SAN DIEGO (KGTV) -- About 500 people turned out for a school safety community forum for the Poway Unified School District Tuesday night. Poway Unified School District put on the event so parents could learn what the district is doing to address and school and student safety.  The district asked parents to send in questions ahead of the forum. The forum, held at the Mt. Carmel High School Performing Arts Center on Carmel Mountain Road (map below).“In recent past couple weeks, San Diego schools have been inundated with threats. huge waste- prevent learn- gotten discussion and discourse going where school safety is once again a priority in terms of discussion for this community,” Christine Park, with Poway Unified told 10News.The mayor and the San Diego Sheriff Bill Gore were also at the forum. Marly Franke sent in several questions about emergency protocols, security cameras on campuses as well as what training is available for teachers and students.“I think this is hopefully the beginning of a more open communication forum,” she said, “I think in the past schools make decisions more unilaterally, and we have to involve the community when it comes to children safety.”RELATED: Timeline shows threats made against San Diego County schoolsThe forum comes on the same day the district launched a hotline for to report school threats and the school district announced it earmarked -million in its new budget for school safety and security.Messages left on the Poway hotline will be monitored around the clock by the Poway Sheriff’s Station. Kim-Phelps said. "They say, ‘we can’t really say, because we don’t want to educate or teach the bad people out there how to make something look like its credible when it’s not."Kim-Phelps made it clear to parents how the district felt about letting guns into the classroom.“We got an applause from the whole auditorium when we said, ‘no,’” she said,  “Because we’re going to leave the firearms to those who are trained to carry those.”Parents also asked about backpack searches and the metal detectors on campus.  Kim-Phelps said backpack searches were illegal without cause, and after talking with law enforcement, the district felt metal detectors would be ineffective in preventing attacks.Flow of information when threats are made Many parents were also concerned about the flow of information when threats are made.  The district explained that sometimes it takes time to verify facts, and they won’t relay information to the public unless the details are confirmed.  3361

SAN DIEGO (KGTV) — A school district superintendent and a Native American reservation leader in North County are speaking out against the proposed placement of a sexually violent predator. On Thursday, there were strong reactions from those who are close to North County's Pauma Valley home where sexually violent predator Joshua Cooley could soon be placed. “When people like this are placed by our borders, it's very concerning,” Temet Aguilar, the Chairman of the Pauma Band of Mission Indians, said Thursday. Aguilar is encouraging the hundreds of families on and near the reservation to speak out against the placement of 40-year-old Cooley, whose victims were 12-years-old.“They think this is an area that's rural and there's nobody out here but actually it's more dangerous. Predators can hide out here. We have a tremendous amount of agriculture. We have rural lands,” he added.Valley Center-Pauma Unified School District Superintendent Ron McCowan told ABC10 News they'll write letters if they have to to make sure they're voices on the matter is heard. “We'll write the letters if we have to. We'll show up at the court hearing if we have to," McCowan said. “We'll make every effort we can. We'll work alongside our local officials and make sure that our voice for our community is heard and make sure they understand the risk that they're putting our young children in.”This Tuesday, DA Summer Stephan sent a letter to the Department of State Hospitals, urging the Department to find a different place for Cooley, who's from Northern California, not San Diego. He has no local connections.It's unclear why the Department is seeking his housing in San Diego.Next month, a Humboldt County judge will consider a request from the Department to place him in Pauma.If granted, it would mark the first time that such a predator from outside San Diego would be placed in our county.DA Stephan has called the move reckless and irresponsible. She said that in July, a San Diego judge struck down a request to place 75-year-old sexually violent predator Joseph Bocklett in the same Pauma home.According to an ABC station in Northern California, Cooley’s been denied placement in at least four different areas in and near Humboldt.The Department of State Hospitals will not confirm any information about Cooley, citing privacy concerns. A Humboldt County court official called ABC10 News on Thursday to say the Court would not comment.On Oct. 9, at 8:30 a.m., a hearing on Cooley's placement will be available for viewing at https://www.humboldt.courts.ca.gov/.Those interested in submitting a public comment for the hearing can do so between Sept. 15-23. SAN DIEGO (KGTV) - A YouTube video of a community college police officer who drew his gun on a San Diego man carrying a camera Wednesday is going viral.The video shows the Mesa College police officer getting out of his car and asking Chris, the man with two cameras, what he was filming.Chris, who did not want to provide his last name, refused to put down the GoPro camera. Within seconds, the officer took his weapon out of the holster. The officer did not put his gun back in the holster until a second officer arrived.Chris is the founder of California Citizens Watch, a group that audits government entities. He told 10News reporter Allison Ash he was not trying to provoke the officer into pulling his gun.Watch the confrontation: 10News spoke with former El Cajon police officer Kevin LaChapelle who said he believes Chris was definitely out for a confrontation. SAN DIEGO (KGTV) — A state measure just signed into law prohibits landlords and HOAs from discriminating against tenants and members who display religious items on their doors. The new rule stems from a dispute in Little Italy between residents and their HOA. The law "protects the display of a religious item within 15x30 square inches, as long as it does not interfere with the opening or closing of the door," Matt Wagner, with the Anti-Defamation League. The display must not "interfere with building operations and must be posted do to a sincere religious belief," says Matt Wagner, with the Anti-Defamation League.  The new law will take effect on January 1, 2020. The bill was written after a Jewish family in Little Italy was told by their HOA to take down the mezuzah on their door. The HOA has not been named.The posting of the mezuzah is required of all observant Jews. If the display is not posted, it renders a Jewish family essentially unable to live in the home. The Anti-Defamation League stepped in asking the HOA to allow the posting of the religious symbol, but they refused. The new law applies to HOA's and all landlords throughout the state.  "Just because you are a renter… doesn't mean you lose your right to religious freedom or expression," says Assemblymember Todd Gloria. "You are entitled to the same rights and the same protections as a tenant.
