On April 7, 1933, the Cullen-Harrison Act, signed by President Franklin Roosevelt, went into effect. SAN DIEGO (KGTV) - San Diego and National City Police detained three people and sought a fourth Friday at a South Bay home where a neighbor said shots were fired.The incident started Friday about 5 p.m. at Alpha and 47th streets in National City. A woman who lives near the home told 10News she heard gunfire. A 10News crew on the scene saw a man and woman leave the home with their hands raised. Police said three people were detained for questioning. Officers were searching for a fourth person in relation to the incident.There were no reports of injuries. 10News is monitoring breaking developments. 611

Military base commuters can choose their carpool companion by searching through profiles to find travelers who live near them and work on base. Those who want to drive can use the app to offer rides and receive $.54 per mile for gas.“The San Diego region is home to one of the largest military populations in the nation. SAN DIEGO (KGTV) - San Diego is facing an Excessive Heat Warning Friday through Monday night, affecting businesses working outdoors and families working and teaching from home.The state issued a Flex Alert for Friday from 3 p.m. to 10 p.m. to relieve the power grid. Californians are encouraged to use major appliances before 3 p.m., turn off lights, and set the air conditioning to 78 degrees or higher.Many San Diegans escaped the heat by heading to the bay where temperatures were much cooler.RELATED: Stretch of scorching heat begins in San Diego County"I'm getting ready to get in the water with my kayak," Diane Valdez said. SAN DIEGO (KGTV) — San Diego Police are searching for an 18-year-old at-risk woman who disappeared from her Barrio Logan home on Sunday.Police say Kaedyn Carmon was last seen leaving her home at about 5:50 p.m. She left on foot in an unknown direction after an argument.Carmon is diagnosed with Autism with the mental capacity of a 9- to 11-year-old, police added.She's described as a black/white female with black hair and brown eyes, and about 5-feet, 3-inches tall and 260 pounds. She was last seen wearing a maroon tank top shirt, pink shorts, and pink Croc shoes.Any with information on Carmon's whereabouts is asked to call SDPD at 619-531-2000. 659
