SAN DIEGO (KGTV) — The crowds at San Diego International Airport grew Friday night, as travelers kicked off the holiday travel weekend. AAA predicts a record-breaking 115 million Americans will travel this holiday season, up nearly 4 percent from last year. Of those travelers, AAA estimates 105 million people will drive, 7 million will fly, and 4 million will take the train, bus, or cruise ships. According to AAA, airports around the US will be busiest between Dec. 21 through 23. She said she wore her festive antler headband to make sure her sister does not lose her in the crowd."It's a little busy on a holiday weekend, so I just wanted for her to find me a little more easily!" Flatley laughed. 10News also met the Monje family. The San Diego family of five was headed to Jacksonville, Fla., to visit family. They said they were travel pros, who purposely wait until the last second to fly, thanks to father Joel's job at Southwest Airlines. He told 10News he's glad to be back home in Southern California and planning to take every form of transportation to make his rounds to see friends and family."I've actually never taken the train, so I'm super excited about that," Yu said. He flew in from El Paso. Middle brother, Jauan, is in the Air Force. He arrived from San Antonio. They all came together from bases all over the country to spend the holidays together at home. "I literally cannot come home to see them until I have to leave to come and do it, so it means a lot. We all get together. It doesn't happen all the time," Jauan said. SAN DIEGO (KGTV) - The California Appeals Court put a stay on the release of a sexually violent predator known as "Bolder than Most" rapist. Back in June 2019, a San Diego County Superior Court judge ruled in favor of conditional release for a sexually violent predator. Judge David M. Gill made the controversial decision for Alvin Ray Quarles, 56.Mary Taylor is a survivor and says she's hopeful with the appeals court stepping in, "we've been hopeful in the past, but this is actually a court saying wait a minute lets look at this." Up until this week, things were moving forward as the search for a place to release Quarles in San Diego County continued. Monday afternoon, Taylor got a call from the deputy district attorney saying they filed for a writ and it had been approved. A writ is similar to an appeal. The California Appeals Court issued a stay. Now, all progress towards finding Quarles a location has stopped and cannot continue again until the courts resolve the appeal. In the meantime, Quarles will stay at the Coalinga State Hospital getting treatment through a program for sexually violent predators. 1131

SAN DIEGO (KGTV) - The coronavirus pandemic, combined with a recently enacted state law, has created a new problem along San Diego's streets and boardwalks.Business owners say they're being overrun by vendors who set up makeshift stores and crowd sidewalks and walkways, while also luring customers out of long-established businesses."It's pretty much a free-for-all," says David McDaniel, the owner of Paradise Cove near Crystal Pier. "Anybody can sell anything, anywhere."He's partially correct. A new state law, Senate Bill 946, went into effect in 2018. Passed by the legislature and signed by Gov. Jerry Brown, it decriminalizes street vending, telling cities that they can create their own guidelines and can only enforce them with tickets for vendors who violate the rules, instead of criminal charges.Several cities in San Diego County, including Carlsbad and Vista, were quick to establish their regulations. San Diego still hasn't.As more vendors set up shop, the Pacific Beach Town Council is asking city leaders to move the process along."We're calling on city leaders to end the swap meet on our boardwalks now," says Brian White, the President of the Pacific Beach Town Council. "We have lots of pedestrian traffic, bicycles, skateboards. There really is no room for this type of vending activity."Earlier this month, the Town Council sent a letter to Mayor Kevin Faulconer and the City Council asking for specific rules.The San Diego City Council started to establish new rules for vendors in 2019. Faulconer sent a draft ordinance to the Economic Development Committee.It would have prohibited vendors on the boardwalk and other high traffic areas. It also would require business permits, set hours for vending, establish distances from public facilities, require vendors to follow health and safety rules, and several other rules.That ordinance passed the committee unanimously on July 25, 2019.The city then held three public forums about it in October. But it never went to the full council for approval."It is an issue that's becoming a real problem. We definitely need to get some regulations going with this," says City Councilmember Jennifer Campbell, who represents Pacific Beach and Mission Beach."It's really up to the mayor's office to bring us these recommendations to City Council," says Campbell.ABC 10News reached out to Faulconer to see why there has been a delay in moving the draft ordinance forward.
