SAN DIEGO (KGTV) - Point Loma neighbors say a completed Navy fuel pipeline project has been tearing up their road for years. The work to replace the 17-mile-long Navy-owned Miramar pipeline is finished along Rosecrans Street between Talbot Street and Naval Base Point Loma. However, residents told 10News parts of the repaved street are failing. “I would love to see it finally repaired correctly so it doesn't fail in six months, which is what has happened multiple times,” said La Playa resident Ben Bensoul. Bensoul said contractors were supposed to finish the Talbot Street stretch of road last week but there is no sign of the workers. “They picked up their signs and left,” he said. Bensoul said traffic snarls are common, along with safety concerns for bicyclists and people on scooters. “I’ve actually memorized where all the holes were and was able to avoid half driving home. Now it's impossible,” said Bensoul. The Miramar pipeline provides fuel for ships and aircraft. 10News reached out to the Navy for comment. "Roadwork on Rosecrans Street began September 23rd with removal of failed slurry seal and was scheduled to be finished with the new slurry seal on 28 September. During this process, concrete was discovered under the asphalt, which causes adhesion problems. The contractor is currently working with the City of San Diego, however, due to the underlying condition of the road, this requires additional investigation and discussion to achieve an effective long-term solution. SAN DIEGO (KGTV) -- One person was killed and three others were injured in an early Saturday morning crash involving two cars along the southbound lanes of SR-163 in Balboa Park.The incident happened around 2:30 a.m. on the Cabrillo Highway just south of the Quince Street overpass, according to the California Highway Patrol.The driver of a Lexus sedan rear-ended a Mazda sedan sending both cars off the highway. One of the vehicles tumbled down an embankment into a drainage ditch.The Madza was carrying two rideshare passengers in the rear seats, according to CHP. One of the passengers was pronounced dead at the scene, according to CHP. The other rear passenger was ejected out of the car causing the victim to suffer major injuries.Drivers of both vehicles are being treated for injuries.Investigators are working to determine the cause of the accident. It is unknown at this time if alcohol or drugs were a factor in the crash.All southbound lanes were temporarily shut down. SAN DIEGO (KGTV) -- Police Monday arrested a suspect they say beat a 72-year-old man with a crowbar during a carjacking. Police say Daniel Dubois, 33, was arrested for the incident. According to police, the incident happened on the 5000 block of Kesling Street in Clairemont Mesa East around 9:47 a.m. Monday. Police say the 72-year-old drove up to his home only to find a man trying to break into his garage with a crowbar. RELATED: Robbers beat, rob 87-year-old Clairemont man during home invasion, police sayWhen the man tried to confront the suspect, police say the suspect attacked the 72-year-old with the crowbar before driving away with his Toyota Sienna. Police say the victim suffered major head injuries in the attack. The incident happened less than a week after an 87-year-old man was beaten by three men who broke into his Clairemont home. The victim in that attack says he was working on a ceiling fan with the door open when the suspects stormed in. 974

SAN DIEGO (KGTV) — Murder during rape is a special circumstance, meaning no bail for the man accused of killing an elderly woman in her Normal Heights home in 1987.Kevin Ford, 62, didn’t have much to say in court Tuesday, charged with the murder and rape of 79-year-old Grace Hayden. Some advances in technology and persistent police work helping make today happen after three decades.The video remains just as chilling today as it was 31 years ago. Hayden's body was wheeled out of her home. Her neighbor told 10News reporter Steve Fiorina back then, that she was a friendly neighbor."She was loveable, friendly, never bothered, as far as I know, anyone," the neighbor said."Never went out because she was something like handicapped. She was a nice lady," another neighbor said.The case went cold until a single fingerprint found on Hayden’s stove. And some hard work led investigators to an arrest in North Carolina.San Diego DA investigator Tony Johnson was reviewing the unsolved case when he found that fingerprint. He submitted it to a national database and got a hit from a 20-15 warrant out of North Carolina.Three years ago he talked with KPBS saying, “a case goes cold primarily when the initial team that’s investigating the case has run out of leads.”Ford was extradited to San Diego. Tuesday, he was arraigned before a judge. A public defender said ford denies all charges.Ford is due back in court on Aug. 7. 1460
