SAN DIEGO (KGTV) -- People in the South Bay are still angry about a point-and-reward system for drug arrests that police say was never officially implemented.Team 10 broke the story last week, when an officer shared an email detailing the program."It's completely everything that we are against as law enforcement officers," said the whistleblower, who asked to hide his identity for fear of retaliation.READ: San Diego Police Chief launches internal investigation into "rewards for arrests" emailThe program offered points for different kinds of drug-related arrests in San Diego's South Bay. Whichever officers got the most points would be rewarded with better assignments.Activists in the South Bay say a program like that would unfairly target low-income communities, which already have large drug problems.They also say it shows there are still culture problems within the San Diego Police Department, incentivizing officers to discriminate."We don't want them here," says protest organizer Tasha Williamson. "We don't want them patrolling, we don't want them supervising, we don't want them to have any authority over people. We're all human beings and we want to be treated as such."But new Police Chief David Nisleit says the program never went into effect. He told reporters Friday that the email went out by mistake and was retracted within days."I can tell you right now this program was never authorized. Nor was it ever implemented," he said. SAN DIEGO (KGTV) – Monday afternoon, the San Diego City Council rescinded regulations on short-term rentals in an 8-1 vote. On Aug. 1, the council voted 6-2 in favor of rules to regulate short-term vacation rentals in San Diego. The regulations were set to take effect in July 2019. These regulations limited the rentals to primary residences, which would force some investors or owners of more than one home to sell their properties or rent them out long-term.City Councilwoman Lorie Zapf was Monday’s lone vote against the repeal.The group Share San Diego called Monday's vote "an important step towards fair and effective short-term rental regulations." 690

SAN DIEGO (KGTV) – Police arrested a man suspected of assaulting multiple people as he tried to steal their vehicles in the Bay Terraces area.Police reported at around 5:30 p.m. Tuesday at a red light on Woodman Street and Paradise Hills Road.Police said the unidentified man tried to carjack five people at the red light before being arrested.One of the victims suffered non-life threatening injuries, according to police. SAN DIEGO (KGTV) - Most San Diego voters support a sales tax for public transit improvements, according to a study commissioned by the Metropolitan Transit System and the San Diego Association of Governments. Poll results released Wednesday show more than two-thirds of voters are in favor of a dedicated half-cent sales tax measure to raise revenue for new projects, FM3 Research reported. The City of San Diego’s current sales tax is 7.75 percent. 44 percent of those surveyed said they were “definitely yes” in favor of the sales tax measure. 23 percent voted “probably yes”. 19 percent said they were “definitely no” on a tax hike increase, according to the study.The poll results are the first step in a discussion between transit officials and the public that are expected to take place through the end of 2019. MTS will review public input and propose a spending and financing plan. “We have significant public interest in bringing fast, safe, reliable public transit to San Diego and the region,” said San Diego County Supervisor and MTS Board Member Nathan Fletcher. “It is time to reimagine how our region moves by working together to create a transit strategy that connects our communities, reduces congestion, provides more transportation options and builds the foundation for a cleaner, greener, more sustainable future. We have a lot of work to do, but we are encouraged by the results.” Transit upgrades and additions could include new trolley and bus routes, and safety enhancements, MTS officials said. “We are taking the next steps to creating a shared vision of the San Diego we want to see and this includes real choices in how residents move throughout their day,” said MTS Board Chair and San Diego City Council President Georgette Gómez. “We must be intentional and inclusive. SAN DIEGO (KGTV) - New numbers show just how quickly housing has become unaffordable in San Diego county.Housing received a thumbs-down because the Housing Affordability Index for San Diego County decreased from 26% in December 2017 to 24% in December 2018. In 2012, more than 45% of county residents could buy a median-priced home.The report on housing affordability was part of the annual Quality of Life Dashboard released by the Equinox Project, The Nonprofit Institute at University of San Diego. The renters' situation isn't much better. According to the U.S. Census Bureau, in San Diego County, 57% of people pay more than 30% of their income on rent. San Diego, Orange and Los Angeles counties have the highest proportion of people paying over 30% of their income on rent.DeBenedict says add it all up, and it hurts locals employers trying attract and keep talent.
