SAN DIEGO (KGTV) - The local protester who appeared in a controversial video getting taken away in an unmarked San Diego Police van is now speaking out, as police conduct an internal investigation.“No one should feel fear from the people that are supposed to serve and protect us,” Shayla Piccini told 10News on Monday as she shared the story of her arrest from last Thursday on Park Boulevard.The video shows a protester being taken away in an unmarked van as one officer warns her family around her not to follow them or he will shoot.“You see both of her legs kind of go up in the air because she's going [into the van] head first. That’s way too much force needed for this 20-year-old lady here,” said attorney Dante Pride.“That whole ride, I was asking several questions like, ‘Who are you? Where are you taking me?’ I was getting stares and no answers,” said Piccini.Piccini said she spent the day at a protest in Downtown San Diego. After several hours, the group was walking back to their car when she saw several police motorcycles driving past them. At that moment, she held up her cardboard sign.San Diego police say detectives witnessed her step off the sidewalk and swing the sign at a passing motorcycle officer, which she denied.In the foreground of the video, you can see men in what look to be marked police vests. But the people who handcuffed and detained Piccini in an unmarked van, are in plain clothes.One man wearing military-style tactical gear can be heard in the video saying, "You follow us, you will get shot. You understand me?"Piccini's cousin Brandi Matthews said she thought he was talking to her. “When he said the words, ‘I'll shoot you,’ I automatically just dropped to my knees to demonstrate that I'm not trying to hurt anybody...I just want to know where they're taking my cousin,” she added.According to San Diego Police, the statement about shooting those attempting to follow was made by a SWAT officer who had a pepper ball device. SDPD also told 10News that his comment was a valid announcement of use of force.Police said due to the large crowd still in the area, and the detectives felt the need to leave immediately.Piccini spent the night in jail on suspicion of assault on an officer. SAN DIEGO (KGTV) - The FBI said a bank robber who held up a US Bank in Rolando last week struck again Friday in La Mesa. Surveillance photos show a man entering the Wells Fargo Bank inside the Vons grocery store at 8011 University Ave. in La Mesa just before noon. The man pretended to talk on his phone before demanding money from the teller, agents said. He also threatened “to shoot” if he didn’t receive money, according to the FBI. After approaching the first counter, the man approached several tellers in an effort to get more cash, said investigators. The man spoke to tellers Aug. 15 during the US Bank robbery inside the Vons at 6155 El Cajon Blvd. “Grab a bag. Start with your 100s. Put all the money in the bag and give it to me or I'm gonna [sic] shoot,” the man said, according to agents. A helicopter searched the area near the Wells Fargo Friday afternoon but could not find the man. La Mesa Police said the man is 5’8”, in his mid-20s to early 30s, and has a tattoo of a cross on his forearm. Anyone with information about the robberies was asked to call the FBI. 1088

SAN DIEGO (KGTV) - The final touches are going into Petco Park before Thursday's highly-anticipated opening day. But just a few blocks away from the stadium are the many faces of San Diego’s homeless crisis, where several resources and services are located. Homeless advocate Michael McConnell spends many early mornings on the streets of downtown, documenting police interactions with the homeless population. Since the Hepatitis A outbreak he’s seen the number of encampments go down, but say he's frustrated over the city’s response to fixing the problem. “I’m most frustrated that there's not a strategy that's solutions-focused, long term thinking about actually reducing homelessness versus reducing the visibility of homelessness," said McConnell. On Wednesday morning, one day before Padres Opening Day, McConnell captured several interactions with police and the homeless around Petco Park and East Village. He believes the enforcement is the city trying to push homeless people away from the stadium before thousands of people descend on downtown. “When we have to send out massive amounts of law enforcement to clear an area, to make things appear better, versus them actually being better, we know we failed," said McConnell.10News also spoke with several security guards in the area who say they witnessed more enforcement than usual. However, San Diego Police says the enforcement around East Village is unrelated to Opening Day and that no additional officers were sent to the area Wednesday morning. They say officers are in this area every day as it's one of their busiest sectors in the city. A representative tells 10News they respond to daily complaints from business and residents to address ongoing problems, including encampments, drug use, and other criminal activity.Since last summer they've responded to 5,000 of these complaints through the Get It Done app alone.The department says during each contact they always offer help to individuals. If assistance is denied they have a progressive enforcement model which begins with warnings. SAN DIEGO (KGTV) -- Technical problems at the state level impacted the California Department of Public Health's ability to accurately report COVID-19 cases."We are committed to the medium- and long-term to address these foundational data issues so that we can approve our importance and our customer service," California Gov. Gavin Newsom said on Monday.According to the state, the data system they use failed, and that led to inaccurate case numbers and case positivity rates. That failure prevented counties from having some of the data they need to monitor and respond to the virus in local communities, such as contact tracing.The state says that about two weeks ago, a server outage created a delay in lab records coming into the reporting system. At the same time, they realized they weren't getting data from one of the largest commercial reporting labs for about five days."Just thanking all Californians for their patience as we continue to make sure we're sharing this accurate COVID-19 data," said Secretary of California Health and Human Services Dr. Mark Ghaly. "We know how critical it is for planning at the local level for all Californians to feel confident about the trends and where we're heading."Counties across the state felt the impact of the data inaccuracies. Local leaders use numbers and science to guide decision-making.But are counties having any issues with the numbers at the local level?In Kern County, public health officials were asked at the end of July if they're 100% sure no one is getting double-counted for positive COVID-19 tests."That answer would be no…we do get cases that we hear that their addresses are mismatched, they've been counted in another county, they were tested and are in another county, and we are still waiting for that information to flow through so I'm not comfortable saying that we're 100% sure that we aren't duplicating any cases," Kern County Public Health Department Lead Epidemiologist Kim Hernandez said.Public health said less than 18.4 cases were reported inaccurately.Kern County Chief Administrative Officer Ryan Alsop told 23ABC News, "The data and duplication that you are asking about is not a reason we are on the state’s monitoring list."With questions about accuracy at the state level and those raised in Kern County, reporter Adam Racusin asked officials in San Diego and San Luis Obispo counties how confident they are in the daily numbers they report to the public."I'm quite confident our numbers are accurate," said San Diego County Public Health Officer Dr. Wilma Wooten. "We have web CMR, and our tests are not all phoned through CalREDIE system. Our test results are reported directly to the county. The only issue which you already know about is the glitch with Quest."A spokesperson for San Luis Obispo County said they are confident in the number of positive cases reported.A spokesperson for the county said, "When it comes to duplicates, they regularly run data queries on positive case results to search for duplicates. On occasion duplicates have been detected and counts adjusted appropriately."The spokesperson also noted, "With regard to the total number of tests (positive and negative), some individuals may receive multiple tests over time. We do not classify those as duplicates but rather they are counted as distinct testing events. That is to say, if one is tested five times, that will show with five distinct test results. All that said, some locations/labs are not reporting ALL their test results (both negative and positive) through our reporting system. Some are only reporting positive tests. So, there may be some under-reporting of negative tests. Consequently, we are confident that the number of positive case reports is correct, although the number of negative results (and by extension) the number of total tests run, may be somewhat under reported."The California Department of Public Health did not respond to multiple requests for comment about data accuracy and duplicate counting. 4011

Come January 30, the mall will roll out its 'secured parking plan' aimed at keeping non-shoppers from parking on the property.Customers can park free for the first two hours and then pay per additional hour, with a daily maximum of . While the parking stations have been in place for months, some mall employees say they were blindsided to learn they too might have to pay for parking. Mall officials say employers have the option of purchasing parking passes for employees. If not purchased by the employer, individual employees may purchase the passes themselves.“It’s another bill to put on top of the rest," said one employee, who asked to remain anonymous for fear of being fired. His employer will not be purchasing parking passes for employees. The anonymous employee says they were told daily passes will cost and monthly passes will cost .“Personally it’s 0 out of my budget each year to go to work, and that’s on top of car payment and insurance," said the employee.He's concerned for mall employees who only make minimum wage and cannot afford the extra cost. While the mall is offering subsidized public transit passes, the concerned employee says that's not an option for everyone. He wishes there had been more transparency about the policy in the months leading up to January 30 roll-out.
