Harb Sheets, who is registered without party preference, has worked in private practice since 1994 and as a staff psychologist at the consulting firm Workplace Guardians Inc. since 2000.Her position does not require Senate confirmation.Brown appointed Debra Reed, 62, to the California Horse Racing Board of Directors. Reed, who is registered without party preference, held several positions at Sempra Energy from 2010 to 2018, including executive chairman, chairman, president and CEO and executive vice president.Reed held several positions at San Diego Gas and Electric and Southern California Gas Co. from 2000 to 2010, including president and CEO, president and chief operating officer and president and chief financial officer, and is a member of the boards of directors of Rady Children Hospital Health Center; Caterpillar Inc.; Chevron Corp.; and State Farm Mutual.Reed's appointment require confirmation by the state Senate.The compensation for both positions is 0 per diem. 1179

SAN DIEGO (CNS) - Four men allegedly bringing several dozen pounds of drugs through the coastal North County were arrested today following a road chase from Solana Beach to Carlsbad, authorities said.The pursuit began about 10:30 a.m., when detectives tried to pull over a vehicle with five people in it on Interstate 5 near Lomas Santa Fe Drive, according to sheriff's officials.The driver refused to yield, continuing on to the north for about four miles before exiting onto Encinitas Boulevard, Sgt. Bill Kerr said.There, one of the passengers, 24-year-old Gabriel Albert Delosreyes, got out of the vehicle and allegedly made a futile attempt to escape on foot.As deputies chased down Delosreyes, the fleeing driver -- later identified as Juan Manuel Villalobos, 28 -- got back onto I-5 and went north for several more miles, then exited at La Costa Avenue and headed east along the southern shoreline of Batiquitos Lagoon, Kerr said.Reaching a residential area off Levante Street and Caminito Monarca, just east of El Camino Real, Villalobos pulled over, jumped out of the vehicle and ran off with his remaining companions.One of the four, an unidentified woman, managed to escape, but deputies quickly captured Villalobos along with cohorts Marcos Martinez, 34, and 26-year-old Eddie Anthony Navarro.Inside the trunk of the car Villalobos had been driving, deputies found a truck tire with 25 1/2 pounds of methamphetamine stashed inside it, according to Kerr."Small amounts of other drugs were also found on the suspects,'' the sergeant said.The arrestees were expected to face various criminal charges, including possession of an illicit narcotic for sale, illegal transportation of a controlled substance and conspiracy. 1736

SAN DIEGO (CNS) - A vehicle struck and killed a pedestrian Friday on Interstate 5 at the southern end of Balboa Park.The traffic fatality occurred shortly before 9 a.m. on the northbound side of the freeway, near state Route 163 in downtown San Diego, according to the California Highway Patrol.It was unclear why the pedestrian, who died at the scene, was on the interstate, CHP public-affairs Officer Salvador Castro said.The fatality left three northbound lanes blocked in the area and tangled traffic for miles through late morning. 544

  

SAN DIEGO (CNS) - A teenage suspect was behind bars today in connection with the 7-month-old slaying of another young man in a Southcrest- area neighborhood.Raheem Malik Meals, 18, was arrested Friday on suspicion of murdering 20-year-old Ismail Abouabid on Jan. 15, according to San Diego police.Patrol officers responding to a report of a possible traffic accident in the 4000 block of Boston Avenue shortly before noon that day found Abouabid mortally wounded behind the wheel of a parked vehicle, bleeding from the head, Lt. Matt Dobbs said.Abouabid, who had recently relocated to San Diego from Erie, Pennsylvania, was pronounced dead at the scene.Witnesses told investigators three male teenagers had been with the victim just prior to his death and walked off toward a nearby park just before he was found.Police initially reported that Abouabid had been shot to death but later backed off from those statements.``The mechanism for the (victim's) injury is not being released at this time,'' Dobbs said Tuesday.The lieutenant also declined to disclose a suspected motive for the alleged slaying or reveal what led investigators to identify Meals as a suspect in the case. 1186

  

SAN DIEGO (CNS) - City officials and homeless advocates announced an expansion Tuesday of the city's program to establish safe parking lots for residents who live out of their cars or recreational vehicles.Mayor Kevin Faulconer, Councilman Scott Sherman and representatives of Jewish Family Service of San Diego jointly announced that the city will make a parking lot in Mission Valley near SDCCU Stadium available to vehicles in the next 45 days.The lot, which will also have supportive services for homeless residents, like job training, financial education and housing assistance, has space for up to 80 RVs or 200 regular cars and trucks.Jewish Family Service oversees the two existing parking lots and will do the same at the third, which is located near the intersection of Friars Road and Mission Village Drive.RELATED: San Diego program to provide safe parking for homeless living in vehicles"Often when someone becomes homeless for the first time, they end up living in their car and don't know where else to turn," Faulconer said. "The Safe Parking Program helps those individuals find a stable place to stay while they access services, look for a job and, ultimately, find a permanent place to call home."The announcement comes on the eve of the City Council's Public Safety and Livable Neighborhoods Committee's scheduled discussion of a limited ban on residents sleeping in their cars to replace a 36-year-old ordinance the council repealed in February. The U.S. 9th Circuit Court of Appeals struck down a similar Los Angeles vehicle habitation law in 2014 for being too vague.Under the proposed new ordinance, residents who live in their cars would be barred from parking within 500 feet of a public school, excluding colleges and universities, or a place of residence between 6 p.m. and 6 a.m.RELATED: San Diego mayor proposes city ban on living in vehiclesThe city's three safe parking lots will be open and available to residents during that same 12-hour stretch, however. The city did not say whether plans are in the works to open more safe parking lots in the immediate future.At the two existing lots (on Balboa Avenue and Aero Drive) and the new one, Jewish Family Service of San Diego will have the capacity to assist roughly 300 homeless individuals and families every night."Our goal is always to holistically help clients, so that they can get back on their feet and into a home," said JFS CEO Michael Hopkins. "This may include providing them access to food, transportation, benefits assistance and much more. We strive to help all San Diegans move their lives forward." 2605
