BEIJING, Aug. 20 (Xinhua) -- China's Ministry of Education on Friday said that Taiwan's new amended laws would be beneficial to the cross-Strait educational exchanges. On Thursday, the Taiwan regional legislature adopted amendments to three laws, which would allow local colleges to accept students from the Chinese mainland and recognize degrees from mainland schools, except for medical schools. The ministry said in a statement that Taiwan should not put in place discriminatory policies that might harm mainland students."We hope related authorities in Taiwan could make good plans, offering attractive colleges and majors for, and take effective measures to protect the legitimate rights and interests of mainland students," said the statement.Under the amended laws, mainland students can not apply for schools and colleges related to the island's security nor attend the exams of civil servants and professionals such as doctors and lawyers.Taiwan's education department said in a statement that it would issue two detailed regulations in line with the amendments in September. The first group of postgraduate students are expected to arrive next March and the first college students can enroll next September.

ROME, Aug. 4 (Xinhua) -- The recovering of poplar forests in Siyang County in Eastern China's Jiangsu Province is benefiting rural life and agricultural activities, the UN Food and Agriculture Organization (FAO) said on Wednesday. Thanks to a joint program launched more than 30 years ago by the Rome-based agency and Italian plant research labs, new poplar forests have extended from 7 percent to 47 percent and are now covering more than 100,000 hectares of the county's land area.Today the poplar forests play a crucial role in restoring marginal flood plains and stabilizing the river banks. Large swaths of planted poplar trees now protect fields once ravaged by floods, wind, sandstorms and soil erosion, giving boost to agricultural production and benefiting 1 million farmers living in the county.According to the FAO, the Siyang case is an outstanding example of countryside reinforcement triggered by the successful application of the international transfer of germplasm, scientific knowledge and technology."Poplars are very fast-growing and amazingly resilient," said Jim Carle, leader of the Forestry Management Team at FAO. "They can grow in many sorts of ways and can easily integrate with other land uses, making them ideal for supporting animal husbandry, agriculture, aquaculture, viticulture and horticulture," he added. Some of the services provided by these multi-purpose trees include furnishing material for shelter, shade and dwellings, protecting crops and supplying fodder for livestock, as well as offering viable sources of bio-energy.Since the launch of the program the FAO has engaged Siyang farmers and smallholders in new income generating activities. The development of wood industries and resulting job creation has contributed to an improvement of the region's overall economic situation and an increase in the per capita income of both its urban and rural residents.China is now the world's biggest poplar growing country. It has become the key player in poplar cultivation and is able to transfer knowledge and technology also to other regions in Central Asia.

BEIJING, Aug. 17 (Xinhua) -- China's Supreme People's Court (SPC) has urged more efforts to clear the backlog of cases as a campaign to complete long-delayed verdicts had seen positive results.Various local departments were urged to be "fully aware" of the importance of the speedy execution of court orders and tackling the backlog of cases, said a statement released Tuesday after a meeting on backlogged cases. The meeting was jointly held by the Political and Legal Affairs Commission of the Communist Party of China (CPC) Central Committee and the SPC.Statistics cited in the statement show that since a campaign on clearing backlogged cases started in November 2008, long-delayed verdicts for more than 333,000 property cases had been completed. In addition, more than 3 million cases not involving properties had also been cleared. The two organizations urged police, banks, financial administrative departments, tax departments and other units that might be involved in case execution to fully support and coordinate the enforcement of court orders. The statement also called for harsher punishments and restrictions in real estate, credit rating and other fields for defendants who refused to follow court orders."The campaign is in accordance with the people's interests... and will have positive effects on promoting social harmony and stability," said Wang Lequan, deputy secretary of the Political and Legal Affairs Commission, at the meeting.

TONGHUA, Jilin, Aug. 10 (Xinhua) -- Rescuers are racing to save 18 miners trapped in a coal mine that flooded due to a deluge that hit the area in northeast China's Jilin Province shortly after midnight Tuesday.More than 2,000 rescuers are pumping water out of the mine through an auxiliary shaft after the entrance of the main shaft collapsed amid rain-triggered floods.Chinese Premier Wen Jiabao has instructed the local government and other related departments to spare no effort in saving the miners' lives. The accident happened at 12:10 a.m. at Hongyuan Coal Mine in the Erdaojiang District of Tonghua, the third largest city in Jilin, said Zhang Dejun, a spokesman for the city government. He said the miners were working below ground to pull out machinery that had been soaked after days of torrential rain, when the flooding occurred. The mine was near the lower reaches of Daluoquangou River, which is swollen after the catchment received 116.2 millimeters of rain Monday."Time is very pressing," Zhang said.Wang Rulin, governor of Jilin Province, arrived at the scene at noon Tuesday to oversee the rescue.
