SAN DIEGO (KGTV) — Heartwrentching video of a humpback whale tangled in fishing net off of San Diego's coast prompted wildlife experts to react quickly.But the whale's condition is unknown after rescue crews were unable to help the animal.The video was captured Friday by Domenic Biagini, owner and captain of Gone Whale Watching San Diego. What appeared to be another spectacular whale sighting turned into heartbreak."We got really excited because we saw these giant splashes," Biagini told 10News' Amanda Brandeis. But SeaWorld said the whale was swimming too fast for them to continue rescue efforts."15,000 pound animal jumping out of the water next to a small boat that they're trying to use to rescue it is extremely dangerous, " said Biagini.Now the hope is agencies further north are able to find the whale to make sure it is freed from the netting.The face of the 30-foot whale appeared to be tangled in green fishing net. The netting was a drift gill net, which hangs vertically in the water and could measure up to a mile long.RELATED: Boaters warned to watch out for newborn gray whales during late migration"They are notorious for being dolphin, whale, and sea lion killers," Biagini said.Biagini said at one point, another humpback whale arrived and swam by the tangled whale."To see something that graceful, that gentle, that harmless go through something like this that's 100 percent caused by us, there's no debate on it. It's maddening," says Biagini. "For me. that's when I really started to get emotional because these are very sentient animals that do feel a wide range of emotions."This season, boaters are already being warned to watch out for newborn gray whales making their way from Alaska to Baja, Mexico. Biagini says some adult gray whales may give birth during the trek south because of the late migration. 2028

SAN DIEGO (KGTV) - Dockless scooter users can now ride without a helmet as long as they are over the age of 18. A new law signed by Governor Jerry Brown went into effect January 1 lifting the helmet requirement for adult scooter users. AB 2989 removes the mandate for riders of motorized scooters to wear a bicycle helmet as long they are older than 18. It also forbids riding a motorized scooter on highways with a speed limit greater than 25 mph and roads with a speed limit greater than 35 mph, unless there is a marked bikeway. DUI laws still apply to scooter users and riders must have a valid driver’s license or permit. Helmets are required for those under the age of 18. People can still be cited for lying the scooter down on a sidewalk to impede traffic or riding scooter with a passenger. 807

SAN DIEGO (KGTV) -- From across the country to here in San Diego, there is no denying racial tensions between law enforcement and some communities. Locally, San Diego County has seen protests over officer-involved shootings and deaths of people in police custody. The 2016 shooting of Ugandan immigrant Alfred Olango sparked protests throughout El Cajon. Olango’s sister called 911 to report that her brother was displaying erratic behavior. Olango pulled something out of his pocket officers believed was a gun and, according to police, he assumed “what appeared to be a shooting stance.” Officer Richard Gonsalves fired his gun at least four times, killing Olango. Earlier this year, a jury in a separate civil suit found the officer acted reasonably.In National City, the death of Earl McNeil in 2018 sparked questions from his family and protests at city council meetings. McNeil, who had mental illness, went to the National City Police station seeking help, according to his family. Police said when he went to the station, he was making paranoid, threatening and irrational statements. Police say he told them he was in possession of a controlled substance. A statement from National City police said he was transported to County Jail for processing and exhibited signs of medical distress. According to his family, he suffered brain and nerve damage that led to his placement in a coma. He was pronounced dead June 11, 2018.Bishop Cornelius Bowser is a former gang member who grew up in San Diego. “I was up to no good every day,” he said. He turned his life around and is now a local activist, vocal about what he calls inequities in policing. That includes overpolicing, with more negative than positive interactions.“What I mean by being overpoliced is that the community is saturated with law enforcement. They’re looking specifically for specific people. When a black person, just by being black and young, that makes me a criminal. That makes me a threat,” Bowser said. He feels there is a lack of community policing, which is commonly defined as the use of partnerships and problem-solving techniques to proactively address concerns. “The culture has to be changed, the way [police] come into our community—they have to build those relationships. And they have to be here long enough,” Bowser said.The District Attorney's Office analyzed officer-involved shootings over the past 25 years. SAN DIEGO (KGTV) - Five people who witnessed a potentially deadly situation were honored by the California Highway Patrol Friday to taking action that helped save a man's life.Dennis McNea is a driver for the Freeway Service Patrol. His job is to help stranded motorists. But Nov. 13, 2019, he was driving on State Route 94 when he suffered a medical emergency. "Almost hit me," said witness Gina de la Torre, a Navy sailor who was on her way home at the time. "And as I saw him, he was hitting the highway barrier and I noticed that he was slumped over in his car."RELATED: Community helps man devoted to keeping park cleanAnother witness, Alberto Robles, used his own truck to make contact with McNea's, slowing them both down to a stop. The other four, including de la Torre, stopped to help. "They just kind of stopped and looked at me like, 'What do we do?'" she told 10News. "So that's when I was like, okay, keep calm and just do whatever you have to do."They performed CPR until medics arrived. "I don't remember what happened to me at all," McNea said. "I woke up in the hospital a couple of days later. "A million thanks is not enough. They gave me a lottery ticket. They gave me life.
