They are everywhere.Residents in the Dobson Ranch neighborhood of Mesa say they're fed up with the number of feral cats that are roaming the neighborhood.  Alan Robinson, who has lived in the community for more than 20 years said the problem started about four or five years ago. "There was one time I opened my door and I counted 35 cats on my front lawn," said Robinson.Now with cats mating, neighbors reported seeing dozens of kittens also roaming the streets. Robinson said these cats were urinating and defecating on front lawns, planters, by front doors, and in backyards.He says cushions on his backyard patio furniture that were coated with a thick layer of cat hair. During an interview, a cat appeared out of nowhere in the backyard and jumped onto a wall.Robinson said he had installed spikes on parts of his backyard wall to keep the cats away.Another resident said he had to buy expensive chemicals to treat his yard because of the waste left behind."When I try to mow the lawn the smell is so strong, I'm inhaling it. I've had to buy masks so I don't breathe it in," resident Jim Jarvis said.Residents believed the feral cats were attracted to their neighborhood for a reason."The problem statement is not that we have feral cats. The problem statement is that some people feed those feral cats. They call this place home," Robinson said.Pictures and videos of the feral cats taken by residents in the community showed at least eight cats sitting in the backyard of one home, by a swimming pool. Another woman who asked us not to identify her shared photos and videos of almost a dozen cats sitting on a neighbor's front lawn.Other pictures taken by Robinson showed cats on the sidewalk, cats sleeping on top of parked cars, on the roofs of homes.One cat appeared to have several large lumps on it's back.Robinson said he had done a lot of research that showed the health hazards in communities with feral cats.He pointed to a study published in "Trends in Parasitology" showing cat feces can be a source of parasites that can affect humans and other animals in the neighborhood.However, most Phoenix-area shelters will not take in alley cats, as they are considered free-roaming creatures, unlike dogs.Some animal advocates say feral cats can live healthy lives outdoors. Most Arizona counties have Trap-Neuter-Return programs for feral cats, calling it the best way to control the growing population of alley cats in the community.The Animal Defense League runs a trap, neuter and return program in Arizona. Officials ask those interested in the program fill out a form on their website.According to information posted on the site, the number of animals killed in local shelters has decreased since their predecessor started the Spay Neuter Hotline.  2829

There is nothing like the sound of a baby's cry and for a new mom like Whitney Eberhardt, it can be daunting.“When you first come home from the hospital you have no idea what you are doing and when they are crying you sometimes have no idea why. So, it’s nice to have something to help you out,” said Eberhardt.On average, doctors say a newborn can cry a total of 2 hours a day, and that’s why Dr. Ariana Anderson of UCLA created the app, Chatter Baby.“I thought it would be good to make a device that would help new parents and possibly deaf parents. So, when they were around their baby crying and said, why is my baby crying they would have some sort of answer,” said Dr. Anderson.Chatter Baby is in its infancy stage and currently only gives three reasons for your baby crying. The three reasons are when a baby's in pain, fussy or hungry.Eberhardt tried out the app and said it is easy to use. You press record for five seconds as your baby is crying and the app will then compare the cry to the sounds in a database to determine a reason. The Chatter Baby database of cries was created with the help of new parents.“We think the best judges of the baby are parents themselves. We had the parent initially label the cry. So a mother would say, my baby is hungry, so if two other mothers agreed with that description of the babies cry then we would include that cry in our data base,” said Dr. Anderson.Certain cries have a different acoustic sound. For example, babies who are in pain might have a cry with high energy or a fussy cry may have more periods of silence.“Once we had an agreement amongst the mothers we trained artificial intelligence algorithms to look for patterns in the cry that were specific to hunger to pain to fussiness,” said Dr. Anderson.With the help of artificial intelligence, Chatter Baby’s algorithm claims 90% accuracy whether your baby is crying or not and correctly flags more than 90% of pain cries.However, as you get more comfortable knowing why your baby is crying, you can tweak the app yourself to make it more accurate.“We want to have a way for parents to revise, update and improve the algorithym.so the algorithm gets returned to their specific baby,” said Dr. Anderson.Eberhardt said the app is a great safety net for all new parents.  2315

Treasury Secretary Steven Mnuchin says the Trump administration remains willing to work on a bipartisan agreement to help small businesses, the unemployed, children and schools afftected by the coronavirus outbreak. Mnuchin at a hearing Tuesday accused Democratic leaders of holding up an agreement with hard-line positions. Democrats insist that dire economic conditions persist and say a larger relief package is needed. "I believe a bipartisan agreement still should be reached and would provide substantial funds for schools, testing, vaccines, PPP for small businesses, continued enhanced unemployment benefits, child care, nutrition, agriculture, and the US Postal Service, along with liability protection for universities, schools and business," Mnuchin said. The sides had largely agreed on providing many Americans with a second stimulus check of ,200 before talks broke down in early August. Outside of the direct payments, the sides disagreed on a number of issues. Mnuchin and top congressional Democrats have been in a monthslong stalemate over new relief legislation, with the two sides trillions of dollars apart. Lawmakers left Washington for the August recess without an agreement. At the end of July, a 0 per week unemployment supplement expired. Also funding from the Paycheck Protection Program has long been depleted.
