BEIJING, Jan. 18 (Xinhua) -- China will continue rare earth export and regulate export quotas according to World Trade Organization rules, said the Ministry of Commerce on Tuesday.China announced its first batch of 2011 rare earth export quotas at 14,446 tonnes at the end of 2010.The full-year quotas are under discussion and will be announced timely, said Yao Jian, a spokesman with the ministry, at a news briefing here.The country exported 35,000 tonnes of rare earth from January to November in 2010, up 14.5 percent from a year earlier. Exports to Japan, the European Union and the United States accounted for 86 percent of the total exports, said Yao.He said that it is normal that rare earth prices fluctuate with demand and supply and China acted responsibly last year to ensure basic demand for the minerals was met.China has noticed that other countries, such as the U.S. and Australia, have increased exploitation of rare earth in their own countries. "This will effectively safeguard the global supply," said Yao.With around 36 percent of the world's rare earth reserves, China supplies 90 percent of global demand.

The two sides should boost economic and technical exchanges and cooperation, Li said, adding China is willing to learn from and import technologies, equipment and management expertise from Scotland.Li noted that there is still great potential for the two sides to deepen bilateral cooperation at all levels.In addition to strengthening economic and trade cooperation, he said the two countries should also enhance exchanges in culture, education, tourism and other fields.China supports the joint study of giant panda at the Edingburger zoo, and hopes that panda can become a goodwill ambassador for friendship between the two countries, Li said.Salmond, British first Minister of Scotland, expressed welcome at Li's visit, and hailed the achievement and vigor of China's development. And Britain is the last leg of Li's three-nation Europe tour, which has already taken him to Spain and Germany.

BEIJING, Nov. 17 (Xinhua) -- China's coal mine safety watchdog said Wednesday that the nation would require all coal mines to be equipped with emergency shelter systems to protect miners before June 2013.Also, the country's State Administration of Coal Mine Safety (SACMS) has required all mines to complete installation of four systems, including coal mine monitoring, pressure fan facilities, water supplies, and communications before the end of this year.Further, centrally-administered coal mine companies and major state-owned coal mines must also install positioning systems for workers underground, said Zhao Tiechui, SACMS chief.Meanwhile, centrally-administered coal mines and major state-owned coal mines must set an example by completing the construction of emergency shelter facilities before June 2012, Zhao said.More than 2,000 miners were killed in coal mines last year in China. Though the fatalities were significantly reduced from the peak of nearly 7,000 deaths in 2002, the situation still remains grim.Just last month, a gas leak at a coal mine in central China's Henan Province left more than 30 people dead.

  

BEIJING, Dec. 4 (Xinhua) -- Chinese Vice Premier Li Keqiang has urged the country to offer better services for the disabled.Li made the remarks Friday while visiting the Care and Rehabilitation Expo, a three-day international exhibition on equipment to assist disabled and aged people.Friday marked the International Day for Persons with Disabilities. China's disabled population exceeds 83 million. Li called for more efforts to care for the disabled in a bid to improve their quality of life.Further, the vice premier said the country would improve laws and regulations regarding the disabled and increase support of policies and fund input to serve the disabled population in better ways.Better services for disabled people would include improving the quality of public services, making more areas handicapped accessible, and assisting the needy and safeguarding their rights and interests in a bid to solving difficulties in their living, studying, and medical requirements, Li said.The expo, organized by the China Disabled Persons' Federation and the General Office of the National Aging Committee, brought together more than 200 manufacturers from 17 countries and regions, according to statistics released by the organizing committee.
