SAN DIEGO (KGTV) — It’s something that has never happened before and could have long-lasting political impacts.Experts are projecting California will lose at least one congressional seat, and possibly two, once the 2020 Census numbers are finalized. The Census officially ended last week.If the outside projections are correct, it would be the first time ever that California’s political voice will shrink, and San Diego County is one of the most likely regions to have its representation diminish, according to Douglas Johnson, a researcher at the Rose Institute at Claremont McKenna College.Fewer House seats will affect all Californians, Johnson said, when big issues go before Congress.“That would mean we have two less votes in D.C. when there are votes on which state should get transportation dollars or what should be water policy or anything like that,” Johnson said.It also means California could drop from 55 votes to 53 in the Electoral College, giving the Golden State less influence in future presidential elections.When the squiggly congressional maps get redrawn, Johnson says it’s easy to predict which region will lose the first House seat: eastern Los Angeles County.“We can see that area is way short of the population for where it should be to justify the number of seats it has,” he said.Predicting the second seat on the hypothetical chopping block is trickier, he said.It could get carved out of the agriculture-rich Central Valley. But Johnson thinks the more likely scenario is that a seat in Northern San Diego County could be absorbed, in an area covering Solana Beach, Vista, Carlsbad, Oceanside and into southern Orange County.“The district in the middle is the 49th, and so it's the most likely to get squeezed,” he said.Ultimately, it will be up to the California Citizens Redistricting Commission to redraw the lines, a group created in 2010.They come up with crazy shapes because each district must have an equal population -- within one person -- based on interpretation from the Supreme Court. There are also federal requirements under the Voting Rights Act to group minorities together to ensure they have representation.Congressman Mike Levin (D-San Juan Capistrano) represents the 49th District.“It's far too early to discuss any changes to the District,” Levin said in a statement.There are still many unknowns. The latest data, from a company called ESRI, came from before the pandemic and showed California holding on to the second seat by a margin of less than 3,300 people.“Keep in mind, talking about 3,000 people in the context of a 40-million population estimate is a tiny, tiny fraction,” Johnson said. “The slightest undercount from the Census could trip us into losing that second seat.”The two states in line to take the seat are Arizona and Minnesota.Johnson said it’s hard to gauge how the pandemic could affect the count because the Census is a zero-sum game: it only matters if states are affected disproportionately.Both California and Arizona have similar “hard to reach” demographic groups, but Minnesota does not.“That's actually why I think Minnesota is a bigger threat to take our seat,” Johnson said.Minnesota had the highest self-response rate in the country, meaning Census workers had fewer people to find through follow-up efforts.California’s new Congressional districts will be in place for the elections in 2022. 3389

SAN DIEGO (KGTV) - It is Tax Day, and if you’re like most Californians, you’re probably wondering what happened to the nice refund you’re used to getting. Or worse, you owe the government this year. So how do you Make it in San Diego on Tax Day? We found an expert who can help.It's the worst sticker shock imaginable. You're used to a little something back from the government every year in the form of a refund, but suddenly you find yourself with a hefty bill. And the feds don't look kindly on late payments."I always tell people: if you owe money, the first step is don't panic," says Ariel Jurow-Kleiman an Assistant Professor of Law at the University of San Diego. Jurow-Kleiman should know. She's helped people in this situation many times before as a tax attorney and now teaches tax law at USD. Here's the problem."The Federal tax laws were changed in a way that will dramatically affect California residents," explains Professor Kleiman.And that's probably what hit you, too. Many itemized deductions you used to get were either tossed out or capped. "It used to be you could deduct all of your state income taxes," adds Jurow-Kleiman.Now those California income taxes are capped at ,000. And your house, the interest on the mortgage was capped too - double whammy. So, if you owe, here's the first step: do not put off filing. "Absolutely, it is so important to file your taxes on time even if you think you're going to owe," says Professor Kleiman, emphasizing the point. There are penalties for filing late: 5% of your tax liability and up to a maximum of 25%. So, let's say you owe 00 and didn't file for a month, that alone will cost you at least an extra . So, file right away, and pay what you can now."There is interest, it fluctuates, right now it's 6%. It compounds daily so every day, every week that you owe there is a little bit more interest that's added on," warns Jurow-Kleiman.That compound interest can accrue quickly but Professor Kleiman says there are options. You could file for an extension and pay the full amount later. Or you could work out an installment agreement but know some fees could be tacked on. In some cases, paying off your taxes with a credit card could be cheaper than the interest from the government."If you're considering owing money to the government versus owing money to a private lender,” adds Professor Kleiman, “It's very often better to borrow money from a private lender and pay your taxes."However, Professor Kleiman adds that’s not always the case. She advises avoiding payday lenders or someone who charges very high-interest rates. SAN DIEGO (KGTV) — Military families say the squalid living conditions detailed in a new report by the Military Family Advisory Network released Wednesday don't fully portray their struggle.In Murphy Canyon, the issues range from mice, to dry rot to rust. Shelby Stevens' husband is in the Navy, and they've been stationed in San Diego for three years. On the porch she pointed out what looked like half painted pergolas and said they were full of dry rot. Inside there is no microwave, and the kitchen was much the same as it was originally in the 1990's. "We've got ant problems, roaches, mice," Stevens showed 10News her shed in the back yard. Inside there's half a dozen mice traps, with little black dots covering the floor. Stevens says those are mice droppings.On her phone, an image of a dead mouse, she said her dog killed. These issues echoed throughout the military community.A woman who didn't wish to be identified, for fear of retaliation, said her closet door had loose rusted screws she had to keep out of her toddlers' reach. She said the repair work on a clogged toilet was shoddy, saying the men left mold, and poop around the base of the toilet.The new report by the Military Family Advisory Network breaks down the problems renters face by base. For San Diego military families, the top two issues are maintenance and mold."We absolutely know that the nearly 17,000 who responded to our questionnaire, this is their reality," Shannon Razsadin, Executive Director of MFAN, said.The survey went out last January and ran for a week. Razsadin hopes the report gives military families a tool to create change.The military moms who spoke with 10News say it's not a complete picture of what they're dealing with. Stevens said 17,000 people across the country is a very small part of the military community as a whole. She said in the last several months their service has declined."We've had no shows from maintenance men, we've had no shows from contractors who are scheduled to come out to my house, no show, no call. SAN DIEGO (KGTV) -- Major changes are proposed to an exemption in state law that allows for a person under 21 to buy an assault-style rifle with a state-issued hunting license.The senator pushing behind the legislation also says he could author bring about more changes next year, including addressing an issue 10News uncovered in the wake of the Poway synagogue shooting in April. On Jan. 1, the state of California raised the legal age to buy all firearms - including long-guns - to 21. There were, however, exceptions for those over 18 who are military, law enforcement, or possess a valid, state-issued hunting license. Accused Poway synagogue shooter John Earnest, 19, purchased an AR-15 style weapon from a dealer in San Diego. State Sen. Anthony Portantino, a Democrat from the Los Angeles area, has amended current legislation, Senate Bill 61, to eliminate the hunting license exemption for "semiautomatic center-fire" rifles for those under 21."This is the weapon of choice that is finding itself into the wrong hands and, frankly, killing children,” Portantino said in an interview. "From our perspective we want to make sure we have a bill that gets signed into law that solves a problem.” Gov. Gavin Newsom has expressed support for this change.Portantino also said he would continue to seek out changes during next year's legislative. That includes potentially installing better verification practices when it comes to exemptions. That's because Earnest, a college student, did not have a valid hunting license when he purchased the firearm allegedly used in the attack, Fish and Wildlife has confirmed. 10News reported that under current law, the Justice Department leaves the responsibility to individual gun shops to verify hunting licenses. It does not verify them again with state Fish and Wildlife during the 10-day mandatory background check. Portantino said this is on his radar for the 2020 session. "This issue certainly highlights these legitimate questions," he said. "So yes that’s one of the things we’re looking into for next year is ensuring that when you collect data you want to make sure it’s used for the right purpose. We're definitely looking to make that system better without a doubt."The gun dealer, San Diego Guns, has insisted it did everything properly in the transaction. Earnest is accused of fatally shooting Chabad of Poway congregant Lori Kaye and injuring three others on April 27. He is now facing more than 100 federal hate crime charges. 2496
