SAN DIEGO (KGTV) - Starbucks customers are noticing a difference since employees were notified Friday of a revised customer policy, acknowledging "any person who enters our spaces, including patios, cafes and restrooms, regardless of whether they make a purchase, is considered a customer."This comes a month after two men were arrested in a?Philadelphia store, sparking national outrage."They're trying to make sure they fix the problem and everything and keep everything straight because they're not trying to be racist, I think," Customer Maurice Howard said.Every customer who spoke with 10News Sunday said they were happy to hear about the revised policy, hoping what happened in Philadelphia will never recur.Customer Francisco Ruiz said the coffee shops provide a service for the community, a notion echoed by the company's vision to create a "third place between work and home."It's no secret students see Starbucks as a study sanctuary. Others, like Yvonne Pardo, conduct business at some of the chains out of convenience."I'm a hiring manager for a local business and I do my interviews at Starbucks," Pardo said.When she learned of the arrest in Philadelphia, she still came in to conduct interviews, but didn't buy anything to see what would happen."Obviously I was impressed at the fact that I wasn't asked to leave, and I was there for four hours one time... Knowing that they changed their policy, I'll probably be more likely to be a patron again," she said.The new policy, meant to be more inclusive, could be abused."I was at Starbucks yesterday and there was a loiterer and I thought about that and I was like, now they probably can't ask this person to leave, and he was sleeping," Pardo said the person was homeless."You got a lot of people who want to kick it and chill and stuff like that so it'll probably be overcrowded, a little bit bad for business," Howard said.The new policy does address disruptive behavior instructing employees to call 9-1-1 and follow procedures to bar a customer from the chain if necessary.The complete revised Starbucks policy is online. 2168

SAN DIEGO (KGTV) — Small businesses trying to stay afloat amid coronavirus restrictions can apply for up to million in forgivable low-interest loans to help them get by. The Federal Small Business Administration has opened its application site for businesses with fewer than 500 employees to apply for the loans, which would have an interest rate of no more than 4 percent. The loans are part of the stimulus package Congress and the President authorized last week. They are meant to help small businesses maintain payroll and meet essential obligations like rent, mortgages and utilities at a time social distancing has eliminated most consumer spending. "Forgiveness will be reduced if full-time headcount declines, or if salaries and wages decrease."Kelly DuFord Williams, a managing partner at Slate Law Group, says this is an unprecedented opportunity for small businesses, given the low interest loan offer and six months of deferred payments. SAN DIEGO (KGTV) -- Some Point Loma Nazarene University students have been told to shelter in place after a cluster of students tested positive for coronavirus.The university says it’s seen an increase of 12 cases. According to the school, 50 students were identified as close contacts.“A cluster of cases and potential exposures have been identified in the following dorm floors:Klassen Hall - 3rd North: three positive cases in isolation Hendricks Hall - 1st South: four positive cases in isolation Young Hall - 4th Floor: three positive cases in isolation Per university protocol, these positive cases are already in isolation in specific university housing outside of the potentially impacted floors,” the school said.The university says it is also monitoring two unrelated cases in Nease Hall.Read the full letter from the school below: 849

SAN DIEGO (KGTV) -- State lawmakers approved funding to hire an additional 230 employees for California DMVs. The decision comes on the same day they shut down a proposal to audit long wait times at offices throughout the state. DMV officials say they've seen a surge in demand at offices from people getting the new REAL ID License, which you can't do by mail or online. State Assemblymember Phil Ting is spearheading an effort to shorten the wait. He says wait times at some offices were up to seven hours. "We've identified some technological fixes so that people can enter the information," said Ting. "There would be less clerical work."In July, lawmakers added an extra million to the DMV budget. The extra funding would allow them to hire 500 more employees, offer Saturday services and upgrades to some self-service kiosks. Assemblymember Ting got onboard when he had to go to the DMV in San Francisco and saw the line wrapped around the block. "It looked like people were waiting in line for a rock concert," said Ting. "Not for their driver's license."He says another problem was that people were waiting too long to renew.  "People couldn't get appointments before their licenses were expiring," said Ting. "We're asking to send those notices out much further in advance."DMV officials are also rolling out new programs like text message notifications and expanding self-service terminals to 50 grocery stores later this year. Drivers who want to get a REAL ID would still have to go into an office. DMV officials say you can expect to see reduced wait times by the middle of September, but they don't expect what they call "reasonable" wait times until December. SAN DIEGO (KGTV) - Starting Sunday night and going until May 30, construction crews will close either northbound or southbound lanes of I-5 overnight to begin construction of the Mid-Coast Trolley.Drivers will see heavy equipment and machinery on the freeway, and residents can expect to hear loud construction noise during the closures.The project will start with a large support column for the trolley bridge in the freeway center divider.The trolley is being built to extend the Blue Line eleven miles north from the Old Town Transit Center to University City, running through Mission Bay Park, the VA Medical Center, UC San Diego and Westfield University Town Center Mall.The Mid-Coast Trolley is expected to start running in fall 2021. 748
