(KGTV) -- The Escondido Union School District is choosing to start the new school year online, and the district is also pushing back its start date to August 25.The decision was approved at the Board of Education meeting Thursday night.The board also approved two hybrid learning options for when the school district is ready to resume in-person classes.For grades kindergarten through 5th, the "Modified Classic" will provide students with four half-days on campus and one day of remote learning.For grades 6th through 8th, the "Two-Day Hybrid" will provide students with two full days on campus and three days of remote learning.EUSD does have plans to reopen its campuses by the end of September; however, the board and district said they would both continue to monitor the health conditions and make changes as needed. 848

Federal investigators are looking into nine mail-in ballots that were reportedly discovered discarded from a county elections office in northeast Pennsylvania.The district attorney in Luzerne County reached out to federal authorities Monday, according to the U.S. attorney for the Middle District of Pennsylvania. The FBI and state police are investigating."At this point we can confirm that a small number of military ballots were discarded," U.S. Attorney David Freed's office said in a statement, adding that of the nine ballots, seven had been cast for Trump."Two of the discarded ballots had been resealed inside their appropriate envelopes by Luzerne elections staff prior to recovery by the FBI and the contents of those 2 ballots are unknown,” the statement continued.The investigation also found four “apparently official, bar-coded, absentee ballot envelopes that were empty” in an outside dumpster.Military ballots and other absentee ballots are supposed to be stored securely, unopened, until official counting begins on Election Day.The investigation, Freed says, found staff in Luzerne County opened nearly all envelopes “received in the elections office were opened as a matter of course. It was explained to investigators the envelopes used for official overseas, military, absentee and mail-in ballot requests are so similar, that the staff believed that adhering to the protocol of preserving envelopes unopened would cause them to miss such ballot requests.”Freed states this was a known issue from previous elections and the problem has not been corrected.Freed says the investigation into the small number of mail-in ballots remains active, and there are still questions about what exactly happened, he wanted to make it public at this point “based on the limited amount of time before the general election and the vital public importance of these issues.” 1885

(KGTV) - An Encinitas man is trying to drum up some comfort amid the coronavirus pandemic by making some noise.Every night at 8 p.m., across the town of Windsor Locks, CT, the sound of bells of all sizes cuts through the quiet isolation. The town is the hometown of Encinitas resident of Rob LaBreche."It shows the neighbors are thinking about each other, and that is a positive thing," said LaBreche.Labreche decided to try to ring in some positivity in his own neighborhood. He posted his plans on the Nextdoor app and early this week, he and his kids got out some pots and pans at 7 p.m. and started making noise.That night, about five other neighbors joined them."To be honest, I kind of felt silly out there banging the pots and pans, but then when you're silent and feel other neighbors doing the same thing ... it makes you feel good and you know we're all in this together," said LaBreche.Since then, the idea has continued to resonate. He sent us video of his son ringing one of the family's newly-bought bells. On Thursday night - based on messages on Nextdoor - LaBreche believes more than 75 others joined in. LaBreche says the appointment noise making now stretches across several neighborhoods in Encinitas, and even into Carlsbad."Just like the coronavirus multiplying in a negative way, I think we can multiply things in a positive way. Facebook said Wednesday that Cambridge Analytica, a data firm with ties to President Donald Trump's campaign, may have had information on about 87 million Facebook users without the users' knowledge.Facebook had previously said the number of people whose information may have been shared with Cambridge Analytica was only around 50 million. It announced the revised number in a blog post on Wednesday.Facebook has said the data was initially collected by a professor for academic purposes in line with its rules. Equifax's chief information officer and chief security officer are retiring, the company announced Friday.The "personnel changes" are effective immediately, Equifax said in a release.
