 11:45 that night in the fast lane of northbound Interstate 15 near Miramar Road.Giovanna Dominguez -- Jesus Dominguez's sister and Felix's girlfriend - - was also a passenger in the Corolla. She survived but sustained broken bones and burns across her body.RELATED: Suspected drunk driver facing murder charge in fiery crash that killed twoDeputy District Attorney Andrew Aguilar told jurors in his opening statement of Levi's trial that the defendant rear-ended the Corolla, then walked away from the crash scene unscathed.The Corolla was left disabled in the fast lane with no lights on, its three occupants "sitting ducks" for an ensuing crash, Aguilar said.A short time later, a Ford Explorer driven by off-duty San Diego police Sgt. Raymond Rowe then struck the Corolla, which burst into flames and left Dominguez and Felix trapped inside the burning wreckage, while bystanders pulled Giovanna Dominguez out.The Ford Explorer overturned, coming to rest upside down, and Rowe was treated for minor to moderately serious injuries.Aguilar alleged that about three hours after the crash, Levi had a blood-alcohol content of 0.16%, which is twice the legal limit.Levi, who was charged with murder due to a 2007 misdemeanor DUI conviction, faces 40 years to life in prison if convicted.Defense attorney Amanda Waddle alleged that Rowe was "an unreasonable and negligent driver" who should be held liable for the deadly wreck. According to Waddle, Rowe was speeding, failed to wear his prescription glasses and was looking in his rearview mirror at the time of impact.Aguilar noted that Rowe often used his rearview mirror to spot anyone who might be trailing him from the police station to his home, a risk that Rowe potentially faced as a member of the department's gang unit.In addition to not paying attention, Waddle said that Rowe failed to use evasive maneuvers that were part of his police training."This was the direct result of that secondary, very violent crash where Sgt. Rowe was not paying attention to the roadway in front of him," Waddle said.The defense conceded that Levi was driving too fast in connection with the initial crash, but said "thankfully" there were no significant injuries as a result.Giovanna Dominguez -- who was expected to testify Wednesday -- did indicate during a preliminary hearing earlier this year that no one was injured as a result of the initial crash.
