(KGTV) -- A famous balloonist died Tuesday from injuries sustained in a balloon accident near Warner Springs over the weekend.According to his website, Julian Nott died after "multiple injuries from an extraordinary and unforeseeable accident." According to the site, Nott was flying an experimental balloon he invented that was designed to test high altitude technology.Nott was known as the founder of the modern ballooning movement. (KGTV) - A dog owner has a warning for other pet owners after her 5-year-old English Bulldog died during a dental cleaning at a Vista pet hospital."I just thought it was a routine visit," said Kristine Ortiz.Ortiz's nightmare began two Tuesdays ago at Banfield Pet Hospital in Vista, after she brought Chesty in for a dental cleaning. Chesty is her emotional support dog. Ortiz, a medically retired Marine, lives with a rare and debilitating bone disease. Ortiz got the call just before 3 in the afternoon."Just in shock. Kept thinking this is not my dog. Has to be a different dog," said a tearful Ortiz. RELATED: Dog dies after suffering burns during surgeryIt wasn't. She was told Chesty was dead."I was upset. I remember screaming ... I've had surgery six times since I got my dog, and she's been with me the whole time, so it was very emotional," said Ortiz. Chesty, a healthy dog, had been put under during two previous cleanings and never had any issues. (KGTV) - The Vista Unified School District's school board on Tuesday passed new rules for its middle and high schools seeing cases of COVID-19In a special meeting, the school board discussed a staffing issue that’s occurred since reopening for in-person learning last week.There have been at least four confirmed COVID-19 cases within the district. As a result, teachers are being quarantined and school officials say they’re having difficulty finding substitute teachers to fill in.The board unanimously approved a plan that would allow in-person learning to continue as the district addresses the staffing issue. The plan is to use a threshold system to close down some of its middle schools and high schools with positive COVID-19 cases.The details have yet to be hashed out, but in principle, the district's board agreed the new rules would be:-- If one school has two positive cases in a specific time, the whole school would have to switch to virtual learning for 14 days-- If three secondary schools see one case each within a certain period, all three would have to go virtual for two weeksMission Vista High School already has two positive COVID-19 cases, so the district plans to close the school on Thursday and transition students and staff to virtual learning.
