UNITED NATIONS, Feb. 11 (Xinhua) -- China Friday urged the United Nations and Security Council to give more attention to Africa and called on the international community to provide greater support to the region in order to maintain peace and security. Addressing an open debate of the UN Security Council on the interdependence between security and development, Li Baodong, China's permanent representative to the UN said the inter-linkages between peace and development are most pronounced in Africa. There will be no world prosperity and stability without peace and development in the region. He called on the international community to provide greater support and more assistance to regional countries, AU and other regional and subregional organizations to maintain African peace and security. Li stressed that security and development are mutually linked and reinforcing. To safeguard peace and promote development, the international community should increase development input and eradicate root causes of conflicts. "Poverty and underdevelopment are the major causes for triggering conflicts and breeding terrorism. The developed countries should further increase its development aid, provide debts relief to developing countries, open up markets, transfer technology and help the developing countries to achieve the Millennium Development Goals as soon as possible." Li said development can be anchored only in an environment free from war and turbulence. The UN and Security Council should vigorously promote peaceful culture, encourage and support peaceful resolutions to disputes through dialogue, consultations and good offices. In addition, greater emphasis should be given to peacebuilding so as to prevent relapse into conflicts. "In post-conflict countries and regions, simultaneous progress should be made in the fields of politics, security and development throughout development and reconstruction process, " said Li. "Capacity building should be prioritized in the post-conflict countries to enhance governance, provide basic services, advance development and reconstruction so that the people could enjoy peaceful 'dividend' quickly. This is conducive to consolidating political reconciliation process and stabilizing post-conflict situations, " he said.

GENEVA, May 3 (Xinhua) -- Roughly half to three quarters of adults aged between 18 to 65 years have had headache in the last year, a prevalent problem that went under-treated, the Geneva based World Health Organization (WHO) said in a report issued Tuesday.The report, named "Of Headache Disorders and Resources in the World 2011," regarded headache disorders as one of the most prevalent disorders of mankind.WHO estimated over 10 percent of the adult population suffered from migraine, and 1.7 to 4 percent of them were troubled frequently by headache on 15 or more days every month.Among all cases studied, the report said, on average only 10 percent were treated by neurologists, and the rates were even lower in Africa and South-East Asia.Three types of headache disorders were underlined as the most frequently seen, including migraine, tension-type headache and that caused by medication-overuse.The report concluded that given the very high indirect costs of headache, investment in health care related to headache treatment might be overall cost-saving to society.

CHENGDU, Jan. 30 (Xinhua) -- Over the crowds of holiday shoppers in China's big stores this Spring Festival lingers an atmosphere of suspicion.With charges of price deception hanging over the big chains of Carrefour and Wal-Mart and local authorities moving to levy fines, many Chinese -- normally averse to be pinching pennies during the Lunar New Year -- are checking their receipts at the tills.The New Year, which falls on Feb. 3 this year, is normally a time of largesse and excess -- all the more reason why many shoppers feel so betrayed.Customers can be seen recording label prices in notebooks or calculating their final bill on their mobile phones as they walk the aisles.At outlets of Carrefour and Wal-Mart in cities such as Beijing, Shanghai and Chengdu, the check out queues have grown as customers doublecheck prices at the tills."I would never have imagined global firms would do this intentionally and I have to be cautious," said a woman surnamed Wang, after shopping at a foreign-owned supermarket in Chengdu, southwest China's Sichuan Province.With three bulging shopping bags, Wang stood next to the check out to calculate the final bill: "We buy a lot for the New Year celebrations, so I have to be more careful."The official weeklong Spring Festival holiday, which starts Wednesday, is China's closest equivalent to the West's Christmas shopping season, with generous gifts of food, tobacco, liquor and other presents for family and friends.According to the Ministry of Commerce, China's retail sales hit 340 billion yuan (49.8 billion U.S. dollars) during the Spring Festival holiday week last year."The deceptive pricing practices of the two foreign-funded supermarket giants were a total scandal," said Wang. The refund policy would be implemented at Carrefour's 182 outlets in China.The issue is continuing to smoulder on the Internet, with websites asking people to write in with "your experiences of price cheating by the Carrefour."A survey by Sohu, one of China's major web portals, had resulted late Sunday in 8,451 of 9,507 respondents saying they "would not go to Carrefour as it is blacklisted for price cheating.""Carrefour will further strengthen price label management and improve service quality to gain the support and confidence of Chinese customers," said Chen Bo.Carrefour had drawn up short and long-term measures to solve the price label issue, including price inspections, improving and upgrading the price label system, and comprehensive staff training."We will have our special control group conduct frequent and wide-ranging internal price inspections," Chen said.The National Development and Reform Commission (NDRC), China's top economic planner and price regulator, said Wednesday that some Carrefour and Wal-Mart stores in China were involved in deceptive pricing practices.The NDRC ordered local pricing authorities to urge stores to correct their wrongdoing, and pay fines five times the illegal income. SAN FRANCISCO, March 23 (Xinhua) -- Yahoo Inc. on Wednesday introduced a new feature to its search engine, which the company said can deliver answers and direct access to websites before users complete their query or hit the search button.The new feature, called Search Direct, predicts search results as fast as a person types and presents those results dynamically, Yahoo said."With today's launch, direct answers -- not the search results page -- is the primary focus. LOS ANGELES, May 25 (Xinhua) -- NASA project managers bade farewell to the Mars rover Spirit on Wednesday after sending a final set of commands to the stranded vehicle.This marks the completion of one of the most successful missions of interplanetary exploration ever launched, NASA's Jet Propulsion Laboratory (JPL) said."Last night, just after midnight, the last recovery command was sent to Spirit," said John Callas, the Mars Exploration Rover Project manager at NASA's Jet Propulsion Laboratory (JPL) in Pasadena, Los Angeles."It would be an understatement to say this was a significant moment. Since the last communication from Spirit on March 22, 2010, as she entered her fourth Martian winter, nothing has been heard from her."NASA has tried in vain to regain communication with Spirit since it got stuck in sand about two years ago. The rover last communicated on March 22, 2010, as Martian winter approached and the rover's solar-energy supply declined.NASA checked frequently in recent months for possible reawakening of Spirit as solar energy available to the rover increased during Martian spring, but to no avail.A series of additional re-contact attempts ended on Wednesday, designed for various possible combinations of recoverable conditions, according to JPL."Our job was to wear these rovers out exploring, to leave no unutilized capability on the surface of Mars, and for Spirit, we have done that," said Callas.
