SAN DIEGO (KGTV) - A severely injured horse trainer and her husband filed a lawsuit against SLR Training Center INC., the company that owns the San Luis Rey Downs Training Center in Bonsall. The nine-page complaint was filed March 18, and it focuses on the events of Dec. 7, 2017, when the Lilac Fire burned through the training facility. Martine Bellocq suffered burns to more than 60 percent of her body and lost a leg while trying to save racehorses, including her own. The court documents allege negligence on the part of the training facility. It also claims the San Luis Rey Downs facility “failed to keep a defensible space around structures.” It goes on to say “there were no fire suppression systems in place” and it “failed to have the foresight to have a means to evacuate the facility, or an emergency plan in place.” Bellocq’s attorney says her medical bills are racking up, currently in the hundreds of thousands of dollars. The attorney says the lawsuit is to recoup economic damages, resulting from injuries and the impact on her life. San Luis Rey Downs declined to give 10News a comment regarding the lawsuit. 1140

 A Florida man has been charged with 144 counts related to cruelty to animals.The State Attorney's Office has charged 51-year-old Robert David Starkweather after investigators found what 77 cows, 48 calves, and 2 donkeys found on his Hendry County farm.Photos taken by the local Sheriff's Office showed animals as bags of bones."That's got to be the most horrific fate, worst way to go," local animal rescuer Carey Kendzior said. The animals were sized and were taken from the property and moved to another location.One calf died and five had to be euthanized due to their poor health conditions after being looked at by a veterinarian.Dr. Laura Braun is a vet in Fort Myers. Braun was disturbed when she saw the photos. "That's not how cattle are supposed to look, not even close," she said.Starkweather will be arraigned on May 17. 1302

  

SAN DIEGO (KGTV) — A proposed homeless housing project in the Mission Hills community might face a snag. Mission Hills Heritage is working on getting a historic designation for the old Mission Hills library on Washington Street. The building is one of several sites the city is considering for a public housing project. The city is looking to build permanent supportive housing. Permanent supportive housing is not a shelter. It's a space helped paid for by rental assistance and offers supportive services to assist homeless people with disabilities or homeless families with disabled family members. Barry Hager, with Mission Hills Heritage, says although there is some backlash from the community about the homeless housing project, his group is merely fighting to save history. They are not taking sides on the homeless housing issue, but their problem is the project would require the demolition of the building. He says the building is worth preserving because it was built in the early 1960s and is a prime example of mid-century modern or mid-century style architecture. “It’s really the only mid-century building in the commercial core area of Mission Hills,” Hager said. “This is really a preservation project, and preservation issue, not an issue about homeless housing.” A city says they are working to find out how a historical designation could impact any plans for the site, but for now, they are proceeding as planned. They sent the following statement: “Cities up and down California are facing a housing crisis. Here in San Diego, we are encouraging all types of housing, including permanent supportive housing. We are in the process of finalizing the RFP for several city-owned properties we identified in early May for permanent supportive housing, including the old Mission Hills Library. We are moving forward as planned and will have the request out in the coming weeks.” 1913
