CAPE TOWN, April 30 (Xinhua) -- The World Economic Forum on Africa, scheduled on May 2-4 in Cape Town, South Africa, will see participants exchange views on how the continent can turn to the next chapter of development.The meeting, expected to gather a record 900 participants from over 60 countries, will be held under the theme "From Vision to Action, Africa's Next Chapter," organizers said."We chose this theme because we feel it is very relevant for the events that are taking place on this continent, and the opportunity for growth and investment that the international and African communities are seeing," said Katherine Tweedie, head of Africa for the World Economic Forum.Seven of the fastest growing economies in the world in the next five years will be in sub-Saharan Africa, Tweedie noted, saying that a lot of discussion will be devoted to explore drivers behind this growth.Africa's economic growth in recent years have impressed the world. Though being the most underdeveloped continent, Africa have been more resilient than expected during the global economic crisis.The International Monetary Fund (IMF) have predicted that the continent's growth in 2011 will reach 5.3 percent.Under one of the three thematic pillars, "Shaping Africa's Role in the New Reality," the meeting will explore how Africa can take on a leadership role in the new reality and guard against newly emerging global and regional risks. Participants will look at how Africa can strengthen its representation and negotiation capacity on global platforms such as COP 17 and the G20.Meanwhile, the meeting will look into Africa's industrial diversification, which is widely considered as an effective way to increase competitiveness. Discussions under the thematic pillar of "Fostering Africa's News Champions of Growth" will focus on what innovative and entrepreneurial lessons drive Africa's fastest- growing companies, and how can Africa's emerging economies build capacity in science, technology and innovation to move up the value chain.Another topic expected to attract much attention is Africa's inclusive development. In recent years, African decision makers have been looking for ways to attain inclusive development by translating economic growth into better lives for the people.Marcus Courage, managing director of consulting group Africapractice, said ahead of the meeting that Africa must start measuring its economic growth in terms of job creation and progress of value addition of what it produces, rather than the gross domestic product (GDP), if it has to move from vision to action."One of the challenges is that we measure economic success in therms of GDP. That is not fair reflection of action," he told Xinhua.Under the thematic pillar of "Building Partnership for Inclusive Development," participants will debate on how can inclusive growth be put at the heart of a sustainable development agenda for Africa, and how can government of African countries work together with the business sector to distribute more equitably the benefits from the wealth in natural resources, among others.Regarding the highlight of this year's meeting, Tweedie said there will be a strong focus on green growth and the environment agenda, working closely with the South African government, given that South Africa will be hosting the COP 17 meetings in December.The meeting will also have very strong representation from Francophone west Africa for the first time. As a result a good part of the discussions will be focusing on issues taking place in this part of Africa, she added.Although South Africa has hosted the World Economic Forum on Africa for a number of times, this year the host is attracting particular attention.South Africa has joined the BRICS group of countries which also include Brazil, Russia, India and China, becoming the only African member in the grouping. It is also the only country from Africa in G20. In November this year, South African city of Durban will host the 17th Conference of the Parties (COP 17) to the UN Framework Convention on Climate Change.How can the country speak for Africa in the international arena, and what role can it play in facilitating closer cooperation between developing countries is also expected to draw in-depth discussions at the meeting.Meanwhile, participants are also expected to exchange views on issues including Africa's agriculture development, infrastructure construction, China-Africa cooperation, impact of political situation in North African and the Middle East on Africa's economic development, among others.

LUQA, Malta, Feb. 26 (Xinhua) -- A chartered plane of China Eastern Airlines carrying 272 Chinese evacuees from Libya left Malta for Shanghai on Saturday.The Airbus A330-300 plane took off at 8:20 p.m. local time ( 1920 GMT) from the Malta International Airport, to be followed shortly by another chartered plane of China Eastern Airlines with 278 Chinese evacuees on board.The 550-strong Chinese nationals from a Chinese construction company were among a total of 2,216 people who arrived by a ship from violence-torn Libya at the Grand Harbor in Valletta, capital of Malta, on Saturday.In addition to the 2,216 Chinese nationals, the ship chartered by the Chinese embassy in Malta also carried dozens of citizens of other countries.The vessel, which was the first Maltese ship chartered by the Chinese government to evacuate Chinese nationals, left Libya's Benghazi on Friday.Maltese Deputy Prime Minister and Foreign Minister Tonio Borg, who went aboard the ship, expressed gratitude to the Chinese government for helping to evacuate some Maltese nationals from Libya.Chinese Ambassador to Malta Zhang Keyuan also thanked the Maltese government for its cooperation in the evacuation of Chinese nationals.A 19-day-old baby was among the evacuated Chinese, said a source with the Chinese embassy.China Eastern Airlines will fly four planes every day to the Mediterranean island nation from Feb. 28 to March 10, as part of all-round airborne evacuation missions aimed at taking stranded Chinese citizens back home as soon as possible, according to information from an emergency meeting of the Civil Aviation Administration of China (CAAC) in Beijing on Saturday.

SHANGHAI, Feb. 19 (Xinhua) -- Shanghai and several other Chinese cities have moved to restrict home purchases in a bid to deflate bubbles in the real estate market.The rules, which were revealed by Shanghai's Housing Guarantee and Administration Bureau on Saturday, prohibits new home purchases from locally-registered families who have owned two or more homes and non-local registered families who have owned at least one home.Additionally, non-Shanghai registered families who have no documents certifying they have paid for social security or income tax in the city for one year are banned from buying property.Sales of commercial homes fell 42.4 percent year on year in Shanghai in 2010 as earlier measures to curb the speculative demand in the real estate market took effect.Despite the fall in sales volume, the average price of new commercial homes rose by 7.6 percent to 20,995 yuan (3,200 U.S. dollars) per square meter last year.On the same day, authorities in the eastern city of Nanjing and the northeastern city of Harbin rolled out similar purchase restrictions.On Wednesday, the Beijing municipal government unveiled even tougher measures to prohibit home purchases from non-local registered families who have no proof of social security or income tax payments in the Chinese capital for five straight years.The purchase limits came after the State Council, China's Cabinet, ordered late last month that cities where home prices are skyrocketing must implement strict measures to restrict home purchases over a period of time.The State Council also said that local governments will be responsible for the stable and healthy growth of property markets and are required to publicize, before the end of March, the annual "controlled" price targets for new homes.China has implemented a series of measures since last year, which includes higher down payment and lending rates, and bans on mortgage loans for third homes, to rein in the rapid rise in housing prices.Soaring prices have become a major concern for urban Chinese residents as more homes turn unaffordable. SAN FRANCISCO, April 8 (Xinhua) -- YouTube on Friday launched YouTube Live, a homepage for live content on the site and a new live-streaming platform.As part of the service, the world's largest video-sharing website introduced a new browse page, www.youtube.com/live, where users can view live events and add upcoming events to their calendars.YouTube said it would gradually roll out a live streaming beta platform, which will allow certain YouTube partners with accounts to stream live content on the website.The new service will "integrate live streaming capabilities and discovery tools directly into the YouTube platform for the first time," YouTube said in a blog post.U.S. media recently reported that YouTube is planning a major overhaul and is negotiating with Hollywood and music producers for materials to offer on a lineup of new channels, with the aim to compete with broadcast and cable television.
