The land of the free gained almost 200 new members this week in Colorado, and to say they’re excited to become new US citizens is an understatement. “It’s been a lifelong dream to become a US citizen, and it just happened,” said Katrin Redford, a new US citizen originally from Germany. “I want to get a better life here,” said Samuel Rodriguez, who came to the US from MexicoShang Wu came to the US more than 40 years ago and is finally getting his citizenship. “It feels great. It’s honored and it’s the right thing to do for me,” he said. Their excitement is a reward after what can be a long, grueling process. Some people think it takes a little too long. “We’re seeing processing times that are published by US CIS online for the Denver field office in terms of 10 and half to 22 and a half months,” said Jennifer Kain-Rios. Kain-Rios is an immigration attorney. She says processing delays are a problem and it’s been getting worse. “Over the course of the past couple years, we have definitely seen naturalization applications taking much longer than they had in the past,” said Kain-Rios. The US Commission on Civil Rights recently discovered the same thing. “The report is intended to just bring attention to this issue. Our hope is that the US Commission on Civil Rights will be able share it with Congress and other stake holders to ensure that the issue can be addressed adequately,” said Alvina Earnhart US Commission on Civil Rights, Colorado Advisory Committee. Earnhart sits on the Commission’s Colorado Advisory Committee. She says the application processing delays are more than just an inconvenience. They’re affecting people’s rights. “When we held the hearing in February, one of the panelists pointed out if an individual did not submit an application by March of this year, that there was no chance that they would be able to participate in 2020 election,” said Earnhart. As for why there’s a backlog, there’s no simple answer. The commission’s report found a handful of possible reasons that include changing policies and inadequate resources. The USCIS says the problem is simply an increase in applications. “Processing times impact people in very real ways. I think the most significant concern for many people is a desire to be able to vote,” said Kain-Rios. That desire is so strong, people were registering to vote the second the citizenship ceremony was over. “It is very important to participate, in every country you know, not just here,” said Rodriguez. US Citizen and Immigration Services, which handles citizenship applications, says they’ve brought those long wait times down. “Well the average after this month, will be just under seven months and we do have some number of outlier applications that take longer, but one the average, we’re about seven months,” said Kristie Goldinger, the Colorado District Director with US Citizenship and Immigration Services. We confirmed the new processing times on USCIS's website. But, seven and a half months is still longer than the six months it’s supposed to take. And the high end of the range is still more than a year. And that extra time puts extra stress on the people going through the process. 3207

SOPERTON, Ga. -- For Teresa Cammack, gardening is a life-long passion. “Even pulling weeds,” she said. “You know, never thought it would just be so incredible to do that.” It's incredible to her because, just one year ago, Cammack had a massive stroke. “It was absolutely terrifying,” she said. “I could feel the weakness. Honestly, I could just feel the life just kind of leaving my body.” Her sister found her lying on the bathroom floor in her home in Soperton, Georgia: population about 2,900. The closest major hospital there is about an hour and half away. With time critical to Cammack’s survival, local paramedics called for an air ambulance. “It’s all a matter of saving time,” said Rafe Waters, program director for the Air Evac Life Team based in Vidalia, Georgia. In these cases, time can be the difference between life and death for accident victims, and heart attack and stroke patients. “Time is muscle, time is brain cells and that’s the biggest advantage to this,” said flight paramedic Marshall Worth. However, a proposed bill now in the U.S. Senate – S. 1895 – could place restrictions on how much air ambulance companies can charge. The “Lower Health Care Costs Act” calls for “ending surprise ambulance bills,” whose costs can range anywhere from ,000 to ,000 and are not usually fully covered by insurance. Lower bills might sound great, but air ambulance companies said the bill would force them to charge only a median rate, which they argue is too low and would put them out of business. “The current Senate health language would cause a number of air medical bases to close and people who live in those rural areas of the United States would lose access to health care,” said Richard Sherlock, president of The Association of Air Medical Services. Already this year, 38 air medical bases have closed because of too few patients and high operating costs. They are not the only ones under financial pressure – so are rural hospitals. In Soperton, there used to be a hospital – Cammack was born in it – but it closed years ago. Hospital closures are increasingly becoming a problem for rural communities across the country. “So many people, especially in bigger cities, take for granted ‘hey, there’s a hospital that can treat me, five minutes from where this wreck was at,’ and that’s what this is for these areas,” said flight paramedic Worth. “It’s invaluable.” Johns Hopkins Carey Business School professor Ge Bai is a health policy expert and helped write the proposed Senate bill. “Good luck – you’re likely to pay a very high price for this trip,” Bai said, adding, “I think this air ambulance issue is the poster child of surprise medical billing.” Bai said patients often have no choice when it comes to using an air ambulance – and since many insurance companies don’t pay – patients can get stuck with huge bills. “These are perfect ingredients to make the patients the most delicious prey,” she said. However, air medical services believe the better solution would be to have them deal with insurance companies directly and take patients out of the middle. “We think those discussions should take place directly between the providers and insurers,” Sherlock said. Back in Georgia, Cammack said she’s just grateful she got help for her stroke in time and said everyone should hope to be as lucky. “You just don’t ever think it could happen to you,” she said, “but it can.”If you ever do end up needing an air ambulance, Bai said you should try to negotiate with the company, to see if you can get a discount on the bill. 3575

A former Disney Cruise Line employee is accused of molesting a 10-year-old boy in the children's center on board a cruise ship that sets sail from Port Miami.According to his arrest report, 24-year-old Oliver Lovatt is a youth entertainment host on the Disney Magic.The alleged victim said he was playing inside the Oceaneer Kids Lab on the ship on April 28 around 10:30 p.m.During a game that involved the 10-year-old getting blindfolded and spun around several times, Lovatt "fondled the victim's [private parts] outside of the clothing," the arrest report stated.Later, during another game, authorities said Lovatt was sitting next to the alleged victim and moved his hand toward him."The victim, in fear the defendant would fondle his [private parts] again, proceeded to cover his genital area," according to the arrest report. The Phoenix Police Department released video Wednesday of a frightening moment involving a red-light runner and a family crossing the street with a stroller.Police say the incident happened near 53rd Avenue and Indian School Road on October 14, around 10 p.m. Watch video of the incident in the player above.The family says Ulysses Betancourt, his wife Gabrielle and 1-year-old son Damian were on the way to the grocery store after riding the bus. Police say the driver who ran the red-light, 28-year-old Ernesto Otanez Oveso, was driving under the influence at the time. The driver with the right-of-way in the crash was injured, but the injuries were not life-threatening.After the crash, police say Oveso fled the scene along with a female passenger. Oveso allegedly told a witness that was following him to get away, and stabbed the car door of the witness. "He could've taken people's family members away, innocent people. Why would you do such a thing?" said Ulysses's sister, Abby Betancourt. "I'm so glad I'm going to see my brother. I love him and my sister-in-law." Oveso has been arrested and faces charges for DUI, aggravated assault and prohibited possession after a gun was found in his Jeep. The female passenger has not been located. 1263

  

Welcome to the Florida Keys, where there's crystal-clear blue waters, peachy-pink skies, and a party atmosphere fit for Jimmy Buffett. The drinks are flowing, the bands are playing, and if you had a good day, you probably have a fresh catch to filet and throw on the grill. But Captain Jerry Pope says if you dive a little deeper, you will see not everything is as perfect as it seems. “You know, the reef holds bait and it holds a lot of snappers and groupers, ballyhoos, things like that. If our ballyhoo go away, our winter time fishing is going to go to nothing,” said Pope.The keys are home to part of the Florida Reef system, the third largest reef in the world. But the reef is sick, and the tourists that bring this place to life might be part of the problem. Reef coverage, which is the part covered by actual coral instead of other organisms, declined from 33 percent in 1984 to just 6 percent in 2008. Now, the guidebook company Fodor’s included the Florida Keys Reef on its “No List” for 2020. It's an annual list of places Fodor’s recommends you avoid for a variety of reasons. It put the reef there to try to protect it. Sarah Fangman is in charge of making sure the reef doesn’t die. “We’re working really hard to make sure that visitors that do come here enjoy these resources can experience the unique marine ecosystem that we have here, but do so in a way that doesn’t harm it,” said Fangman. Experts say it’s hard to pinpoint exactly what's damaging the reef. Warming waters, sunscreen, chemical imbalance could all be to blame. Also, tourism. “The concern is additional pressures like tourism, like water quality issues, like fishing issues can cause additional challenges,” said Fangman.Divers from several organizations are working to plant new coral and applying a special solution to stop the spread of disease. If the reef does die, it could kill Sam McCroskey’s way of life, too. “We’re going to go out to the inner reef, part of the world's third-largest barrier reef system,” said McCroskey. McCroskey guides scuba divers checking out the reef. He showed us what dying coral looks like. “They talk about how fast the reef is getting destroyed,” said McCroskey. The death of this reef could kill more than the scuba business as well. “The services that these reefs provide, not only in providing habitat providing food, but providing protection are really important to those of us that live here in the Keys. And so, any threat to them, any threat at all is something that we all need to be concerned about,” said Fangman. “If we don’t have the reef out there, that’s so beautiful and that people come to see and come to enjoy, then they’re not going to come. And so this place won’t exist really without our reef,” said Pope. 2777
