The police chief in Columbia, S.C. announced on Thursday that Master Police Officer David Hurt has been suspended for five days without pay and removed from the K-9 unit after the dog he was handling, Turbo, died after Hurt left Turbo in a police car for eight hours, The State newspaper reported. Hurt was participating in all-day training and left the air conditioning running and the windows down in his police car. He also reportedly had deactivated a heat sensor in the vehicle, which could have warned him to the car's rising temperatures. Hurt reportedly had an officer check on Turbo at 11:30 a.m. on July 26, which was four hours into the training. When Hurt returned to the vehicle at 3:30 p.m., he found Turbo was panting heavily, foaming at the mouth and unsteady on his feet, The State reported. Hurt then took Turbo to a veterinarian, where the 2-year-old dog was euthanized. Turbo's official cause of death was organ failure from prolonged heat exposure. In addition to his unpaid suspension and removal from the K-9 unit, Hurt will also be removed from the Columbia Police's bomb squad for six months. Last month's incident has also prompted the Columbia Police to make institutional changes to how it cares for K-9s. Officials have said it's hard to determine the number of missing, because some people may have evacuated and can't be reached with cell phone service unreliable due to the fire."There are a lot of people displaced and we're finding a lot of people don't know we are looking for them," Honea said.The fire turned the hard-hit town of Paradise into ash and debris and also devastated the nearby communities of Magalia and Concow. Honea said three sets of remains were found Thursday in Paradise, three in Magalia and one in Concow.Honea has invited relatives of the missing to visit the sheriff's office in Oroville so authorities can collect DNA samples from them. The DNA will be used to help identify fire victims, Honea said."This is a daunting task. We feel really bad for the people who don't know what happened to their loved ones and our hearts go out to them," Butte County Sheriff's Investigations Sgt. Steve Collins said. Lataevion Graham, 13, says he witnessed the incident and claims Cerfalo spat on them after punching Malikai. Graham's father says he wants justice for the children. “Where it is okay for an adult to take the law into their own hands, and to strike a kid hard enough to knock out his teeth. Where is that acceptable, in what country is that acceptable?" said Larry Graham. According to a Charlotte County Sheriff’s Office incident report, the man who punched Malikai was 27-year-old Vincent Cerfalo.“Originally this is where the altercation took place, right here," Cerfalo said.“I told them to back off and if they come on my property I'm going to defend myself. They said, 'you won't hit us, you won't hit us,' and they started to surround me," said Cerfalo. He says it all started when he yelled at the kids to get out of the road because they were blocking traffic.A cellphone video captured the moments after Malikai was punched. Cerfalo claims he was acting in self defense.“He touched me and I lifted my hand out, and I ended up hitting him. It was not my intention to hit anybody that hard, it was not my intention to knock teeth out or do harm, or cause any kind of trouble,” Cerfalo said.The children say no one touched Cerfalo at any time during the incident. Cerfalo says he never expected things to escalate to violence. He now plans to press charges against 12-year-old Malikai for assault, which the child’s parents can’t understand. “He's not going to jail, nothing is happening to him and he's basically getting away with it right now," Malikai said.“I want the man in jail," said Brittany Graham.  The case has been sent to the state attorney’s office, which will determine if a summons will be issued to Malikai for assault.  2750

  

The line of well-dressed celebrities waiting to chat with E! on the Oscars red carpet might be a little shorter this year.As Ryan Seacrest continues to defend himself against an allegation of sexual harassment, E! has chosen to stand by its longtime host, saying this week that he will occupy his usual post front and center of the action on the red carpet during Hollywood's biggest night.The decision will leave E!, its hosts, and the celebrities set to walk the red carpet in a difficult position on an occasion that marks both the culmination of Hollywood's award season and the first Academy Awards since the #MeToo and Time's Up movements forced the entertainment industry to address its issues with sexual harassment and gender-related inequity."I don't think [Seacrest is] going to have a great time on the carpet," one longtime Hollywood publicist tells CNN.News that Seacrest was facing workplace misconduct allegations first came to light in November, when Seacrest released a preemptive statement denying the accusations and revealing that E! was conducting an investigation.E! concluded its probe in early February, saying in a statement at the time that outside counsel "found insufficient evidence to substantiate allegations against Seacrest."The allegations received new steam on Monday, when in an interview with Variety, Seacrest's former stylist, Suzie Hardy, detailed instances where she said he groped and sexually harassed her.NBC's "Today" show aired a report on Wednesday in which a former co-worker of Hardy's, who NBC did not identify at the source's request, corroborated her story.In response, Seacrest's attorney, Andrew Baum, claimed the witness who spoke with "Today" had also participated in E!'s third-party investigation."He was interviewed and his claims were fully evaluated," Baum said in a statement to CNN.On Tuesday, Seacrest again denied Hardy's allegations in a statement to CNN, saying in part, "I don't want to accuse anyone of not telling the truth but in this case, I have no choice but to again deny the claims against me, remind people that I was recused of any wrongdoing, and put the matter to rest."Insistent as Seacrest is about his innocence, it may not be enough to clear the air before Sunday."It's probably easiest for some [celebrities] to avoid E!," the veteran publicist added.When asked whether executives at E! were concerned Seacrest's presence could deter celebrities from participating in the network's Oscars coverage, an E! spokesperson told CNN, "It's business as usual. The number of people unable to make house payments on time has reached a nine-year high, according to a recent analysis of the data.Mortgage delinquencies were at 8.22 percent of all loans for the second quarter of 2020, says the Mortgage Bankers Association.At the end of June, an estimated 4.2 million Americans were on a forbearance plan, meaning they have an agreement with their mortgage lender to delay foreclosure."The COVID-19 pandemic's effects on some homeowners' ability to make their mortgage payments could not be more apparent. The nearly 4 percentage point jump in the delinquency rate was the biggest quarterly rise in the history of MBA's survey," said Marina Walsh, MBA's Vice President of Industry Analysis in a press release. "The second quarter results also mark the highest overall delinquency rate in nine years, and a survey-high delinquency rate for FHA loans."FHA, or Federal Housing Administration, loans are designed for low-to-moderate income borrowers and require a smaller down payment when purchasing a home. The survey found 15.65 percent of FHA loans were delinquent in the second quarter of 2020. That’s the highest rate since the Mortgage Bankers Association began keeping records in 1979.The survey asks loan servicers to report any loan that is not paid back according to the terms in the agreement.The high rate of mortgage delinquencies appear to be connected with availability of jobs. The five states with the largest increases in delinquency rate were New Jersey, Nevada, New York, Florida and Hawaii; all states with a high number of leisure and hospitality jobs that are now in flux because of the COVID-19 pandemic. 1669
