SAN DIEGO (KGTV) -- The family of the man killed in a wrong-way crash on Interstate 5 Monday morning says the California Highway Patrol got it wrong. According to them, their brother - Justin Callahan - was a driver, but not the driver who caused the crash. RELATED: Driver killed, 2 hurt in wrong-way crash on I-5On Monday CHP told 10News the following: Just before 2 a.m. Monday, a Volkswagon Jetta was traveling eastbound in the westbound lanes of Inerstate 8 from Sunset Cliffs Boulevard. As CHP officers responded, the Jetta entered the northbound Interstate 5 transition ramp to the westbound I-8 in the wrong direction and collided head-on with a Toyota Camry.An SUV then crashed into the back of the Camry, the CHP said.The driver of the Jetta was 35-year-old Justin Callahan, who was declared dead at the scene. Justin's family says he usually drives home from work at the time and would have been traveling in the opposite direction - from Chula Vista to his home in Ocean Beach. Based on that information, they tell 10News the CHP's report just doesn't add up. "It doesn't make any sense," his brother, Tommy Villafranca, said.  "Why would he get back on the freeway and get back the opposite direction?"And if Callahan did turn around and got back on the freeway, the timing doesn't add up,  his brother said.  He says his work caught on security video leaving at 1:38 a.m. and the crash happened less than 20 minutes later."It takes 21 minutes just to get from his work to Sunset Cliffs Boulevard," Villafranca said.   "He’s still got to turn around go back, and that would take even more time, so the timeline is not working at all."The family has created a GoFundMe to help them pay for arrangements necessary to get Callahan back to Wheatland, California and arrange a funeral. "Justin was an artist and an inspiration to the people around him," James O'Callahan wrote on the GoFundMe page. "At this point I am too broken up inside to write anything worth reading. Please share a story you have about him in the comments."In the comments, Stevie Workman wrote: "Justin, was my neighboor down stairs while I was in college. We had great times!! Dressing up in suits to go to fancy dinners, Super Bowl parties and talking to him about aviation. He was an amazing guy! SAN DIEGO (KGTV) - The coronavirus pandemic has brought the historic Balboa Park Carousel to a halt. Still, it hasn't halted plans to upgrade the 100-year old attraction."We did make lemonade out of lemons here," says John Bolthouse, the Executive Director of the Friends of Balboa Park.The group started a capital campaign fundraiser three years ago, hoping to raise million to overhaul the carousel. When the coronavirus pandemic hit, they saw an opportunity in the closure."We did the best to take advantage of it," Bolthouse says. "People stepped up, and they saw that there was a need and an opportunity to get these things done."A fundraising push brought in 0,000 in 30 days, bringing the total amount raised to .4 million. With the extra cash on hand, the Friends of Balboa Park accelerated the schedule for remaking the ride.They've repainted several of the animals, restoring them to the original design. The group also rewired the entire carousel lighting system. That included changing over every bulb to safer energy-efficient LED bulbs.It also allowed them to bring back some light fixtures that had been removed for safety reasons."100 years ago carousels were burning down due to electrical fires," says Manager Bill Brown. "It's going to be a huge improvement. I think people are going to notice when we reopen."Brown hired a contractor to help with big projects. He also has a team of four people who help work on the carousel every Tuesday.One of the animals that Brown just finished painting is a Golden Retriever, which has a special meaning to one of the donors."We named the dog Goldie George," says Julie Cowan Novak. "Goldie in honor of my three-year-old granddaughter and George in honor of my hundred-year-old uncle."Cowan Novak's family donated ,000 to adopt the animal. She says seeing the work continue has been a silver lining to the Pandemic."I think the carousel is really a balance for what we've all gone through," says Cowan Novak. "It's just sort of a bright light."The Pandemic has also brought some challenges to the ride.The Friends of Balboa Park had to furlough most of their staff from the loss of ride revenue. They've also put bigger plans to revamp the carousel plaza on hold.Bolthouse also says he doesn't know when they'll be able to reopen. Like other theme parks and ride operators, the carousel is still waiting on the state and county to release guidelines for reopening.But, when they get the green light, they plan to have as much of the restoration work as possible finished."We did the best to take advantage of it," Bolthouse says. SAN DIEGO (KGTV) — The Federal Bureau of Investigation is asking for the public's help to connect dozens of victims to the confessions made by a convicted serial killer.Samuel Little, 79, has confessed to 93 murders to date, according to the FBI, and all of his confessions are believed to be credible. The murders took place between 1970 and 2005 in multiple states across the country.The FBI says Little is the most prolific serial killer in U.S. history. He was arrested in 2012 and extradited to California on a narcotics charge. After his arrest, Little's DNA was connected to three unsolved homicides between 1987 and 1989. He was convicted and sentenced in 2014 to three consecutive life terms without parole.In 2018, Little provided the FBI with detailed information on dozens of additional murders he is believed to have committed across the country, including murders in Illinois, Kentucky and Ohio.Law enforcement have been able to verify 50 of Little's confessions, but that leaves dozens of victims still unnamed and yet to be found. Fifteen of those cases are in the Los Angeles area.The FBI says Little confessed to strangling his victims, although most of their deaths were originally ruled overdoses or accidental. Some bodies have never been found.Little was convicted of two crimes in San Diego in 1984 after he raped and beat two women. Retired Detective Sergeant Wayne Spees was a rookie police officer on patrol just before 5 a.m. that October morning, when he and his partner discovered Little at a vacant lot near Market Street."He comes out of the back seat ... zipping his pants up ... He's insisting that he and his wife were just leaving," said Spees.Wedged inside the car was a prostitute, naked and bloodied. Little had choked her unconscious. Spees arrested him and spent several hours with him at the hospital while evidence was collected."He said, 'I didn't rape that ****. I just kicked the **** out of her. I'm going to kill that whore.' He had no remorse. SAN DIEGO (KGTV) -- The man accused in the death of three migrants found in the trunk of a car in August was arraigned on related charges in San Diego court Tuesday. According to court documents, Neil Edwin Valera, a U.S. citizen who lives in Mexico, was arraigned in federal court in connection with the deaths of three Chinese migrants, including a mother and her 15-year-old son. The third person in the trunk was a female. None of the victims have been identified. Authorities say Valera is a truck driver from El Paso, Texas. He was arrested at a downtown bus station Saturday. Police discovered the bodies of the three migrants in the trunk of a 1999 silver BMW on August 11 after being called to the 2100 block of Jamie Avenue by a person reporting a foul odor. “The wind would start to blow a little bit, you can smell like, a really, like, it’s hard to explain. I’ve never smelled that before but I thought, well, maybe it was like trash or, you know, like that kind of smell but a very more pungent odor than that," a neighbor told 10News.Video recordings reportedly showed the same car crossing into the U.S. from Mexico on August 9. “These tragic cases are grim reminders that attempting to cross into the United States illegally in the trunk of a car – and putting your faith, hope and future in the hands of smugglers – is extremely dangerous,” said U.S. Attorney Robert Brewer. 1595
