BEIJING, Nov. 25 (Xinhua) -- China on Thursday again called on the relevant parties to make joint efforts to safeguard peace and stability of the Korean Peninsula.Foreign Ministry spokesman Hong Lei made the remarks at a regular press briefing.The Republic of Korea (ROK) and the Democratic People's Republic of Korea (DPRK) exchanged artillery fire Tuesday in waters off the west coast of the Korean Peninsula, leaving four people dead.Hong initially expressed China's stance Wednesday with regard to the exchange of fire between the ROK and the DPRK.On Thursday, Hong again called on parties involved to stay calm and exercise restraint, and urged the ROK and DPRK to engage in dialogue and refrain from similar actions.China has always maintained that the relevant parties resolve disputes through negotiations and by peaceful means and be committed to safeguarding peace and stability in the Korean Peninsula, Hong said.China opposed any acts that harmed the peace and stability of the Korean Peninsula, he went on."It is very urgent and important to restart the six-party talks at the current stage," Hong said, adding China had maintained close contact with all the parties involved, including the United States.He said China hoped parties involved could make concerted efforts to properly handle their concerns through talks and consultation within the framework of the six-party talks, which involved China, the DPRK, the United States, the ROK, Russia and Japan.China would like to make concerted efforts with all parties to help ease tension, seek peace and stability in the Korean Peninsula, Hong said.With respect to the planned joint military drill between the United States and the ROK in waters off the west coast of the Korean Peninsula from Nov.28 to Dec. 1, Hong said China was concerned."China holds a consistent and clear stance on the issue," Hong said without elaborating.

BEIJING, Nov. 19 (Xinhua) -- Chinese ministries and local governments have coordinated efforts to combat price hikes by increasing grain supplies, clamping down on speculation and offering subsidies, as the central government has growing concerns about rising inflation.In a move to head off price hikes, the State Administration of Grain will increase sales of grain supplies to meet the public's needs and stabilize market prices, the agency said in a statement posted on its website Friday.Additionally, it will sell a set amount of cooking vegetable oil and soybeans from government reserves beginning next week, in addition to the weekly sales of wheat, rice and corn that has already begun, the statement said.The authority will also send groups of staff to major grain production regions to inspect and guide purchases of autumn grain and regulate business practices, it added.The statement said the move was designed to protect farmers' interests and maintain moderate prices in the grain market.Further, the Ministry of Agriculture announced Friday that it will work to add 8 million mu (0.53 million hectares) of planting areas for vegetables and 2 million mu for potatoes to stabilize agricultural production and increase vegetable supplies during the winter.Also, Zhou Bohua, head of the State Administration of Industry and Commerce, said the administration will "seriously" work to prevent the hoarding of agricultural products, forcing up prices and other speculative practices.These measures echoed the central government's call to tame price rises.China's State Council, or the Cabinet, on Wednesday announced price control guidelines to reassure consumers facing rising inflation.The efforts mainly included imposing temporary price controls on important daily necessities and production materials when necessary, and urging local authorities to offer temporary subsidies to needy families.In addition, the government will work to ensure market supplies and strengthen market supervision.Local governments also unveiled specific measures intended to help people pressured by the higher cost of living. BEIJING, Dec. 15 (Xinhua) -- China released an amended anti-corruption regulation on Wednesday in which it sets out unprecedented penalties that include imposing punishments for corrupt Party officials, even if they have left their posts or retired.The amended regulation, the latest move of the Communist Party of China(CPC) to battle corruption, was jointly implemented by the CPC Central Committee and the State Council, China's cabinet.Based on a version that took effect in 1998, the amended regulation adds more articles detailing punishments for corrupt officials. It has expanded from 17 articles to 32 articles.Those newly added articles were mainly dedicated to detail the supervisory instructions and liabilities by imbedding provisions from various other regulations in recent years. For example, previously, to punish a retired official was something that was rarely heard of in China.One of the notable changes in the past decade was the popular use of the Internet, which opened up a new channel for the public to supervise officials, said professor Wang Yukai with the Chinese Academy of Governance.The public is able to report more corruption cases through the Internet and by implementing the new regulation, and corrupt officials will have to spend a lifetime constantly 'watching their back,' analysts say.The amended regulation underlines CPC officials' responsibility in promoting transparency when exercising their power and stresses mutual supervision among officials who respectively exercise the power of decision-making, enforcement and supervision.In addition, different punishments were specified for the collective leading organizations and individual leaders in the amended version.In article 18 of the amended regulation, the public is asked to supervise CPC officials, despite no specifications being mentioned in how they might participate.Law enforcement and strengthened supervision from the public and mediaare the key to fighting corruption, professor Wang added.
