SAN DIEGO (KGTV) — Police are searching for a hit-and-run suspect who drove into a woman using a motorized chair in Central San Diego.On Dec. 9, just before 4 a.m., San Diego Police say 62-year-old Gloria Williams was riding her motorized mobility device in the left lane of the 100 block of Euclid Avenue, heading northbound. It's not clear why Williams was traveling in the roadway in the Lincoln Park area.The driver of a dark-colored SUV collided into the back of Williams and continued to drive northbound, according to police. Williams died at the scene.Police said they were able to retrieve some details of the suspect's vehicle using optical sensors from nearby Smart Street Lights. The street lights also captured the suspect stopping at a nearby gas station.Gas station surveillance footage showed the suspect, a black man wearing a Pittsburgh Steelers hooded sweatshirt and checkered pants, enter the gas station using a cane.Police are now asking the public for help to identify the suspect. SAN DIEGO (KGTV) - Quiet neighborhood walks have turned disturbing for a growing number of women in Rancho Bernardo.Along Paseo Lucido, feet from a park, Lauren was walking her dog one early evening two weeks ago. She walked past the passenger side of an older, white, 2-door Toyota."The front windows were down and the seat was back ... looked over inside the car and saw he was exposing himself and touching himself," said Lauren.'He' was a large man in his 30s with short dark hair."He smiled when he saw me looking. I immediately looked away. Just very anxious and scared," said Lauren.Lauren took off for a neighbor's house. When she returned minutes later, the car was gone. About a week later - around 6:30 a.m. last Thursday - Robbie was blocks away on Avenida Venusto when a similar car, driven by a man with a similar description, pulled ahead of her and parked in a red zone."Kind of slouched back. He has his pants down, and he's actively touching himself," said Robbie.And again, the stranger met a woman's glance before driving off."And he looked up at me with a big smile on his face," said Robbie. These women aren't alone, as Lauren found out when she posted her incident on the Nextdoor app for her area."There are at least seven other women who have encountered this person in the last few months," said Lauren.In many cases, the women report the car pulling ahead and stopping. SAN DIEGO (KGTV) — New data released by the San Diego County Office of Education show three-fourths of all K-12 students in the County are now studying online and experts believe that number will increase by the start of the new year.Poway parent, Caroline Epps, told her three children recently that they would be going back to virtual learning."I could tell they were disappointed," Epps said. "It's been nice having them there even though it's been such a short time. It's going to be a little difficult having them at home the whole day again."Poway Unified is one of the few school districts that are still offering modified in-person instruction, only to elementary students. But earlier this week, the district announced they would be recommending all students to revert to distance learning after winter break."My oldest will have the most difficult time with that because her assignments are more complex," Epps said.The decision comes after another surge in COVID-19 cases. Bob Mueller with the County Office of Education says 75% of K-12 students are now learning remotely, up from 68% last month."We are seeing the impact of gatherings for Thanksgiving," Mueller said. "It's likely that we will see the surge deepen for a time as we feel the impact of gatherings for the December holidays."School staff getting sick or having to quarantine are resulting in a serious staffing shortage."We are seeing unprecedented demand for substitutes," Mueller said. We need more people to work in those roles than we've ever needed before."Epps says while it is not ideal, she understands the situation. So she and her children will have to adapt and overcome."I don't think anyone wants the school year to be the way it has been," Epps said. SAN DIEGO (KGTV) -- Portions of San Diego County are gearing up for more dry, windy weather as a red flag warning and potential power outages loom.According to the National Weather Service, the warning goes into effect from 4 a.m. Monday through 10 p.m. Tuesday for the mountains and valleys.The agency says east winds of 20 to 30 miles per hour are expected, with gusts up to 50 miles per hour and isolated gusts up to 60 miles per hour.RELATED: Check your local forecastHumidity will also be low, with values around 10%, the agency said Sunday.“Any fires that develop will spread rapidly. SAN DIEGO (KGTV) -- More rolling power outages are expected across San Diego as an intense heatwave bakes the county.SDG&E warned Monday that more rotating outages are likely across the region for the next few days."We certainly understand it's a pandemic and everyone is at home right now. We're working from home and schooling from home, and we totally get that, but everything we can possibly do to conserve any ounce of energy is going to help the collective right now," said Denice Menard communications manager for SDG&E.The California Independent System Operator runs the majority of the state's grid. The non-profit says the outages are necessary due to increased demand from the scorching temperatures, but some industry experts disagree."Asleep at the wheel might be a thought that comes to mind," said Bill Powers, Principal of Powers Engineering. Powers has worked on electrical systems for decades, and he's also testified as an expert on energy matters.Powers said there was nothing unusual about the heat."Those of us that watch this on a daily basis knew that Friday was a hot day, but it wasn't an atypical hot day. There was nothing special about Friday's temperature or electrical demand in terms of what we are capable of handling," said Powers.The last time California had rolling blackouts was in 2001. Powers believes the outages have more to do with how the power is managed rather than how much is available."That's due to their whole format where they determine who has the cheapest power in this moment, and then we will let that operate.If you have some units that take awhile to come up to speed that are higher cost, the system doesn't really work that well for that," said Powers.California's governor also called the outages unacceptable and promised a swift investigation."If they start operating the grid with a little bit of practical wisdom, they're not going to be any more blackouts.
