(KGTV) — A rapidly-spreading wildfire tore through thousands of acres in Northern California Thursday, as strong winds and low humidity brought a red flag warning to the region.The Camp Fire sparked at about 6:30 a.m. in the Pulga area, near Paradise, Calif., in Butte County. Within a few hours, the blaze had charred at least 5,000 acres.By 7 p.m. Thursday, the fire had reached 20,000 acres. Lt. Gov. Gavin Newsom, who is currently acting governor with Gov. (KGTV) — As demonstrations around the country call for police reforms, demands for cities to "defund the police" have increased.But what does that really mean? Is it a reduction in funding or eliminating departments? So far, the calls have included both."There are some advocates who would like to see a police-free environment in a lot of cities," Scripps National Political Editor Joe St. George tells 10News' Jon Horn. "Now for some people that is a terrifying thought. Police help prevent theft, they prevent violent crime. So it is something that is certainly going to be a hotly contested political issue."RELATED: San Diego City Council approves budget, adds Office on Race & EquitySt. George added that both Republican President Donald Trump and Democratic nominee Joe Biden have both said they do not support calls to "defund the police," so the issue may fall on local cities.Policy proposals are still in the early stages. Supporters of the movement say they'd like to see less patrolling and reaction to major needs. But critics say patrolling helps prevent crimes from happening.If budget reductions are in the mix, depending on the amount, departments can either expect layoffs or a shift in priorities, according to St. George."If you're talking millions of dollars worth of cuts to a police department, there will have to be layoffs. If you're talking a couple hundred thousand, perhaps they would shift priorities from one program to another," St. George says.In San Diego, locals voiced their calls for decreasing the police department's budget for the 2021 fiscal year. City leaders voted Monday to approve the budget, which will increase SDPD's budget to 6 million.In contrast, Minneapolis' City Council has voiced intentions to disband the local department, calling their current department unreformable. "Right now, we don't have that because over half of our budgets, the discretionary funds go to law enforcement and policing."One thing that is likely, whether it be budget or policy changes, is that no two cities can expect to see the same response."Every city is going to be different. Butler is a code compliance officer for San Diego Fire-Rescue and makes sure brush surrounding homes is not out of control. “It’s the hillside we’re really concerned about, the canyon rim location,” Butler said. It is Wildfire Awareness Week in California. Assistant Fire Marshal Eddie Villavicencio said approximately 40,500 homes in San Diego are canyon rim properties, next to native or naturalized vegetation. Fortunately, it usually does not have to go that far. “People are more proactive and more willing to create that proper defensible space,” Villavicencio said. However, there are challenges including a lack of staffing. Villavicencio said they do not visit as many homes as they would like to per year. That is all the more reason to do your part. “That’s the intent of the defensible space. It’s keeping small fires small, it’s giving fire operations time to respond to the fire and the space to fight the fire,” Villavicencio said. 2472

(KGTV) - In her new book, Elizabeth Smart says the man who kidnapped her also tried to kidnap a girl in El Cajon by posing as Mormon and befriending the girl’s family, according to People Magazine.Smart detailed Brian David Mitchell’s alleged plan in When There’s Hope: Healing, Moving Forward, and Never Giving Up. The book includes information about Smart’s abduction in 2002, when she was 14 years old. Smart was held captive by Mitchell and Wanda Barzee for nine months.Before Smart’s kidnapping, Mitchell deliberately went to a Mormon church in East County to find a girl to victimize, Smart wrote.
