The impasse is just the latest stumble in a partisan, monthslong battle over COVID-19 relief, and feelings hardened as the Senate congregated for a weekend session. Lawmakers on both sides said the sticking point was a provision by Republican Sen. Pat Toomey of Pennsylvania that would curb emergency Federal Reserve powers. (KGTV) -- Certain businesses in Vista will be allowed to take their operations outdoors in light of the state’s COVID-19 pandemic-related restrictions.Vista officials said a Temporary Emergency Order was issued Wednesday “to relax outdoor use for personal care services, salon and barber shop services, and gym and fitness services to temporarily relocate their existing business operations to an adjacent outdoor area during the COVID-19 pandemic.”The city’s order comes as indoor operations across the state shut down -- effective July 15 -- for gyms, houses of worship, non-critical office businesses, hair salons and barber shops, indoor malls and personal care services.Vista businesses that would like to move services outdoors are asked to contact the city’s Economic Development Department at 760-639-6165 or via email at EconDev@CityofVista.com.In a statement, Vista Mayor Judy Ritter said, “It’s a top priority for the City of Vista to do everything we can to support our local businesses during this pandemic and still protect the health and safety of the community. VISTA, Calif. (KGTV) - Neighbors in the 700 block of Lemon Avenue in Vista say they were stunned as they watched a landlord pull out a pistol and start shooting at his tenant.Neighbors tell 10News there have been screaming matches at the home in the past. They say the landlord had been trying to evict a tenant who was living in the garage. The neighbors did not wish to share their names out of fear for their family's safety.The watch commander said they received a 9-1-1 call around 6 p.m. when the first shot was fired. Deputies arrived and investigated, then left when they couldn't find the landlord.Around 7:50 p.m. the landlord returned and, according to the watch commander, fired several shots at the tenant.Neighbors said it sounded like fireworks. They said they saw the landlord cocking his pistol, they believed it jammed.A video provided to 10News by neighbors shows deputies with rifles drawn approaching the home.They arrested the landlord and his associate.Details on the man, the associate, the tenant and the charges are not currently known. 1070

WASHINGTON (AP) — A military whistleblower says federal officials sought some unusual crowd control devices — including one that’s been called a “heat ray” — to deal with protesters outside the White House on the June day that law enforcement forcibly cleared Lafayette Square. National Guard Maj. Adam DeMarco says the Defense Department’s lead military police officer for the National Capital Region sent an email asking if the D.C. National Guard possessed a long-range acoustic device — used to transmit loud noises — or an “Active Denial System," the so-called heat ray. WASHINGTON -- A veteran who lost his genitals due to a blast in Afghanistan has received the world’s most extensive penis transplant, according to the Associated Press.Surgeons at John Hopkins University said they wanted to address “an unspoken injury of war” by rebuilding the man’s entire pelvic region, transplanting a penis, scrotum and part of an abdominal wall from a deceased donor.In total, officials with the hospital said the surgery took 14 hours.Such transplants "can help those warriors with missing genitalia just as hand and arm transplant transformed the lives of amputees," Dr. W.P. Andrew Lee, Hopkins' chairman of plastic and reconstructive surgery.The patient, who asked to keep his identity hidden, is expected to regain urinary and sexual function.The scrotum transplant didn’t include the donor’s testicles, so reproduction won’t be possible.Three other successful penis transplants have been performed. Two in South Africa and one at Massachusetts General Hospital.For functionality, surgeons had to connect nerves and blood vessels. Hopkins is now screening additional veterans to see if any are good candidates for this type of reconstructive transplant.In a statement, Hopkins says the patient was quoted as saying: "When I first woke up, I felt finally more normal." 1302
