SAN DIEGO (KGTV) - Most school districts in San Diego County are still figuring out how to reopen classrooms in the fall. On Wednesday, the Office of Education released new guidance on how districts and charter schools can do that safely. They put out comprehensive guidance that includes recommendations to alter many aspects of everyday life for parents, students, and teachers. It includes symptom screening, altering classroom layouts to support physical distancing. They also recommend frequently cleaning common areas, wearing face coverings, and restricting visitor access. "Recommendations about not using water fountains because of the multiple touches there, or about spacing desks as far apart as practicable so that you can have distancing," said Watson, Chief of Staff with the Office of Education. On Tuesday, the San Diego Unified District approved their reopening plan. It would allow parents to decide whether or not to send their kids back to campus or continue online learning at home. The Grossmont Union High School District says they're currently conducting input sessions with focus groups. They tell ABC 10News they hope to have a plan in place for board approval by early to mid-July. The Poway Unified School District says they'll have a plan by June 25. Their superintendent released survey results with parents, showing 59% of families want students to return to campus full-time. Meanwhile, 41% say they would prefer a blended or virtual learning option to continue. The Sweetwater Union High School District is hosting a virtual town hall on June 18 where parents can give input on what changes they hope to see. For 42 districts and more than 100 charter schools in San Diego County, the next school year will look very different. "Have a way of keeping records so that if someone ends up testing positive you can do the contact tracing to be able to go back and figure out with whom they've had contact," said Watson. "We really wanted to plan for every eventually, every possibility so that schools can be prepared."The Office of Education also recommends all schools keep the option of distance learning for families who prefer it. 2630

SAN DIEGO (KGTV) -- New information from the Census Bureau shows that San Diego’s housing growth isn’t keeping up with our growth in population.Within the year spanning between July 1, 2016, and July 1, 2017, San Diego saw its population increase by nearly 13,000 people.According to the Census Bureau, though the population has increased, the number of new homes being built is actually slowing down. When you compare housing growth between 2000 and 2007 and housing growth between 2010 and 2017, San Diego County saw a major decrease in growth of new housing. San Diego was also ranked the 11th most populated city in the United States, according to the new data. SAN DIEGO (KGTV) -- One country that was hit especially hard early on during this coronavirus pandemic was Italy.A former San Diego resident living in Milan said things have finally started returning to normal after a strict lockdown that lasted longer than two months.“There’s a feeling of hope,” said Bea Pesenti. “Obviously now it’s in a rebuilding phase.”Pesenti and her fiancé, Wilson, moved from San Diego to Milan in August of 2019. 10News first interviewed Pesenti in March when Italy was struggling with the spread of COVID-19.“We have been in the heart of it,” she said. “When I spoke to you last, the situation felt really dramatic because we really were in ground zero.”The couple was holed up in their Milan apartment for more than two months.“We were in a very, very severe lockdown,” she explained. “You heard the sirens, and you really just felt this heavy energy.”Fast forward today, Pesenti said she finally sees a return to a sense of normalcy.“The lockdown has ended, the businesses have reopened,” she said. “We immediately saw family because that was the priority for us. Kind of enjoyed being able to take bike rides and going to the park but still limiting our contact.”She said businesses have new safety guidelines in place, and face masks are required in public. There were 70 deaths reported in the country on Thursday, a drastic drop from the 919 reported on March 27.“I think people really needed to have this easement and get back to life,” she said. “Not only from an economic standpoint but being locked in your house for 80 days is just unnatural.”Pesenti hopes things will go smoothly as more of the country begins reopening.“We haven’t had this second wave, so to speak, so hopefully it continues this way,” she said. And she has a piece of advice for San Diegans as our restrictions start to loosen, “I hope people really, really think hard and make the right decisions even as things ease up, still be mindful and considerate of other people’s comfort level.”A restriction on travel between Italian regions is expected to be lifted in early June, however, officials warn that could change if there is a spike in the number of positive COVID-19 cases. 2195

SAN DIEGO (KGTV) - President Donald Trump issued an order prohibiting Broadcom’s attempt to take over San Diego-based Qualcomm, CNBC and Bloomberg reported Monday.Broadcom had made several efforts to buy the chip maker in recent months. All offers were rejected by Qualcomm, which said the bids undervalued the company. The most recent offer, made in February, was over 1 billion. The possible takeover raised security concerns and led to an investigation by the Committee on Foreign Investment in the U.S.The takeover attempts coincided with changes in corporate leadership. On Friday, Qualcomm announced executive Paul Jacobs -- the son of Qualcomm founder Irwin Jacobs - "will no longer serve in an executive management capacity" but "will continue to serve on the Qualcomm Board."If Broadcom had been allowed to buy Qualcomm, it would have made the Singapore-based firm the world’s third-largest chip company behind Intel and Samsung.Any buyout would also have had a significant impact on San Diego's economy. 1042

SAN DIEGO (KGTV) -- One of San Diego's most famous malls is poised for a multi-million dollar renovation. On Wednesday, Fashion Valley will announce a project to add what it describes as inviting public spaces, enriched landscaping, broader dining and gathering places, tranquil outdoor lounges and water features, and increased personal shopping and valet services. It's the mall's biggest project since it added a second story in the mid-1990s. Vicki Hanor, a senior vice president with Simon Malls, said in a statement Fashion Valley is home to more than 50 retailers exclusive to San Diego, and prides itself on providing the ultimate shopping and dining experience. RELATED: Woman carjacked in parking lot of Fashion Valley Mall, threatened with knife"The proposed updates only seek to further enhance the overall guest experience and better reflect the San Diego lifestyle we all enjoy," Hanor said. Fashion Valley's project is the latest major facelift of a mall in San Diego.Westfield UTC recently added a new wing, plus an apartment tower. In Del Mar Heights, the new One Paseo just leased its entire retail wing. And in downtown, Horton Plaza will be transformed into a tech hub. Reg Kobzi, a senior vice president at commercial real-estate firm CBRE, said Fashion Valley remains one of San Diego's most successful malls, even drawing shoppers from Mexico. Still, he said it has to invest to retain that status. RELATED: Tommy Bahama bar and eatery, store coming to Fashion Valley Mall"It's a tough world out in the retail world, and so if you're competing for tenants, they want to be on par or be above them," Kobzi said.Kozbi said malls are trying to keep customers at the mall longer with more things to do. The longer they stay, the more money they are likely to spend, he said. Construction could start as early as Wednesday and will be complete by 2021. The mall says all shops will remain open during regular hours, and that parking will remain free. 1977
