SAN DIEGO (KGTV) -- Authorities are investigating a man's death after they say he died following a fight. Police were called to the 5600 block of Imperial Avenue in Valencia Park around 1:12 p.m. after receiving reports of a man having chest pains. After arriving, the 51-year-old man -- identified as San Diego resident Joseph Ives -- was taken to the hospital where he later died.Police later learned that Ives got into a fight shortly before his death. According to police, after an altercation with another man, Ives told a witness that he was experiencing chest pains. Ives "did not have any obvious signs of trauma to his body," police said. Out of caution, San Diego Police homicide detectives are investigating the death.  773

SAN DIEGO (KGTV) - Cal Coast Academy, a private school in Carmel Valley, has an "ambitious" plan to bring kids back to campus as soon as San Diego gets approval from state and county administrators."When we put our mind to something, we make it happen," says Jan Dunning, the school's founder and principal.Dunning plans to build six large tents on the school's property, similar to tents used at weddings or other large events. They'll have flooring, electricity and other amenities to make them feel like indoor classrooms."At my school we think on our feet," says Dunning. "We are flexible because we work with students that need flexibility. So that's a real strength of ours."Cal Coast Academy caters to students who need non-traditional learning, like elite athletes who travel extensively, international students, or students with learning disabilities. That's why the school feels they'll be able to make a non-traditional learning environment work this fall.Class sizes in the tents will be limited to six students per teacher, to allow for social distancing.But the project isn't cheap. Dunning says they've already spent nearly ,000 on the tents. Costs like that make it unlikely that public schools with large enrollments would be able to hold classes outdoors in a similar fashion. SAN DIEGO (KGTV) — Brendan Watters had big plans for Ballast Point the moment his company took control March 2. That includes creating new beers, and driving a wrapped bus around San Diego for two months announcing that the iconic craft brewery was back under local control. All of that hit a snag two days after sale closed, when Gov. Gavin Newsom announced a State of Emergency because of the coronavirus outbreak. "So basically a week after we were closing up operations," said Watters, the brewery's CEO, who moved to San Diego after the sale. "We had to pivot straight away."Watters' company, Kings and Convicts, bought Ballast Point from Constellation Brands, a Fortune-500 beverage company that paid billion for the San Diego brewer in 2015. Watters declined to disclose the sale price, but did confirm it was less than billion. He said Ballast Point, which launched in San Diego in 1996, lost some of its local charm under an international brand. He says he plans to bring that back, with two new beers launching this summer and an emphasis on design, such as the famous oceanic art that accompanies each one. Still, he faced an unprecedented challenge two days after closing. The tap rooms all shut down, eviscerating 50 percent of its revenue (Watters estimates total revenue fell as much as 60 percent). Watters says the brewery focused on its distribution, and was aided by a federal stimulus loan. Now, the Miramar and Little Italy tasting rooms are reopening with social distancing alterations, such as spaced out tables, and smartphone ordering systems. Watters says he was able to recall most of the brewery's 550 employees. He says Ballast Point can last with the reduced capacity in the short-term, but the longer this goes, the harder it will be. 1780

SAN DIEGO (KGTV) -- Caltrans announced Friday a list of roads that recently received funding in San Diego.More than 50 projects were allocated funds that, according to the agency, will bring goods to market faster, provide additional funding for investments that counties have made and help with traffic.Some of the funding is going toward projects like "intelligent transportation systems" and rail line safety enhancements.  439

SAN DIEGO (KGTV) - Cesar Rivera thought he'd achieved the American Dream when he and his wife bought a house just north of Mission Valley. "I moved in, I loved the area, I loved my neighbors," he says. "I want my boys to have this house when we grow old."But whether Rivera's family will last in long enough in the area remains to be seen. These days, Rivera is on anxiety medication. He says it's because of the home next door that became a vacation rental shortly after he moved in. He says it can rage any night of the week. "They go on arguing and yelling, and they're out there for hours," Rivera said. "They don't stop. He also says the owner, Lael Volage, is not responsive: a claim she vehemently disputes. At any rate, it's exactly the situation the City Council aimed to avoid when it passed strict regulations in 2018. The rules would have limited vacation rentals to primary homes and structures on the same parcel. The rules also would have required many hosts to pay a 5 fee to fund a new enforcement division that would have worked evenings and weekends. But Airbnb led a successful referendum, and the council rescinded the law. "It's a free-for-all," said Volage. "Nobody wants a party at their house. We try to regulate it. I turn people down all the time."Still, her online listing says parties and smoking are allowed, the home sleeps ten, and boasts a billiards table, jacuzzi, and wet bar. "If you're a homeowner, you're allowed to have a barbeque, you're allowed to have beer pong in the backyard, and be able to have some music playing until 6, 7, 8, 9 even 10 o'clock," Volage said. She said vacationers should have the same rights, and that Rivera's problem is that his bedroom is right above the street. San Diego Police say they have been called to Volage's rental three times since May for noise complaints. A 2017 memo from the city attorney concludes vacation rentals are not an allowed use. Still, a spokesman for the mayor says he continues to support the "common sense regulations proposed last year as a starting point for new negotiations."After a Halloween night shooting at a vacation rental, Airbnb CEO Brian Chesky announced the company would ban party houses, and increase enforcement efforts. Those efforts include creating a "party house" rapid response team, and expanding manual screening of high-risk reservations. Volage's home is listed on VRBO.
