SAN DIEGO (KGTV) — A 4-acre brush fire in Chula Vista highlighted a firefighting technique that's relatively rare throughout the state: nighttime aerial water drops.Once considered too dangerous to attempt, a handful of agencies in California now have the helicopters and equipment needed to handle night operations, including the San Diego Fire-Rescue Department.San Diego Fire has been doing water drops using military-grade night vision goggles since 2005, said pilot Chris Hartnell. The agency expanded its night helicopter coverage countywide in late 2014.Only two helicopters in San Diego County have the capability to do night drops. Both were in use Wednesday when flames broke out near a riverbed just before 11 p.m. in the 2500 block of Faivre Street, near Hollister Street.CAL Fire does not currently operate firefighting helicopters at night anywhere in the state, although the agency has plans to purchase 12 new helicopters with that capability, said CAL Fire San Diego spokesman Thomas Shoots. SAN DIEGO (KGTV) - A former North County contractor who pleaded guilty to several charges, including grand theft, received a five-year sentence on Monday.Prosecutors said Marc Morningstar owes thousands of dollars to more than a dozen former customers. Team 10 first exposed Morningstar in early 2017 after several people contacted Team 10 about his questionable business practices. Morningstar pleaded guilty to failure to file a tax return, two counts of grand theft of personal property, and using personal identifying information of another person. He also admitted to two misdemeanors—failure to secure payment of compensation and contracting without a license.The judge sentenced him to local custody. He will receive credit for the time he has already served, which was more than 200 days. He also owes 13 victims nearly ,000, according to deputy district attorney Amy Lafer.During the hearing, Morningstar’s girlfriend Maria Meeuwisse requested to address the court. She said she is a victim of Morningstar as well.“He will not be living with me when he gets out, whenever he does get out. He has used my social security number,” she told the judge. Meeuwisse previously pleaded guilty to her role in the scheme, which included a misdemeanor of contracting without a license and failure to secure payment of compensation.Judge Timothy Walsh said that Morningstar has to “rethink the way he approaches his life.” 1430

SAN DIEGO (KGTV) -- A 25-year-old was arrested Wednesday following an officer-involved shooting sparked by a chase late Saturday night. According to police, Alfonso Flores, 25, was arrested and charged with two counts of assault with a deadly weapon on a police officer, one count of evading and one count of possession of a stolen vehicle. Officers tried to pull over a Ford F-150 that was reported stolen around 10:30 p.m. Saturday on the 1900 block of Dairy Mart Road.Police say the driver didn’t stop, instead driving into a cul-de-sac, making a u-turn and driving toward officers.RELATED: Chase leads to officer-involved shooting in Imperial Beach“Believing his partner was going to be run over, one officer fired his service weapon to defend the other officer,” police said in a news release.At some point during the pursuit, police say Flores threw a handgun out of the truck.RELATED: One shot, killed at Linda Vista recreation centerThe suspect eventually stopped on the 1200 block of Holly Avenue in Imperial Beach and ran away from the scene with a female passenger.Police say the officer who fired at the suspect is a three-year veteran of the department. SAN DIEGO (KGTV) -- A fire ripped through a Lakeside strip mall late Tuesday evening, but no injuries were reported.The fire broke out just after 11 p.m. in the 9700 block of Winter Gardens Blvd, near Woodside avenue.When firefighters arrived on scene the blaze spread to several businesses. Most of the damage was to the outside of the buildings but thick black smoke did get inside.By 11:30 p.m., the flames were knocked downNo injuries were immediately reported.The cause of the fire is under investigation. 518

SAN DIEGO (KGTV) -- In an effort to lower costs in one the country's most expensive states for medications, Gov. Gavin Newsom wants California to manufacture its own generic drugs.Newsom is expected to send a proposal as part of the new state budget to the legislature Friday that would allow the state to negotiate contracts with drugmakers to manufacture selected prescriptions on behalf of California.“The cost of health care is just too damn high, and California is fighting back,” Newsom said in a statement. “These nation-leading reforms seek to put consumers back in the driver seat and lower health care costs for every Californian.”Three of the most expensive U.S. cities for medications are San Francisco, Los Angeles, and San Diego. According to a survey by Kaiser Family Foundation, six in 10 Americans take prescription drugs, and 79 percent of those surveyed say the costs are unreasonable. Prescription drug prices have gone up 38 percent since 2017. Newsom's plan would make those medications available at an affordable price for 40 million people living in California. Details on what the drug program will look like will be available when Newsom submits his full proposal Friday afternoon.If approved, California will become the first state in the U.S. to have its own generic drug label. 1315
