FALLBROOK, Calif. (KGTV) -- A North County baker who has lost thousands of dollars due to postponed or canceled weddings is trying to help neighbors and keep her business afloat at the same time. Jennifer Duarte said owning a bakery is a dream she’s had since she was a child.“There was a bakery close to my house and the lady worked in the window,” said Jennifer Duarte, owner of Elegance on Display. “I would go and I would just stand there and watch her and said, when I grow up I want to do that.” That’s what she did. She has owned Elegance on Display in Fallbrook for 15 years. With the COVID-19 pandemic—and her specialty being wedding cakes—she’s lost a decent chunk of income.“I had 50 weddings postponed… maybe eight of those are canceling completely,” Duarte said. She has three employees, two of which she had to lay off. She hopes to be able to rehire her employees, but for now, she’s just trying to stay in business. With some items, like eggs, hard to find on store shelves, she’s using her connections to provide a service to her neighbors and also make some up some of her lost income. “We can order bulk through our bakery supplier. Last week, I got flour, sugar, eggs, and butter,” Duarte said. She repackages it in smaller amounts to sell to her neighbors. She said she isn’t making a big profit, but the community has been great lending their support. “So many people realize that there’s not a huge mark up on it. They’ve been tipping or volunteering to help with deliveries,”she added. Duarte is also still making cupcakes, cookies, and small cakes for people who would like to place an order. “I’m just trying to bring a little joy to everybody who’s stuck at home. Cupcakes [and] cookies make everybody feel better,” Duarte said. She makes deliveries throughout Fallbrook, although you have to order ahead. You can also place an order for pick up. ENCINITAS, Calif. (KGTV) - People who live on Bonita Drive in Encinitas want the city to stop a 10-home development on their street. They say it will make the area more dangerous if a wildfire breaks out."It's a huge concern," says Sione Schad-Siebert. "When the fire starts, and Santa Ana winds blow, they move fast, and you need to get out fast."Plans for the project call for 10 single-family homes to be built on a mostly empty 2.4-acre lot. People who live around it say adding the homes will allow fires to spread faster and cause more congestion on the street if people need to evacuate.Schad-Siebert showed 10News parts of the street where the road narrows to just over the width of a couple of cars. She says fire engines can hardly get through as it is. She also worries that a nearby open-space nature trail could catch fire and decimate the neighborhood."If there's ever a fire in the canyon or if a house here catches on fire, the fire department will not get here in time to stop the fire from spreading through the neighborhood because of poor access," she says.The City Planning Commission approved the project in November, but the residents have filed an appeal.In the appeal, they list fire danger as one of six problems the new homes will bring to the area. Among the other claims are traffic issues, environmental concerns, and questions about ways they say the project skirted city rules during the approval process."I feel like the city's kind of losing its soul," says Schad-Siebert. "I feel it's selling out to developers from out of town that just want to make a lot of money."Housing has been a problem in Encinitas, where city leaders have traditionally shunned large developments. Until 2019, it had been more than two decades since the city successfully submitted a housing and growth plan to the state. The mayor says that has to change.As for the appeal, the Planning Department staff issued a 23-page memo refuting the claims point-by-point. It says the City Council should deny the appeal and move forward with the project.Schad-Siebert says if that happens, she and her neighbors plan to file a lawsuit to stop the construction.The Encinitas City Council will vote on the appeal at Wednesday night's meeting, which begins at 6 pm. They will also allow for public comment before voting. 2327

(KGTV) -- Encinitas lifeguards are investigating after a Panga Boat washed ashore Friday afternoon.According to lifeguards, the 20-foot boat washed ashore around 4 p.m. on the 300 block of El Portal Street and about 11 people ran from the vessel.Lifeguards say they don’t believe anyone was injured or needed medical attention.Border Patrol, Homeland Security, and the Sheriff’s Department were all notified about the incident. Facebook announced on Tuesday that it would no longer accept ads that discourage people from getting vaccinated onto its social media platform.In a press release, Facebook said they were launching a campaign to give its users useful information regarding vaccines and keep them safe and healthy during the pandemic.The social media company said Tuesday that they would roll out the ad ban in the "next few days.""Today, we're launching a new global policy that prohibits ads discouraging people from getting vaccinated. We don't want these ads on our platforms," Kang-Xing Jin, Facebook's head of health, and Rob Leathern, a Facebook director of product management, wrote in a blog post.Along with the ad ban, Facebook also launched an initiative that'll include new flu product features that provide additional vaccine-related content and work with global health partners on campaigns to increase immunization rates.Ads are still allowed if they advocate for or against legislation or government policies around vaccines – including a COVID-19 vaccine, Facebook said.Facebook also said it would be rolling out the ad ban in the coming days. 1149

  

ENCINITAS (CNS) - The body of an apparent drowning victim was found in a hot tub at a coastal North County home Tuesday.The fatality in the 300 block of Fulvia Street in Encinitas was reported about 9:15 a.m., sheriff's Lt. Matthew Glisson said.The deceased man's name was withheld pending family notification, and further detail on the circumstances of his death were not immediately available. 403
