The state of Tennessee came one step closer to allowing wine sales on Sunday after state Senators voted to approve a bill which had already passed through the House. The vote passed 17-11 on Wednesday morning. Final approval will now lie in the hands of Governor Bill Haslam who needs to sign the bill in order for it to become law.   The controversial plan will allow grocery stores to sell wine on Sunday beginning January 1, 2019.It will also permit liquor stores to immediately begin operating seven days a week. However, liquor store owners argue they are at a huge competitive disadvantage against major grocery store chains, who don't need to make any staffing changes in order to be open on Sundays.  House members approved a similar plan on Monday by a vote of 53 to 35.If approved by the Governor, wine and liquor sales would be allowed from 8 a.m. to 11p.m. Monday through Saturday and from 10a.m. to 11p.m. on Sunday.Tennessee first voted to allow grocery stores to sell wine back in 2016 after years of back and forth and under constant pressure from citizens and grocery store lobbyists.   1151

The St. Louis Police Department is investigating one of their own after he issued a ticket to a man who honked at him.According to an interview in the Riverfront Times, Scott Smith was on his way back to work when he honked at a car stopped at a green light. Video shot by the driver and given to the RFT shows a very tense interaction.The car was an unmarked police car. When pulled over, Smith says "seriously?"The officer than replies "Seriously, is your horn stuck?" to which Smith replies "Is your brake stuck?"That's when the officer cusses at the driver asking again "Is your f-ing horn stuck?"He demands to see his driver's license.Smith says he will, but asks for what."I'll tell you what, you can either show your driver's license or you'll get a ticket and I'll tow your car and lock you up," said the officer.Once again Smith asks why he's been pulled over and the officer says it is for a traffic violation."For honking at someone who's stopped at a green light?" Smith asks. He then calls the situation "f-ing ridiculous." "Well you know what? Maybe you shouldn't be a f-ing a-hole," the officer responds.The officer issued the driver a ticket, but the city counselor's office reportedly will not prosecute it, saying they do not believe it should be pursued."The Department has launched an Internal Affairs investigation into the incident you are inquiring about. At this point, it would be premature for the Department to comment on an ongoing investigation before it concludes," a St. Louis Police spokesperson said.  1557

The Royal Oak Police Department has completed our internal investigation into the August 13 incident involving an African American man and the Royal Oak police.On behalf of the police department, I would like to apologize to Mr. Myers for how he was treated. What should have been a very short encounter was extended when the officer involved insisted on getting Mr. Myers' identification. The officer had no legal right to demand the identification and should have simply advised Mr. Myers why we were there and allowed him to go on his way. The officer involved is a new, probationary officer and he made a mistake. This officer will be provided with remedial training to address this issue.Early in this encounter, Mr. Myers requested a supervisor make the scene. Although the first officer did not call for a supervisor, the second officer on scene did.The responding supervisor did not handle this situation in a manner I expect Royal Oak supervisors to conduct themselves. He did quickly advise Mr. Myers that he was free to go; however, he did not effectively look into the situation or allow those present the opportunity to express their concerns.This is not the practice of the Royal Oak Police Department and it is not acceptable. The supervisor has been disciplined and every Royal Oak police supervisor has received additional training in procedural justice.This incident stemmed from a 911 call in which the caller reported she was uncomfortable because a male subject was circling her vehicle, staring at her from across the street, and was possibly taking pictures of her and her son. In total, Mr. Myers was verbally detained for approximately 19 minutes. A supervisor was called to the scene, per Mr. Myers request, about 6 minutes into the encounter and the supervisor arrived approximately 11 minutes later (17 minutes into the encounter). Mr. Myers was advised he was free to go 2 minutes after that.This is an unfortunate incident where the ROPD did not live up to our own standards.Corrective action has been taken and we will continue to hold all members of the ROPD to the highest standards. 2124

The Southeastern Conference has had to postpone or cancel three games this week because of positive COVID cases among several football programs."While it is unfortunate to have multiple postponements in the same week, we began the season with the understanding interruptions to the schedule were possible and we have remained focused throughout the season on the health of everyone around our programs," said SEC Commissioner Greg Sankey in a press release on Tuesday. "We must remain vigilant, within our programs and in our communities, to prevent the spread of the virus and to manage activities that contribute to these interruptions."The conference has postponed Saturday's game between No. 20 Auburn and Mississippi State because of positive COVID-19 cases and quarantining within the Bulldogs' program.In a press release, the conference had to reschedule the game between the Tigers and Bulldhad to Dec. 12.On Tuesday, the conference announced that No. 5 Texas A&M would not face Tennessee because of positive COVID-19 cases and quarantining within the Aggies' program.The Volunteers and Aggies game has been rescheduled to Dec. 12, the conference said.A&M had to pause in-person activities on Monday after a player and a staff member tested positive for COVID-19 after returning from South Carolina.The conference also had to postpone Saturday's LSU game against No. 1 Alabama due to an outbreak within the LSU program.LSU already has a game on Dec. 12 because they're facing No. 6 Florida Gators, which was pushed back from October due to a COVID outbreak within the Gators program.Because LSU has a game tentatively scheduled for Dec. 12, the opportunity to reschedule Alabama at LSU game will need to be evaluated," the SEC said. The Stallion Springs, California Police Department is warning the public about a cell phone "spoofing" scam that's going around asking for personal information. The spoofing scam appears to look like a legitimate phone call as the caller ID is displayed as the victim's own cellphone number.A voice recording identifies the call is coming from AT&T, and advises the victim that their cellphone account has been compromised and they may be a victim of fraud. The voice recording then asks for the victim to confirm their personal information, specifically asking for the last four digits of their social security number.AT&T confirmed to Stallion Springs Police that this is a phone scam. Police advise that if you receive calls like this, to not answer them. If you do answer, do not give out your personal information. Hang up and call your phone company asking about the legitimacy of the scam or call police. Report spoofing at www.IC3.gov. 989
