BEIJING, Sept. 13 (Xinhua) -- China said on Sunday the U.S. decision to impose special protectionist tariffs on tire imports from China is grave trade protectionism and goes against its commitments made at the Group of 20 summit.     "We hereby express our strong discontentment and firm opposition to the U.S. decision, which was made regardless of China's solemn stance," Foreign Ministry spokeswoman Jiang Yu said in a statement.     U.S. President Barack Obama decided to impose a tariff on tires imported from China on Sept. 11, which will begin with a 35-percent duty the first year and decrease to 30 percent the second year and 25 percent the third year on passenger vehicle and light-truck tires from China.     "The United States, by making the decision, failed to honor its commitments made at the G20 financial summit and abused trade remedy measures, which is grave trade protectionism and will undermine the China-U.S. economic and trade ties as well as the early recovery of world economy," Jiang said.     China has lodged solemn representation to the U.S. side and reserves its right to take further actions, Jiang said.

HOHHOT, Aug. 25 (Xinhua) -- The key to social harmony and stability in China is to strengthen and improve the leadership of the Communist Party of China (CPC), Xi Jinping, Vice President and member of the Standing Committee of the CPC Central Committee Political Bureau, said during a tour of Inner Mongolia Autonomous Region.     Xi said issues concerning economic development and social stability were top priority in the country's minority areas during his tour from Aug. 22 to 25.     He visited villages, customs posts, companies, communities and schools in Hulun Buir, Manzhouli, Baotou, Erdos, and Hohhot. BEIJING, Oct. 14 (Xinhua) -- China on Wednesday proposed closer cooperation among members of a regional security group to tackle the world economic recession.     "Confronted with the global financial crisis and aiming at a steady economic growth, member states of Shanghai Cooperation Organization (SCO) should work together and seek mutual benefit," Chinese Vice Premier Li Keqiang told a SCO business forum in Beijing.     The SCO was founded in 2001 to enhance security cooperation among its six member states, namely, China, Russia, Uzbekistan, Tajikistan, Kyrgyzstan and Kazakhstan. Mongolia, India, Iran and Pakistan are observers to the regional group. Instead, it offered more opportunities for them to work together," Li said, citing the fact that SCO members are complementary in economies and have an increasingly-connected market.     Although the total population and territories of SCO member states amounted to a quarter and one fifth of the world's total, their overall economic scale and trade volume made up only the world's 11 percent or 10 percent respectively, Li said.     "Thus, there is a huge potential for SCO member states to expand economic and technology cooperation," Li said.     He called for SCO member states to carry out the joint actions to deal with the global slump and accelerate the process of trade and investment liberalization.     He proposed promoting the projects that involved and benefited multiple parties, building infrastructure networks of transportation, communications and energy.     It was necessary to step up cooperation in modern agriculture, emerging industries, high-tech and social welfare so as to benefit the people, Li said.     He vowed that China will unswervingly pursue the path of peaceful development, take a more active part in SCO affairs, fully participate in regional economic and regional cooperation in a bid to work for the welfare of 1.5 billion people within the SCO member states.     The business forum was an important event under the framework of the eighth SCO prime ministers' meeting, which took place on Wednesday.

BEIJING, Aug. 18 (Xinhua) -- Drought-hit regions in northern China are forecast to have moderate to heavy rain Wednesday and Thursday, the National Meteorological Center said Tuesday.     The regions include Inner Mongolia Autonomous Region where more than 200,000 livestock have died due to drought, Heilongjiang Province where 1.47 million hectares of farmland were hit by drought, Liaoning and Jilin provinces.     A severe drought has hit China's northern part, affecting 11.33million hectares of crops, according to the State Flood Control and Drought Relief Headquarters.     Among the total affected crops, 4.2 million hectares suffered serious drought and 1.07 million hectares dried up. About 3.9 million people and about 4.37 million livestock had difficulties getting water.     Yuan Zipeng, deputy director of the Liaoning provincial observatory, said the long-anticipated rain would "obviously" relieve the two-month-long drought that led to drinking water shortages for 792,200 people and 242,200 livestock in the province.     In order to increase the rainfall, the provincial bureau has prepared 1,269 rocket shells along with three aircraft to seed the clouds, Yuan said.     In Liaoning alone, 32 million hectares of farmland were hit by drought.     The water resources department in Inner Mongolia said 1.89 million people and 4.27 million livestock faced drinking water shortages. More than 200,000 livestock died as 71 percent of the region's pastures were severely hit by drought.     Qinggele, a herdsman in Bayan Zhuoer, Inner Mongolia, said his family had to use donkeys to carry water 15 km away.     Authorities in Inner Mongolia made artificial rain more than 1,000 times as the region saw the worst drought in the past 50 years. Officials also helped residents find more water sources and build more water-saving and irrigation projects.     Chinese Vice Premier Hui Liangyu has urged government agencies to place "top priority" on anti-drought efforts during his tour of the drought-hit regions in Liaoning, Inner Mongolia and Jilin on Monday and Tuesday.     Local governments were also urged to expand irrigation by speeding up construction of reservoirs and properly conducting artificial precipitation as "the drought took place in major grain production bases at the key maturity period for crops, which will greatly affect agriculture production".

RIGA, Sept. 1 (Xinhua) -- Chinese Vice Premier Hui Liangyu met with Latvian President Valdis Zatlers and Parliament Speaker Gundars Daudze here on Tuesday.     In his meeting with Zatlers, Hui said the China-Latvia relations have been developing smoothly in recent years. The two sides have maintained high-level contacts and strengthened mutual political trust. There has also been remarkable progress in economic and trade cooperation and people-to-people contacts.     President Zatlers visited China last year and reached important consensus with Chinese President Hu Jintao on the development of bilateral relations, said Hui.     The current visit is aimed at implementing the consensus reached last year, deepening friendship and promoting cooperation, he said.     The two sides should work together in face of the current global financial crisis, and should also look even farther and further promote cooperation, he said.
