SAN DIEGO (CNS) - The California Highway Patrol arrested 58 people for alleged intoxicated driving in San Diego County during its annual Thanksgiving holiday enforcement period this year.CHP officers made the arrests between 6 p.m. Wednesday and 6 a.m. Sunday in the agency's jurisdiction in the county, which includes all freeways, as well as roads in unincorporated areas.All available officers were to be deployed to catch drunk or drug- impaired drivers, speeders and other traffic violators during the enforcement period.Last year, 66 people were arrested for impaired driving in San Diego County over the Thanksgiving holiday.Statewide, the agency made 855 arrests for impaired driving during the enforcement period, down from 965 last year. And 44 traffic fatalities were reported across all California jurisdictions -- two of which were in San Diego County. SAN DIEGO (CNS) - San Diego County Supervisor Nathan Fletcher joined local Black leaders Friday to announce a three-pronged "Racial Justice and Law Enforcement Realignment Policy Package" which the Board of Supervisors will consider Tuesday.The three policies in the package involve strengthening the Citizen's Law Enforcement Review Board's authority and independence, opening an Office of Equity and Racial Justice for San Diego County and launching Mobile Crisis Response Teams that uses clinicians instead of law enforcement for mental health and homeless services.Paving Great Futures, ACLU of San Diego and Imperial Counties, Urban League of San Diego County, the Racial Justice Coalition of San Diego, BAPAC, SD for Justice Coalition, Pillars of the Community, the Black Chamber and Voice of Youth all offered input on the package, which seeks to "create more transparency and start to change the systemic and structural racism that has caused pain and harm to generations of Black people," according to a statement from Fletcher's office."The organizations and activists we worked with have been fighting to save Black lives, and advocating for these changes for a long time. Now is the time for real change," Fletcher said. "These proposals are initial steps in a series of system and culture changes that needs to occur for there to be true equity in treatment by law enforcement and other injustices felt by minority populations in our community."Fletcher launched a petition drive to support the policy package, and was joined at a news conference on the steps of the County Administration Center by Buki Domingos, founder of Racial Justice Coalition of San Diego; Ellen Nash, chair of the board of Black American Political Association of California; Khalid Alexander, president and founder of Pillars of the Community; and Maresa Talbert, co-chair of San Diegans for Justice.Community leaders offered words of encouragement for the policies."The Urban League of San Diego County Supports these reforms brought forward by Supervisor Nathan Fletcher to bring much needed racial justice reform and law enforcement oversight to the people of San Diego," said Al Abdallah, chief operating officer, Urban League of San Diego County.Fletcher's office outlined some of the direct policies the package would take if passed as designed.To strengthen the Citizen's Law Enforcement Review Board, the package said independence from the County Sheriff would be needed, as well as independent authority to investigate use-of-weapons and use-of-force claims.For the Office of Equity and Racial Justice, Fletcher said the county would have to involve communities of color to set policy and budget priorities, secure and administer restorative justice programs and "dismantle systemic barriers that present obstacles based on race."Last, for the Mobile Crisis Response Teams, the county would need to set up a help line, launch an outreach campaign and dedicate million annually of the county's Health and Human Services Agency budget toward the teams.The County Board of Supervisors will consider the policy proposals at its regular meeting at 9 a.m. Tuesday. 3167

"Frontline managers and supervisors must be educated on their obligation to properly handle accommodation requests for pregnancy-related medical conditions."In addition to the monetary relief, Ralphs has agreed to review and revise its policies and procedures on discrimination and provide training to employees and managers on federal anti-discrimination laws, with an emphasis on pregnancy discrimination and handling employees' accommodation requests for pregnancy-related medical conditions, according to the EEOC.Patricia Kane, acting director of the EEOC's San Diego's local office, said, "With the proper policies and procedures in place, employers can reasonably accommodate a pregnant employee. SAN DIEGO (CNS) - San Diego's 73rd City Council was sworn in Thursday morning alongside new Mayor Todd Gloria, bringing a Democratic supermajority to the council chambers.Departing councilmembers Georgette Gomez, Barbara Bry, Chris Ward, Mark Kersey and Scott Sherman offered thanks to the citizens of San Diego and words of advice to incoming councilmembers Joe LaCava, Stephen Whitburn, Marni von Wilpert, Raul Campillo and Sean Elo-Rivera as the city faces one of the most tumultuous periods in its history.The 73rd City Council must contend with the ongoing COVID-19 pandemic and all the physical, economic and budgetary issues it presents the city. Other major items before the council, which now sits at an 8-1 Democrat advantage, include the city's Climate Action Plan and battling climate change, homelessness and rising housing prices, the cleanup of the Tijuana River Basin, social and racial justice and large-scale projects such as Pure Water.A visibly emotional Gomez thanked her family, wife and supporters for a brief but significant four-year term representing the city's District 9. Her tenure, including the last two years as Council President, saw a citywide focus on climate change, racial justice and infrastructure projects.Her replacement, Elo-Rivera, said he would continue radical reform to better the city. He drew issue with the description of the many problems caused by COVID-19 as "unprecedented.""For too many San Diegan families, the challenges presented by COVID- 19 are not unprecedented but all too typical," he said. "We must not go back to normal. Normal is not good enough."Bry, a candidate for mayor against Gloria, said she was proud of her four years representing District 1 and that she would continue to "demand accountability," from city government. She pointed to the 101 Ash Street real estate deal and the failed Soccer City proposal as examples where she blew the whistle about backroom deals.Her replacement, LaCava, said his engineering background would continue Bry's policy of no-nonsense straight talk. He hoped to work with all city departments to survive the pandemic."Successful navigation of these uncertain pandemic waters will take all of us working together," he said.District 3's Whitburn thanked his predecessor, now-Assemblyman Chris Ward, for continuing to "break the rainbow ceiling." He was sworn in by former Councilwoman Christine Kehoe -- the first openly LGBT person elected to office in San Diego County in 1993 -- and all LGBT former District 3 councilmembers were in attendance. This included Kehoe, Senate President Pro Tempore Toni Atkins, Gloria, Ward and now Whitburn himself.He said he wanted to move forward with the city into a new era."We need to advance past the us versus them mentality," that he said plagued politics around the country but especially in San Diego.Von Wilpert took over from Mark Kersey in District 5 and said she was dedicated to empowering justice throughout the city. She said action must be swift and decisive on how to tackle COVID-19."With a vaccine on the verge, hope is on the horizon," she said, adding the importance of bipartisanship. "We must reject anger and division."In District 7, former Councilman Scott Sherman said he stuck to his guns and didn't sell out to special interests.He reminded his former colleagues and the new elected officials of their responsibility."It's not your money," Sherman said. "We are stewards of the taxpayers' money."His replacement, Campillo, said although he comes from a different political party than Sherman, all the members of the council serve their constituents."We must not let the past impede us," he said. "San Diego has more young people, more diversity, but more to fix than ever."Later in the afternoon, the council selected Jennifer Campbell, who represents District 2, as its president. SAN DIEGO (CNS) - San Diego County health officials have reported a record 736 new COVID-19 cases Saturday and five more deaths as nonessential businesses moved to outdoor-only when the county went from the red to the purple tier of the state's four-tiered coronavirus reopening plan.The data increases the total caseload since the start of the pandemic to 63,681, with the death toll rising to 926. This is the fourth consecutive day that more than 600 new coronavirus cases were reported by the county.On Wednesday, a record 661 COVID-19 cases were reported in the county - - surpassing the 652 cases reported Aug. 7. Another 620 cases were reported Thursday."We have not seen cases this high in months, and it's a clear indication that COVID-19 is widespread," said Dr. Wilma Wooten, the county's public health officer."These totals also show people are not following the public health recommendations that we know work to prevent getting and passing COVID-19."Wooten added that in the weeks following Halloween, this record case jump is a warning sign people "need to follow public health guidance throughout the upcoming holiday season."This comes as state data has landed the county in the most restrictive tier of the state's COVID-19 reopening plan. The restrictions associated with the purple tier went into effect just after midnight Saturday.Many nonessential businesses are now required to move to outdoor-only operations. These include restaurants, family entertainment centers, wineries, places of worship, movie theaters, museums, gyms, zoos, aquariums and cardrooms.The restrictions include closing amusement parks. Bars, breweries and distilleries will be able to remain open as long as they are able to operate outside and with food on the same ticket as alcohol.Retail businesses and shopping centers can remain open with 25% of the building's capacity. No food courts will be permitted.Schools will be able to remain open for in-person learning if they are already in session. If a district has not reopened for in-person learning, it must remain remote only. Offices are restricted to remote work.Remaining open are essential services, personal care services, barbershops, hair salons, outdoor playgrounds and recreational facilities.The county's demotion from the less-restrictive red tier is the result of two weeks of case rates that exceeded the threshold of 7 per 100,000 residents.In recent weeks, the region had an unadjusted rate well above the purple tier guidelines, but a significant effort to increase the volume of tests had allowed for an adjustment to bring it back to the red, or substantial, tier.State officials reported Tuesday that San Diego County had an unadjusted new daily coronavirus case rate of 10.0 per 100,000. The adjusted case rate dropped to 8.9 per 100,000. Last week's unadjusted case rate was 8.7 per 100,000.According to the reopening plan, a county has to report data exceeding a more restrictive tier's guidelines for two consecutive weeks before being moved to that tier. A county then has to be in that tier for a minimum of three weeks before it may move to a less restrictive tier.Even as the number of cases continues to climb, the testing positivity rate for the region continues to decline. From last week's data, it dropped to 2.6%, a 0.8% decline. It still remains high enough for this metric to remain in the orange tier.The state's health equity metric, which looks at the testing positivity for areas with the least healthy conditions, increased from 5.3% to 6.5% and remained in the red tier. This metric does not move counties backward to more restrictive tiers, but is required to advance.Of the 14,663 tests reported Friday, 4% returned positive, increasing the 14-day rolling average of positive tests to 3.8%.Of the total number of cases in the county, 4,154 -- or 6.6% -- have required hospitalization and 947 patients -- or 1.5% of all cases -- had to be admitted to an intensive care unit.Four community outbreaks were reported Friday. The number of community outbreaks in the past week increased to 48.The county launched a COVID-19 case rate map Thursday showing how cities and communities are being impacted by the novel coronavirus. The interactive map allows users to identify the case rate per 100,000 residents in cities and communities or by ZIP codes.The map also shows where each area falls under the different state tiers and whether their case rate and testing positivity are going up or down.
