A person who dropped a backpack and tried to jump a bike rack near the White House has been taken into custody by the Secret Service, the agency tweeted Wednesday."At approximately 2:45 pm an individual dropped a backpack and attempted to jump a bike rack along the sidewalk on Pennsylvania Ave. The individual was immediately taken into custody by Secret Service Uniformed Division Officers," the agency tweeted around 3 p.m. ET.Secret Service responded with an update about a half hour later that the backpack had been cleared, and that pedestrian traffic would soon reopen.It's unclear if the person detained was arrested or will face charges. 658

American Airlines now won't use its fleet of Boeing 737 Max planes any time this summer.The world's largest airline, which has 24 of the 737 Max jets in its fleet, said it is canceling about 115 flights a day through September 3 as a result of the grounding. It previously had canceled flights through August 19. The plane was grounded in mid-March after two fatal crashes, putting focus on a particular safety feature on the plane.American's canceled flights are the most extensive among US airlines. Southwest, which has 34 of the 737 Max jets in its fleet, has canceled flights only through August 5 at this time. United Airlines' cancellations also run into August.Not all of the American flights scheduled to be flown by the 737 Max will be canceled outright. Some will be flown with other aircraft. American is also canceling some flights scheduled to be flown by different aircraft, such as the original 737, to shift those resources to other flights.American said it is adjusting its schedules to affect the fewest number of passengers possible, and passengers whose flights are canceled will be able to rebook at no cost or get a full refund if they don't wish to take their trip.The 115 flights and 24 planes represent about 2% of American's overall operations. The airline operates about 6,800 flights a day during the busy summer travel season, including those flown for it by regional feeder airlines. Its mainline operations include a total of more than 900 aircraft.Late summer is one of the busiest times of the year for air travel, so the lost flights will hurt the airline — although Boeing is expecting to find ways to compensate airlines hurt by the Max grounding. It is seeking to win approval for a software fix that is designed to address the automatic safety feature that is the focus of the investigation into the two fatal crashes."American Airlines remains confident that impending software updates to the Boeing 737 MAX, along with the new training elements Boeing is developing ... will lead to recertification of the aircraft soon," American said in its statement. Andrew Cuomo has signed legislation that decriminalizes marijuana use throughout the state.The legislation reduces the penalty for unlawfully possessing marijuana to a violation by a fine, and removes criminal penalties for possession of any amount under two ounces. It also creates a process for people with certain marijuana convictions to have their records expunged.Cuomo said New York's former marijuana laws disproportionately affected African-American and Latino communities, and the new law will address the racial and ethnic disparities."Communities of color have been disproportionately impacted by laws governing marijuana for far too long, and today we are ending this injustice once and for all," Cuomo said. "By providing individuals who have suffered the consequences of an unfair marijuana conviction with a path to have their records expunged and by reducing draconian penalties, we are taking a critical step forward in addressing a broken and discriminatory criminal justice process.""By decriminalizing marijuana use in New York once and for all, we are ending this repressive cycle that unfairly targets certain communities. A second Florida city paid thousands of dollars to ransomware attackers who hacked their computer systems -- the latest in a growing trend that forces local governments offline.Officials from Lake City agreed Tuesday to pay 42 bitcoin, roughly 6,000, to hackers who seized the city's computer systems June 10, ending a 15-day standoff.It's the second city in Florida to fall prey to ransomware attackers this summer: On June 19, Riviera Beach officials voted to pay their requested ransom of 65 bitcoin, close to 0,000, to hackers who disabled the city's online services in late May.Lake City police said the city paid a ,000 deductible to its insurance company, which will cover the rest of the ransom.In a statement, the city called the attack a "triple threat," a ransomware program that attacked the city's network three different ways and took out email systems, landline phones and online credit card payment.Cyber attacks on government are growingRansomware attacks have spiked since 2016, hijacking the computer systems of government entities like cities, police departments and schools.
