CAMP PENDLETON, Calif. (KGTV) — A large plume of smoke could be seen over Camp Pendleton on Wednesday, as fire crews battled the De Luz Fire.The fire was reported just before 1:30 p.m. on the west side of De Luz Road, according to Camp Pendleton officials. It wasn't clear how large the fire was at the time, but officials say there was a threat to structures and precautionary evacuations were taking place for De Luz Housing and surrounding buildings, including the CDC, school, and NCIS locations. An evacuation location was set up at Paige Field House.Just before 2:30 p.m., officials said the fire's forward progress had been stopped.Officials cautioned that smoke can be seen in the surrounding area.10News is monitoring this breaking news. 754

(KGTV) - On Thursday, police reform activists gathered outside the Carlsbad Police Department to publicly discuss their recent meeting with police over last month's controversial arrest and Taser incident with Marcel Cox-Harshaw, an African American man."We're satisfied with the fact that they met us but we're not overall satisfied until we see results," said Yusef Miller with the North County Civil Liberties Coalition.Sheila Kenny with Indivisible49 told reporters, "Citizens of North County want to express their concerns about the possibility of future incidents reoccurring if the police department does not make some changes."RELATED: Activists to demand changes within Carlsbad Police Department after controversial arrestRobert Jenkins with the North County NAACP added, "We feel in this time of heightened police brutality and racial injustices among people of color, specifically African American men, that racial bias training should be more frequent."Witness video shows officers using a Taser on Harshaw and pressing his head into the pavement. CALEXICO, Calif. (KGTV) - Twenty-nine migrants were processed at the Calexico Port of Entry after non-profits say they were separated from their children and deported.Sandra Cordero, Director at Families Belong Together, said 27 children ages 5 to 15 have been separated from their parents. Some for more than a year. Cordero said the parents came from Central America, including Guatemala, Honduras and El Salvador.Together Rising and Al Otro Lado raised money to fly the parents to Tijuana. Cordero said they stayed in Tijuana for two weeks preparing to go to the Calexico Port of Entry. Cordero said they presented themselves Saturday morning and U.S. Customs and Border Protection told them the detention center was at capacity.While waiting, Cordero shared some of the parents' stories, "he was trying to prepare his son because he knew they would be separated but he couldn't find the words or the feeling of how he was going to tell him that," Speaking about a man named Jose from Guatemala. He stood beside her while she spoke and wiped away tears. After 10 hours, the parents were brought in to process their asylum requests."We just found out that they're going to accept five families at a time and they're letting them all in, so thank you thank you thank you," Amanda Doyle, Vice President of Together Rising, said tearfully."I think it was really us, our presence here, and the presence of all of our supporters online, calling tweeting, pressuring, we're so lucky to have all these supporters that made today happen," Cordero said.Cordero said they would be back Sunday to ensure the parents were being processed quickly so they may be connected with their U.S. sponsors and ultimately reunited with their children. Cordero said they have lawyers who know where the children are and going through procedures to ensure they can be released to their parents. 1879

  

Chad Daybell, the husband of a woman whose children have been missing since September, appeared in court on Wednesday after two sets of human remains were found on his property.During Wednesday's court appearance, prosecutor Rob Wood said the remains were those of 7-year-old Joshua "JJ" Vallow and 17-year-old Tylee Ryan, both of whom have been missing since September.Kay Woodcock, JJ's grandmother, also confirmed to East Idaho News that one set of the remains are those of her grandson's.Police have not yet publicly confirmed the identity of the remains.Daybell faces two counts of evidence destruction, alteration or concealment. His bail was set at million. Should Daybell make bail, he will be required to stay in certain parts of Idaho and will wear an ankle monitor. He also cannot have contact with the families of the victims. Daybell was arrested Tuesday shortly after police served a search warrant on his home in Idaho. Two criminal complaints allege Daybell willfully concealed or aided and abetted in the willful concealment of human remains, "knowing that said human remains were about to be produced, used and/or discovered as evidence in a felony proceeding, inquiry and/or investigation authorized by law, with the intent to prevent it from being so produced, used and/or discovered."Daybell is married to Lori Vallow, the mother of JJ and Tylee. She was arrested in Hawaii in connection with her children's disappearance on Feb. 20 and was extradited back to Idaho. She remained jailed despite several attempts to lower her bond.JJ and Tylee went missing in September, shortly after Daybell and Vallow married. Daybell's former wife, Tammy, died of what was believed to be natural causes shortly before Daybell and Vallow married.
