DETROIT — Kia is recalling nearly 295,000 vehicles in the U.S. because the engines can stall or catch fire. The recall comes a week after Kia and affiliated Korean automaker Hyundai were fined by the U.S. government for allegedly delaying recalls. The recall covers certain 2012 and 2013 Sorento SUVs, 2012 through 2015 Forte and Forte Koup cars, and 2011 through 2013 Optima Hybrid cars. DENVER – The man accused of shooting and killing three people at a Thornton, Colorado Walmart on Wednesday night will likely learn if prosecutors will seek the death penalty against him Monday afternoon.Scott Allen Ostrem, 47, made his first court appearance Friday morning in Adams County. Formal charges have yet to be filed against him, but his arrest warrant carried first-degree murder after deliberation charges.Prosecutors are expected to seek similar first-degree murder charges, and an attorney for the state said at Friday’s hearing that “there’s going to be multiple counts in this case.” District Attorney Dave Young said they might also pursue attempted murder charges."When you fire into a crowd of people you don't necessarily need to fire more than one shot to be convicted or charged with attempted murder," Young said.Prosecutors initially argued that they should have until Wednesday to file formal charges, saying that they needed to interview more people and review more video footage to determine who, if anyone in particular, Ostrem was targeting in the shooting.Police and the FBI say they still have not determined a motive for the Wednesday night shooting, which left three people dead.First-degree murder convictions carry sentences of either life in prison without the possibility of parole or the death penalty in Colorado, but prosecutors must say which penalty they are seeking when the initial charges are filed. DEL MAR, Calif. (KGTV) - Renting or owning a home in Del Mar is way out of reach for most San Diego families. But unlike other coastal cities, Del Mar has zero affordable apartments. Instead, Del Mar subsidizes rent for six low-income families. On Monday, the county's smallest city could get on the way to offering affordable homes. The Del Mar City Council could move to take advantage of a new state law that streamlines permitting for accessory dwelling units, like a granny flat in the backyard or a separate apartment within a house. The city may ask families who build those units to commit to leasing them to low-income families for thirty years. In exchange, the homeowners would get an additional 500 square feet of space above current zoning when they want to add on to their properties. “There is nothing that brings me to life or makes me feel more at home than being near the coast, and I think it's a blessing and wonderful opportunity,” said Kari Arendsen, who was visiting Dog Beach.  The city is hoping to start the program with two homeowners, but ultimately aims to get 22 affordable homes on line. The affordable homes would be for families earning at least 80 percent of the median income, so a family of two earning about ,200 a year would qualify. DANANG, Vietnam (AP) — For the first time since the Vietnam War, a U.S. Navy aircraft carrier is paying a visit to a Vietnamese port, seeking to bolster both countries' efforts to stem expansionism by China in the South China Sea.Monday's visit by the USS Carl Vinson brings more than 5,000 crewmembers to the central coastal city of Danang, the largest such U.S. military presence in Vietnam since the Southeast Asian nation was unified under Communist leadership after the war ended in 1975.The Vinson strike group deployed from San Diego in January.The Carl Vinson, accompanied by a cruiser and a destroyer, is visiting as China increases its military buildup in the Paracel islands and seven artificial islands in the Spratlys in maritime territory also claimed by Vietnam.
