SAN DIEGO (KGTV) — Education experts say it’s a reality we need to accept: distance learning will not be as academically successful for many students as classroom-based learning, particularly for disadvantaged students.Governor Gavin Newsom’s announcement Friday that school reopenings will be directly tied to pandemic data means both public and private schools throughout San Diego County will most likely start fall classes virtually.Three experts told ABC 10News that virtual learning will likely be the hardest on young students who require the most adult direction.“Early grade elementary family environments right now, they’re probably the most challenged and in need of the most amount of help,” said Dr. James Rivet, an educational consultant at SD Kids First.Younger elementary school students require more focus and attention from a parent, who may be distracted by other responsibilities like a full-time job, according to Dr. Deborah Pontillo, a pediatric psychologist and the owner of SD Kids First. With young learners, “their independence isn't really developed. Their motivation to learn isn't necessarily there,” Pontillo said. 1152

SAN DIEGO (KGTV) - Driving back from a call in Jamul, two HVAC technicians act quickly to help a driver trapped in a smoking car. The accident happened on Campo Road."It looked like the truck got t-boned by a car and flipped on its side," one of the technicians told 10News.For Kyle Hester and Anthony Ramirez, it was a day they will never forget."Working and something crazy happened, you'll never forget it it’ll always be a story to tell," Ramirez said.Dashboard cameras installed in their work truck weeks ago caught the entire incident on camera."It all happened in a matter of seconds," said Ramirez.Hester and Ramirez pulled up to the crash before firefighters and paramedics were there. Hester grabbed the fire extinguisher from the back of their work truck to try to keep the car from catching fire. Ramirez told 10News, "I would consider Kyle a hero." Meanwhile, Hester said he doesn't consider himself a hero, just a person doing the right thing."I think there were other heroes there that day helping out," said Hester.10News has learned both drivers from the crash were able to get out of their vehicles safely. 1132

SAN DIEGO (KGTV) — During California's stay at home order, city leaders say they will not be enforcing most parking citations.Parking enforcement in the City of San Diego was placed on a holiday or Sunday schedule, unless otherwise stated on the meter. The city will still be enforcing red, white, blue and time enforcement areas due to public safety concerns.RELATED: San Diego beach parking lots closed to discourage crowds during COVID-19 order"Just make sure you read the time limit signs or the signs on the meter. If the sign says 'Except Sundays and Holidays' (which I believe most do say that) then you do not need to pay. If the sign on the meter says 'Everyday' then you do need to pay," said Anna Hill, with the city, said.No timeline was placed on the parking enforcement changes.More information on the city's parking enforcement can be found online. While the current parking rules may entice residents to go outside, city leaders are urging locals to remain inside except for essential trips during the coronavirus stay at home order.RELATED COVERAGE:What's the difference? SAN DIEGO (KGTV) -- Flu-related deaths rose to 11 in San Diego County over the last week, according to the County Health and Human Services Agency. The agency reports that the latest flu death was a 51-year-old woman from North County who died on December 31. She had underlying medical conditions, health officials confirm. To date, 11 people have died locally from the flu this season – the same number as this time last year. The number of lab confirmed cases also jumped last week to over 1,600, 260 more than the previous week. “Given the high number of cases, influenza activity in the region continues to be widespread, just like it is in other parts of the nation,” said Wilma Wooten, M.D., M.P.H., County public health officer. “The best protection against the flu is getting vaccinated. This year’s flu vaccine matches the viruses circulating this season.”So far this season, there have been more than 5,400 lab-confirmed cases of the flu. Last season, there were a little over 2,130. 1003

SAN DIEGO (KGTV) -- Facing an alarming increase of COVID-19 cases, Governor Gavin Newsom is requiring every county in California to close indoor operations. The roll back targets restaurants, wineries, movie theaters, family entertainment, zoos, museums, and cardrooms."We are moving back into a modification mode of our stay-at-home order," Newsom said.San Diego County and 29 other counties on the state's monitoring lists are being directed to close indoor operations at fitness centers, worship services, offices for non-critical sections, personal care services, hair salons and barber shops and malls.State officials confirmed 8,358 new COVID-19 cases on Sunday. Hospitalizations have increased 28% over the past two weeks.6,485 Californians were hospitalized with coronavirus, according to Newsom.Three Northern California counties reported diminished ICU capacity -- Placer, Butte, and Lake."This virus is not going away anytime soon," Newsom said. "I hope all of us recognize that if we were still connected to some notion that somehow when it gets warm it's going to go away or somehow it's going to take summer months or weekends off, this virus has done neither. You've seen parts of the country with very hot ... weather where you're seeing an increase in positivity rates, an increase in hospitalizations and ICUs. Here in the state of California as we're seeing triple-digit weather in many parts of our state, we're still seeing an increase in the positivity rate, the community transmission. We're seeing an increase in the spread of the virus." 1569
